A GENERAL ORDINANCE AMENDING CHAPTERS 74 AND 76 OF THE CITY
OF RICHMOND CODE
WHEREAS, the City of Richmond, Indiana is currently involved in a project renovating
"uptown" Richmond; and
WHEREAS, said project includes the reopening of Main Street from 10`" Street to 5"
Street in the City of Richmond; and
WHEREAS, the project also involves the acquisition of additional parking lots as well
as the improvement of existing parking lots and the parking garage; and
WHEREAS, in conjunction with said project a committee was established to explore
the availability, cost, and time limits of available parking in the "uptown"
area; and
WHEREAS, the committee has recommended certain changes; and
WHEREAS, the Board of Public Works and Safety of the City of Richmond, Indiana
has approved the proposed changes regarding parking lots in accordance
with Indiana Code 36-9-11-7 (Resolution No. 8-1997).
NOW, THEREFORE, be it ordained by the Common Council of the City of
Richmond, Indiana as follows:
Section 74.47(a) of the City of Richmond Code shall be amended to read as
follows:
(a) The following properties are either owned or leased by the City and shall be
known as Off Street Parking Facilities.
(1) Downtown Parking Garage - located in the first block of South 8"'
Street on the west side, extending west to South 7"' Street, bounded on the
north by the alley, and bounded on the south by the service drive.
(2) Corner Lot at North 9`" and North `C' Streets (" Tice" Lot) -
located on the southeast corner of North 9`" and North `C' Streets, bounded
on the North by North C Street, on the west by North 9`" Street, and on the
east and south by private property.
(3) South 9" Street Lot ("Harmon Glass" Lot) - located in the 100
block of South 9" Street on the east side, extending east to South 10`"
Street, bounded on the north by private property and Park Place, and
bounded on the south by private property.
(4) South 91" Street Lot ("Leland" Lot) - located in the first block of
South 9' Street on the east side, bounded on the south by the Leland
Hotel, the east by the alley, the west by South 9' Street, and the north by
private property.
(5) South 0 Street Lot ("Bullerdick" Lot) - located in the first block
of South 9' Street on the west side, across 9`" Street from the "Leland"
Lot, bounded on the east by South 9" Street, on the west by the alley, and
on the north and south by private property.
(6) Forth 10'h Street Lot ("GTE" Lot) - located in the first block of
North 10' Street on the east side, extending east to the alley, bounded on
the north by the Richmond Power & Light Sub -Station, and bounded on
the south by Sailor Street.
(7) Corner Lot at North 10" and East Main Streets (" Kesslers" Lot) -
located in the first block of North 10`" Street, on the east side, bounded on
the north by Sailor Street, on the south by East Main Street, on the east by
private property, and on the west by North 10`" Street.
(8) North 7' Street Lot ("Bank One" Lot) - located in the first block
of North 7`" Street on the west side, extending west to North 6`" Street,
bounded on the north by North A Street, and bounded on the south by the
service drive.
(9) North 6`h Street Lot ("American Legion" Lot) - located in the 100
block of North 6" Street on the east wide, extending east to the alley,
bounded on the north by North B Street, and bounded on the south by
private property.
(10) South 6" Street Lot ("Elder Beerman" Lot) - located in the first
block of South 6`" Street on the east side, extending east to private
property, bounded on the north by the service drive, and bounded on the
south by South A Street.
(11) South 5" Street Lot ("FIND Center" Lot) - located in the 200
block of South 5" Street on the west side, extending west to South 4"'
Street, bounded on the north by South B Street, and bounded on the south
by the Richmond Community School's FIND Center.
(12) South G Street Lot (" Color Box" Lot) - located in the 700 block
of South 6th Street on the east side, extending south to private property,
bounded on the east and north by the railroad, and bounded on the west by
South 6' Street.
(13) South M Street Lot ("Fire Station #4" Lot) - located in the 800
block of South M Street on the north side, extending north to Fire Station
No. 4, bounded on the east by the service drive, and bounded on the west
by South 8`h Street.
(14) Municipal Building Lot - located in the 300 block of East Main
Street on the north side immediately west and south of the Municipal
Building.
2. Section 74.47 subsection (b) of the City of Richmond Code shall be amended
to read as follows:
(b) Pursuant to Indiana Code 36-9-11-7, the Board has established the following
charges for off-street parking facilities which are approved by Common Council by
Ordinance No. 116-1997, which supercedes and replaces any previous resolutions or
ordinances establishing said charges:
1. Downtown Parking Garage
(a) First and second hours provided free by contributions from
downtown businesses.
(b) Third hour $0.50.
(c) Fourth and each subsequent continuous hour $1.00.
(d) Monthly parking pass for levels two (south side only), three,
and four only, $5.00.
