ARTICLE 10-E
W -I ZONE - 'MTERCOURSE, NATERSEED
AND CONSERVATION AREAS
SECTION 1. W-1 ZONE (dATERCOURSE AREA) STA5:EMENT OP POLICY. There
are some ereas of the City which under present conditions are floe suited for
permanent occupancy or residence by personfor the reason that they are subject
to periodieel flooding and other hazards. Theeefore, for the public safety and
interest, health, comfort, convenience, precervation of the public peace, morals,
order and the public welfare, the City Council does hereby create a zone classifica-
tion within which it shall be unlawful to erect or maintain places for permanent
human occupancy.
The provisions of this Article 10:B conceening W-1 Zones (Watercourse
Areas) are cemporary in nature, awaieing detailed plans of development for the
lands and areas so classified. Therefore, the regulations of this article shall
apply to leads so classified, only until either (1) a drainage and storm water
control plan approved by the Planning Commirsion and the City Council shall have
been carried out and put into effect, or (2) the lands have been oebdivided
and a final subdivision map placed on reccrd ia accordance with tee applicable
state and city regulations, including approval by the Planning Commission and
City Counci.l. In either of these two inrtences, the property may thereafter be
reclassified into any other zone pursuant to regular zoning procedure.
SECTION 2. USES PERMITTED.
(a)
The following uses are permitted in the W'-1 Zone:
(1) Field, tree, e.nci bush crops; flower and herb gardening.
(2) Apiaries.
(3) The grazing only, of cattle, horses, sheep and goats
and similar livestock, subject to the restrictions as
to the amount of enimale per acre set forth in Article
7 of Ordinance 1282 (R -A Zone).
(4) Golf Courses and other outdoor recreational facilities,
but not including the construction of buildings and
not including firearm ranges, or racing or competitive
events other than between humans.
(b) The following uses shall be permitted provided a permit has
first been obtained pursuant to the provisions of Article 16
of this ordinance.
Airports and heliports.
Extractive industrfes affecting the earth's surface
such as open borrow pits and quarrying operations.
Exploracory oil drilling, producing oil 7eei1s, oil
storage tanks anci rlsturtcnant facilities. Nut_ not
including refineries.
Racing and com2ettion events other than between humnes.
SECTION 3. DETERRINATiON OF AREAS.
The determination of areas proposed to be zoned W-1 Zone shall be
made by the City Engineer in cooperation and conjunction with the
County Flood Control Mency.
