HomeMy Public PortalAbout2016.09.07 PAAC Minutes r-- Public Art Advisory Committee 4 Minutes -^ September 7, 2016-4:30 p.m. '1't C Legion Hall City of McCall :-, `,Y 216 East Park Street, McCall, ID 83638 DEVELOPMENT r+4; COMMITTEE MEETING —Began at 4:30 p.m. • CALL TO ORDER AND ROLL CALL Committee members Claire Remsberg, Dave Peugh, Barbara Nokes-Kwader, and • Cynthia Dittmer were present. Also present was City Planner Delta James. • MINUTES APPROVAL Dave motioned, Cynthia seconded to approve the April 6, 2016 minutes. Minutes were approved. • PUBLIC ART PROJECTS Alpine Playhouse Plaza: Staff reported that the project is complete and that unsolicited positive feedback has been received. Art for Rotary Park: Staff reported the unique railings have been installed so the public art project is complete. The park is still under construction as new retaining walls and an ADA pathway to the lakeshore are installed. Youth Arts: Cynthia reported that the three new"Hometown Art" mural panels are installed on the Railroad Avenue retaining wall. The first original mural panel may need to be replaced within the next year or so. Lardo Bridge: The Committee and staff have identified placement of artworks on Lardo Bridge as the next big project to pursue. The bridge has been engineered to include sculpture pedestals at six locations. • FUNDING FY17 Budget: $25,000 in carry forward and new city general funds have been identified for grant match for public art projects. Additionally, approximately$2500 has been set aside to help with public art maintenance costs incurred by the Parks Dept. FY17 LOT: A request for$10,000 to support art on Lardo Bridge was submitted. The City Council approved $8,000 for public art, but it is within the contingency list, which means it may not be realized, depending on what revenue is received. NEA Our Town Grant: The City, in partnership with the McCall Arts and Humanities Council, intends to submit a grant to the National Endowment for the Arts Our Town program. The request will be for$25,000 to help support a new focus for community arts education on the environment of Payette Lake and the community's relationship with the lake. A professional artist would essentially be an artist in residence for a short time and then create temporary and/or permanent public artwork for Lardo Bridge that references the lake. Claire motioned, Dave seconded and Committee members unanimously approved submittal of the NEA grant application as described and authorized the Chair to issue a letter of support. • OTHER Villa Plaza: Dave introduced a possible project at Villa Plaza on 3'' Street. The new owner of the property is doing a face lift and would like to place artwork on the site. The Committee can help with the artwork selection process, but does not have funding to assist at this time. Dave will let the property owner know. Committee membership:Alison has resigned from the committee due to other obligations. Additionally, Cynthia's term ends in November and she will not seek another term. Staff will advertise the position openings. The next meeting will be held in early November.
