HomeMy Public PortalAbout2016.02.24 PAAC Minutes a _ Public Art Advisory Committee ,= Minutes �.y • ' February 24, 2016-4:30 p.m. TI ' of McCall Legion Hall City y 216 East Park Street, McCall, ID 83638 COMMUNITY DEVELOPMENT COMMITTEE MEETING — Began at 4:30 p.m. • CALL TO ORDER AND ROLL CALL i Committee members Alison Foudy, Claire Remsberg and Cynthia Dittmer were present. Also present was City Planner Delta James. • MINUTES APPROVAL Alison motioned, Cynthia seconded to approve the December 8, 2015 minutes. Minutes were approved. • PUBLIC ART PROJECTS Alpine Playhouse Plaza: Staff reported that the artist has asked that the artwork contract be reassigned to his newly formed LLC, so this will need to go back to City Council for approval. The artist has also requested that the material for the project be changed from steel to aluminum. The aluminum will be of equal strength and be powder coated like proposed for the steel. The advantage of aluminum is that it is lighter and will not rust. Idaho First Bank has pledged a $5000 matching grant to support the $10,000 needed to complete the plaza pavers. The City of McCall is pursuing grants from Idaho Power and Wells Fargo to raise the remaining $5000 needed. Committee members discussed other fundraising opportunities, including an event with the High School drama class. Staff requested approval from the committee to issue letters of support from the committee to corporate grantors. The committee members unanimously approved issuing the letters of support. Art for Rotary Park: Staff presented the artwork selection committee's recommendation that Susan Bond's "Waves of Payette Lake" be selected. Public comment was received from 435 people and was split right down the middle on indicated preference. Input from city parks staff was reviewed that included concerns about the feasibility of installation and long term maintenance of the proposal by Andersen. Discussion • included concern that Susan Bond's proposal would not be easily recognizable as public art, but is beautifully forged. The committee members commented that the design could be more recognizable as public art if the wave pattern was varied. Committee members discussed that Andersen's design would be more obviously public art, but did not take into consideration the boulder heights that would alter the railing panel width and design. Claire, Alison and Dave (via email) recommended Susan Bond's proposal for selection. Cynthia expressed a desire to have a work more recognizable as public art. Youth Arts: Alison and Cynthia provided an update of the next "Hometown Art" project that will involve elementary, middle and high school students each creating mural panels to be installed on the Railroad Avenue retaining wall. Staff encouraged discussion between the mural frame fabricator and the Parks Dept. to correct some challenges that occurred installation of the Railroad Ave. mural. • FUNDING Budget Review: No changes. • OTHER Next meeting date: Staff will communicate with the committee to set the next meeting date in mid-March to review the Hometown Art project prior to City Council review. • • ADJOURNMENT The meeting was adjourned at 5:55 p.m. Date: 9' ( , 2016 Attest: S ) ` _ Al a:AL . .i Claire Remsberg ( Delta Jame PAAC Chair City Planner Page 2
