Street Sweeping Quotes
Jim Dillman presented three street sweeping quotes: McPhillips @ $45.00 per hour;
Allied Blacktop @ $46.00 per hour; Clean Sweep @ $52.00 per hour.
Motion by Scherer, seconded by Heideman to authorize McPhillips to sweep the streets at
$45.00 per hour.

Jim Dillman presented the following quotes for street signs:

Road Material Bids
Motion by Heideman, seconded by Scherer to advertize for road material bids for April 5,

Motion by Heideman, seconded by Crosby to table the request of Northwestern Bell Telephone
to bury cable in the Moorcroft development, pending receipt of information requested by
Jim Dillman.

Maple Plain Treatment Plant
Donna Roehl reported that Ray Odde of Metro Waste Control had contracted her with the
concerns of the City of Maple Plain regarding a possible infiltration into the Maple Plain
Sewage Treatment Plant from the Medina sewer line as it crosses the low area west of Town -
line Rd.
Glen Cook stated that he and Jim Dillman could investigate the matter and report to Council
at the March 15th meeting.
4. POLICE DEPARTMENT
Mark Moran Probation
Chief Sankey recommended that Mark Moran be removed from probation and designated a perm
anent employee, as he had completed the necessary training courses and was performing
in a satisfactory manner.
Motion by Heideman, seconded by Crosby to accept Mark Moran as a permanent employee.

Karen Dahlberg
Chief Sankey recommended that Karen Dahlberg be designated a permanent employee. He
reported that she was doing an excellant job.
Motion by Crosby, seconded by Heideman to end the probation of Karen Dahlberg and designate
her a permanent -part time employee.

Metropolitan Animal Patrol Contract
Police chief Sankey reported that he had researched various animal control contracts and
found that each of them offered different arrangements. He recommended that the city con-
tract with MAPSI until the end of 1983.
Thomas Crosby suggested that the city write its own contract and solicit vendors for 1984
and let them accept or reject as the city would write.
Motion by Crosby, seconded by Scherer to contract with MAPSI for the remainder of 1983 and
if arrangements do not work, use the 30 day cancellation provision of the contract.

Chief of Police Training Institute
Motion by Heideman, seconded by Crosby to authorize Chief Sankey to attend a Police Chief
Training Institute on March 22-24 at a cost of $75.00.

Police Officers Seminars
Motion by Scherer to authorize Robert Anderson to attend two training sessions; Defensive
Tacticsy$45;Intervention and Handling of Child and Adult Sexual Assault Situations, $55.

Tactics training session, at a cost of $45.00.

Police Car Electrical System Conversion
Police Chief, Sankey reported that he had spoken with Mike Dow of Road Rescure regarding
conversion of the electrical system from the 1980 Dodge to the new 1983 Ford.
he stated that he would have the estimated cost for the March 15th meeting.
Dental Insurance
Council discussed two Dental Insurance Programs; Delta Dental and Denticare, benefits
and costs of each.
Motion by Heideman, seconded by Scherer to table action on acceptance of a program, until
March 15th.

Overweight Vehicles
Richard Schieffer explained that he needed additional time to research State Statutes
regarding issuing permits and fees that could be charged for said permits.

5. PHIL ZIETLOW
Acting Mayor, Reiser presented a Certificat of Appreciation to Phil Zietlow, on behalf of
the Elm Creek Conservation Commission for the years of service he had given to the Comm-
ission.
6. WILL BRACKEN
Motion by Heideman, seconded by Scherer to express the appreciation of the City to Will
Bracken for the time he had spent serving on the Planning Commission.

