HomeMy Public PortalAbout2021.124 - (11-02-21) RESOLUTION NO. 2021.124 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD REQUESTING APPROVAL TO UNFREEZE (FUND) THE ACCOUNT CLERK POSITION IN THE WATER BILLING DIVISION OF FINANCE & ADMINISTRATION WHEREAS, the Covid-19 pandemic has taken a toll on cities across the United States. When projecting the FY 2020-21 revised budget, staff anticipated Covid-19 would continue to impact the City's anticipated revenue for the upcoming fiscal years; and WHEREAS, as part of the FY 2020-21 revised budget, positions were eliminated and frozen (defunded) within Water Billing as well as Citywide; and WHEREAS, prior to the pandemic, the Water Billing Division was comprised of five (5) staff members. The division was supported by two (2) Account Clerks and three (3) Accounting Technician positions, under the supervision of the Billing & Collections Supervisor; and WHEREAS, in November 2020, in efforts to reduce operational expenses due to the uncertainty of the pandemic impact on the City's revenues, one of the Account Clerk positions was deleted and the other one was frozen; and one of the Accounting Technician positions was deleted. All the positions that were deleted and/or frozen were funded by the Refuse, Water and Sewer Fund; and WHEREAS, due to the reduction in staff, Water Billing staff is facing a backlog of work (i.e. entering mail in a timely manner, filing AR invoices, parking (the Phoenix Group) credit card report delayed by one (1) month, etc.); and WHEREAS, in addition to a reduction in staff, since there is no longer a receptionist at the front desk/information center, the division has taken on the responsibility of assisting customers that visit City Hall to conduct business; and WHEREAS, staff recommends that the City Council approve funding the position. Unfreezing the Account Clerk position will allow the division to catch up with day-to-day tasks and alleviate current and potential problems that can arise due to being short staffed. A portion of the funding will be used to cover costs of part-time personnel until the full-time position is filled; and 1 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD HEREBY RESOLVES AS FOLLOWS: Section 1. That the City Council approves and authorizes the unfreezing (funding) of the Account Clerk position within the Water Billing Division of Finance & Administration Department. The cost to fund the position from December 2021 through June 2022 is $38,108.53 ($12,575.82 - Refuse Fund; $12,956.90 - Water; $12,575.82 - Sewer Fund). Revenues generated by the department can be used to offset the cost of the position. Section 2. That this resolution shall take effect immediately upon its adoption.