(e) No monthly parking passes permitted on Parking Level (G),
level one, or the north side of level two.
2. Corner Lot at North 9`h and North `C' Streets ("Tice" Lot)
(a) Public parking available without time limits subject to section
74.21.
3. South 9`h Street Lot (100 Block — "Harmon Glass" Lot)
(a) Monthly parking pass for "Reserved" section, $10.00.
(b) Three hour parking limit throughout the remainder of the
facility.
4. South 9"' Street Lot(" Leland" Lot)
(a) Monthly parking pass for "Reserved" section, $15.00.
(b) Two hours free parking provided by contributions from
downtown businesses.
5. South 9' Street Lot(" Bullerdick" Lot)
(a) Two hours free parking provided by contributions from
downtown businesses.
6. North 10' Street Lot ("GTE" Lot)
(a) Monthly parking pass, $15.00.
(b) Parking in these facilities by monthly parking pass only.
7. Corner Lot at North 10`h and East Main Streets (" Kesslers" Lot)
(a) Two hours free parking provided by contributions from
downtown businesses.
8. North 7" Street Lot(" Bank One" Lot)
(a) Two hours free parking provided by contributions from
downtown businesses.
(b) Monthly parking pass, $20.00
9. North 6`h Street Lot ("American Legion" Lot)
(a) Monthly parking pass for "Reserved" section, $10.00.
(b) Three hour parking limit throughout the remainder of the
facility.
10. South 6`h Street Lot ("Elder Beerman" Lot)
(a) Two hours free parking provided by contributions from
downtown businesses.
(b) Monthly parking pass, $25.00.
11. South 5`h Street Lot ("FIND Center" Lot)
(a) Three hour parking limit throughout the facility except for
spaces reserved for FIND Center employees and invitees.
12. South G Street Lot (" Color Box" Lot)
(a) Public parking available without time limits subject to section
74.21.
13. South M Street Lot ("Fire Station #4" Lot)
(a) Public parking available without time limits subject to section
74.21.
14. Municipal Building Lot
(a) Reserved parking for City, Township, County and State
employees as designated by the Board of Public Works and Safety.
(b) Three hour parking limit throughout the remainder of the
facility.
3. The following shall be added to Schedule VI of Chapter 76 of the City of
Richmond Code:

4. All fines listed in the following sections of the City of Richmond Code shall be
increased to twenty dollars ($20.00): 74.03, 74.12, 74.13, 74.14, 74.15, 74.17(b), 74.18,
74.19(b), 74.20(b), 74.22, 74.23(h), 74.24(d), 74.25(d), 74.26(e), 74.27, 74.36(e), 74.37,
74.40(e), 74.45(g), 74.47(d), 74.47(e).
5. Section 74.50(d) of the City of Richmond Code shall be re -written to read as
follows:
(d) All $20.00 fines in this chapter shall be reduced to $10.00 if paid within 3
days of the date shown on the ticket.
6. A new Section 74.47(g) will be added to the City of Richmond Code to read as
follows:
Any monthly parking pass issued pursuant to this Chapter must be
displayed in the front windshield of the vehicle when parking in any off-street
parking facility. Failure to display said parking pass while parked in a lot or an
area reserved for those with such passes shall result in a fine of Ten Dollars
($10.00), which must be paid prior to renewing the reserved parking pass.
7. A new Section 74.47(h) will be added to the City of Richmond Code to read as
follows:
Yearly reserved parking passes shall be available in any Off Street Parking
Facility at which monthly passes are available. The yearly passes shall be for the
calendar year, shall be available from November through January, and shall be
sold for eleven (11) times the cost of a monthly pass for that parking facility.
8. Section 74.47(d) of the City of Richmond Code shall be re -written to read as
follows:
No vehicle shall be parked beyond the posted time limit in any Off Street
Parking Facility or in violation of any terms of this Chapter as they relate to such
Off Street Parking Facility. The operator of the vehicle or the owner of an
unattended vehicle shall be liable for a violation of this section and fined $20.00,
unless it is ultimately shown to be a violation of Section 74.47(g) herein, in which
case the fine shall be $10.00.
9. A new Section 74.47(i) will be added to the City of Richmond Code to read as
follows:

All monthly parking passes for the off-street parking facilities described
within Sub -Sections 74.47(b)(1), (4), (6), (8), and (10) (lots available for monthly
parking between North A and South A Streets), shall designate a specific parking
space applicable for such pass. The failure of the monthly parking pass holder to
park in that designated place shall be treated as a violation of Section 74.47(d) of
this Code.
10. All provisions of this ordinance shall be re-evaluated in on or before July,
11. This ordinance shall take effect upon passage.