1 7. MEDINA MOTOR INN
Jerry Roberts presented documents regarding Industrial Revenue Bonding for the Medina
Motor Inn on Hwy. 55.
He also presented a preliminary plan of the building, explaining that they would be de-
ciding shortly which Architect they would be using.
JoEllen Hurr stated that a complete site review was needed and before a Public Hearing was
set for the Industrial Revenue Bonding the site review should be completed.
Council discussed the condition of the Sewage Treatment Plant and at what point the Metro
Waste Control Commission is at in its decision to install an interceptor through Plymouth.
Thomas Crosby explained that the city might be restricting issuance of permits to others
who had paid assessments if it issued a permit for a number of motel units. He stated
that the city would need to have some assurance from the Waste Control Commission that
they would have an interceptor in place at the time the building was completed.
Wilfred Scherer stated that the city would continue to pay for clean water entering the
system unless infiltration repairs were made.
Glen Cook reported that apparently Metro Waste Control was not funding Rehab projects.
William Reiser stated that at a prior Public Hearing regarding a 100 unit Motel several
residents were concerned because they had paid assessments and might be denied use of the
sewer if capacity was used by one developer.
Council advised that the Developer contact Metro Waste Control, directly, and secure in-
formation as to the time frame for construction of the interceptor and the possibility of
adding additional units to the system.
8. PLANNING AND ZONING DEPARTMENT
Robert Lawton, Subdivision
JoEllen Hurr asked if Council would table action until March 15th as she had not had time
to review the resolution of approval.
She stated that the Lawton's would grant a road easement for Co. Rd. 11 if parcels under
10 acres would not be disqualified for Green Acres Classification.
Bruce and David Hale, Conditional Use Permit
JoEllen Hurr reported that the Hale's wanted to use John Day's building on Hamel Rd.
previously used by John Hollander for a similar operation, although they would be install-
ing a paint booth. She noted that there were some building violations which she wished to
address.
She stated that she would like Council to act on this application because there were a
number of items that needed Council attention, even though Council had given her the auth-
ority to approve or deny such rental permits.
Motion by Heideman, seconded by Crosby to approve Resolution 83-10, Issuance of a Condit-
ional Use Permit to John Day/Bruce Hale/David Hale.

Bruce Neumann
JoEllen Hurr explained that she had not heard from Bruce Neumann regarding his rezoning
application and asked that Council give some direction if he should fail to bring in the
necessary materials for the April Planning Commission meeting.
Motion by Heideman, seconded by Crosby to give Bruce Neumann until March 8th to bring in
his materials for rezoning of his property on hamel Rd. and if he fails to do so the city
shall issue a Stop Work order on the auto repair garage which is being operated in a res-
idential zone.

9. SMALL CITIES ASSOCIATION
Motion by Crosby, seconded by Heideman not to participate,financially, in the effort
being undertaken by the Small Cities Organization, to have State Aid increased by the
State Legislature.

JoEllen Hurr reported that the Wooddake Sanitary Landfill Task Force meeting would be
held on March 2nd at 7:30 A.M.
She reported that Glen Cook, Bruce Liesch and she had visited the site and found that
they had gone beyond the limits of the area they had previously been using for cover
material. She also reported that the permits would be taken to the Planning Commission
in April and to the City Council in May, for action.
12. SUMMER YOUTH EMPLOYMENT
Motion by Heideman, seconded by Scherer to particpate in the Summer Youth Employment
Program.

13. BILLS
Motion by Scherer, seconded by Heideman to pay the bills; Order Checks # 1879-1940
in the amount of $55,135.87; Payroll Checks #7061-7094 in the amount of $11,056.59;
Revenue Sharing Checks # 1033-1034 in the amount of $11,841.72.

14. PERSONNEL POLICY
Council agreed to the following items which will be included in the various Department
Policies:
Public Works: Employees shall be properly attired according to work being done;
Physicial examinations shall be authorized every two years.
Standby tiem: Employee shall be paid for 2 hours for every 24 hours
on standby, plus additional time if having to report for work.
Supervisor to be salaried: Wilfred Scherer asked that the supervisor be left on an
hourly rate.
Police Department: Police Chief; Any items not listed in the Chiefs contract shall be
covered in the general city policy.
Office Assistant: Anne Heideman stated that Thomas Anderson had suggested that a full
time office person could be used by both the Police Department and Administration.
Chief Sankey stated that Karen Dahlberg does not want additional work hours and that
the two areas should be kept separate.
Fees for meeting attendance: Anne Heideman stated that Council and Planning Commission
fees should either be on an hourly rate or the same dollar amount for both.
Motion by Heideman, seconded by Crosby to pay Clerk and Zoning Administrator their hourly
pay rate for meeting attendance.
Motion declared carried
Council agreed that additional office help was needed and asked that an ad be inserted
in the local newspaper. Also Clerk was instructed to put salaries on the March 15th
agenda.
Motion by Heideman, seconded by Crosby to adjourn.
