HomeMy Public PortalAbout2021.127 - (11-02-21) RESOLUTION NO. 2021.127 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD APPROVING THE PREFERRRED ALTERNATIVE- FOCUSED INTERSECTION IMPROVEMENTS WITH SIGNAL SYNCHRONIZATION ON IMPERIAL HIGHWAY BETWEEEN STATE STREET AND WRIGHT ROAD, AUTHORIZING THE FILING OF THE NOTICE OF EXEMPTIONS IN SUPPORT OF CATEGORICAL EXEMPTION UNDER CEQA, AUTHORIZING THE REQUEST OF MEASURE R FUNDS AT THE GATEWAY CITIES COUNCIL OF GOVERNMENTS 1-710 TECHNICAL ADVISORY COMMITTEE FOR FINAL DESIGN AND CONSTRUCTON PHASES AND APPROVING THE APPROPRIATION OF $45,000 FROM ' PROPOSITION C FUND TO COVER PROJECT MANAGEMENT COSTS ON THIS PROJECT WHEREAS, the City received funding from the Los Angeles County Metropolitan Transportation Authority (Metro) in the amount of $865,000 for the Project Approval and Environmental Document (PA&ED); and Plans, Specifications, and Estimates (PS&E) for the Imperial Highway Corridor Capacity Enhancement Project; and WHEREAS, on January 19, 2021, the City Council approved to proceed with the "Intersection Improvements Alternative" for the Imperial Highway Corridor Capacity Enhancements Project; and WHEREAS, Metro has refined the traffic operations analysis and recommends selection of the preferred alternative which is the focused intersection improvements with signal synchronization on Imperial Highway between State Street and Wright Road; and WHEREAS, GPA Consulting (GPA), on behalf of the City of Lynwood, conducted a review of environmental resource databases and background documents to characterize the project area, identify potential environmental resources, and determine the level of environmental review required under California Environmental Quality Act (CEQA); and WHEREAS, pursuant to CEQA, Title 14 CCR § 15301. Existing Facilities, provide that minor alteration of existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities are categorically exempt from the provisions of CEQA and thereby will not result in a significant effect on the environment; and WHEREAS, the grant provided does not cover the costs for City's staff or consultant's time managing this Project. . NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE,AS FOLLOWS: 1 Section 1. That the City Council approve the preferred alternative-focused intersection improvements with signal synchronization on Imperial Highway between State Street and Wright Road. Section 2. That in compliance with CEQA, the City Council finds that the activity, improvements at the following intersections at Imperial Highway: 1) State Street, 2) Long Beach Boulevard and California Avenue, 3) Bullis Road, 4) Atlantic Avenue, and 5) Wright Road, is exempt under CEQA pursuant to CEQA Guidelines Title 14 CCR § 15301. Existing Facilities. Section 3. The City Manager or his authorized designee, is hereby directed to file the attached Notices of Exemption with the County Clerk of the County of Los Angeles. Section 4. That The City Council authorize the request of Measure R Funds at the Gateway Cities Council of Governments 1-710 Technical Advisory Committee for final design and construction phases. Section 5.
