A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
AUTHORIZING THE APPROVAL OF A CONTRACT WITH
MUNISERVICES, LLC TO PROVIDE SALES AND USE, AND PROPERTY
TAX ANALYSIS/AUDIT SERVICES
WHEREAS, the City contracts with MuniServices, LLC to provide sales and use,
and property tax analysis/audit services; and
WHEREAS, MuniServices assists the City in monitoring existing and Measure
PS and Measure RD Transaction and Use Tax revenues which commenced on April 1,
2017; and
WHEREAS, the services provided by MuniServices, LLC enables the City to
audit and forecast new transaction and use tax collections; and
WHEREAS, In October 2019, the City entered into a two-year agreement
(October 6, 2019 through October 5, 2021) with MuniServices, LLC under the City
Manager's Purchasing Authority, for a not to exceed amount of$15,000; and
WHEREAS, in September 2020, the agreement was amended for an additional
$10,000 under the City Manager's Purchasing Authority. In June 2021, Council
authorized a second amendment to the agreement with MuniServices to increase
compensation by $25,000 to cover costs for current and anticipated services to be paid
prior to the end of the 2020-21 fiscal year; and
WHEREAS, the contract expired on October 5, 2021 and staff is seeking
Council's approval for a contract with MuniServices, LLC for a period of two years, for
a not to exceed amount of$50,000; and
WHERAS, section 6-3.13 of the Lynwood Municipal Code states that no formal
bidding of any kind shall be required if the City Council shall find, by resolution adopted
by not less than four-fifths (4/5) of its members, that such an acquisition may be more
economically and efficiently effected through the use of an alternate procedure; and
WHEREAS, continuing services with MuniServices, LLC, will assist Finance &
Administration with readily available information to perform analysis when reviewing and
forecasting the City's top revenue sources, property and sales tax supports this finding.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD
HEREBY RESOLVES AS FOLLOWS:
Section 1. That the Mayor is authorized execute the contract with MuniServices,
LLC, for a period of two years, to provide sales and use, and property tax analysis/audit
services in a form approved by the City Attorney.

Section 2. The City Council of the City of Lynwood by at least 4/5ths vote,
hereby finds that the quality and continuity of services provided by MuniServices, LLC
supports that finding justifying the dispensing with the formal bidding requirements per
Lynwood Municipal Code section 6-3.13.
Section 3. That this resolution shall take effect immediately upon its adoption.
