COMMITTEE MEETING —Began at 4:30 p.m.
• CALL TO ORDER AND ROLL CALL
Committee members Claire Remsberg, Dave Peugh, and Barbara Nokes-Kwader,
were present. Also present was City Planner Delta James, prospective committee
member Sue Dixon, and High School Senior Noah Walgren.
• MINUTES APPROVAL
Barbara motioned, Dave seconded to approve the September 7, 2016 minutes.
Minutes were approved. -
• PUBLIC ART PROJECTS
Library Chainsaw Sculpture Proposal: Noah Walgren, McCall — Donnelly High
School Student presented his proposal to create a chainsaw sculpture out of one of
• the tree stumps in front of the Library as a senior project. Under the direction of artist
John Shulz, Noah proposes to carve The Lorax from the book by Dr. Seuss. Staff
stated that the image is under copyright and recommended that written approval
from the copyright holder for replication of The Lorax image be obtained prior
commencement of the sculpture project.
Claire motioned, Dave seconded to recommend the project to City Council for
approval with the condition that written permission from the copyright holder be
obtained prior to beginning the sculpture. The motion passed unanimously.
Lardo Bridge: The Committee and staff have identified placement of artworks on
Lardo Bridge as the next big project to pursue. The City has applied for funding from
the National Endowment for the Arts to support this effort (see Funding below).
Dumpster Wraps: Staff presented an idea to give businesses the option to work with
the City's public art program to wrap bear-resistant dumpsters with a public art image
on vinyl in lieu of enclosure of a dumpster within a structure. The project would be
similar to the City of Boise's traffic junction box images. The dumpster wrap image
would be selected using the public art selection process to ensure quality and public
input into the images. The cost of the public art wrap would be covered by the
business and is comparable to the cost of constructing an enclosure. In some
locations (the Yacht Club was discussed as an example), enclosures are problematic
due to constraints of the property. The Committee discussed the concept of •
dumpsters as public art and did not reach consensus, with some committee
members in support and others in opposition stating that attention should not be
drawn to trash containers, they should be obscured. The Committee also discussed
the minimum fee to the artist and that $500 would be a minimum. The Committee
chose to continue the discussion to the next meeting.
T • FUNDING
FY17 Budget: $25,000 in carry forward and new city general funds have been
identified for grant match for the National Endowment for the Arts grant for Lardo
•
Bridge (see below). Additionally, approximately $2500 has been set aside to help
with public art maintenance costs incurred by the Parks Dept.
FY17 LOT: The City Council approved $8,000 for public art, but it is within the
contingency list, which means it may not be realized, depending on what revenue is
received.
NEA Our Town Grant: The City, in partnership with the McCall Arts and Humanities
Council, submitted a grant to the National Endowment for the Arts Our Town
program. The request was for$25,000 to help support a new focus for community
arts education on the environment of Payette Lake and the community's relationship
with the lake. A professional artist would essentially be an artist in residence for a
short time and then create temporary and/or permanent public artwork for Lardo
Bridge that references the lake. Notification of grant award is expected in May, 2017.
• OTHER
Committee membership: Both Cynthia Dittmer and Alison Foudy have chosen not to
renew their committee membership for another term. Therefore, there are two
vacancies. Letters of interest from three individuals were received for the position
openings (Tara De Crescente, Craig Vroom, and Sue Dixon).
Dave motioned, Barbara seconded to recommend to City Council appointment of
Craig Vroom and Sue Dixon to the Public Art Advisory Committee. The motion
passed unanimously.
The next meeting will be held Wednesday, December 7, 2016 at 5:00 p.m..
