HomeMy Public PortalAbout01-23-2017 COW Minutes G %;1/ilu-,1_' //30/010/7 Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on January 23, 2017 At Public Works Mayor Collins called the meeting to order at 7:00 p.m. Board Present: Mayor Collins, Trustee O'Rourke, Trustee Peck, Trustee Wojowski, Trustee Bonuchi, and Trustee Lamb. Others present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Rick Kaczanko, IT Director; Allen Persons, Public Works Director; Randy Jessen, Public Improvements Superintendent; Scott Threewitt, Lead Engineer; Pat Miller, Streets Superintendent; Jon Proulx, Planning Director; Traci Pleckham, Management Services Director; and John Konopek, Chief of Police. There was one person in the audience. Trustee Lamb moved to approve the Minutes of the Committee of the Whole Workshop and Executive Session held on December 12, 2016. Second by Trustee Peck. Voice Vote. All in favor, 0 opposed. Motion carried. PRESIDENTIAL COMMENTS No Comments. TRUSTEE COMMENTS No Comments. PUBLIC COMMENTS No Comments. WORKSHOP #1 PUBLIC WORKS TOUR Mr. Randy Jessen, Public Improvements Superintendent, led the Mayor, Board of Trustees, staff, and participating audience on a tour of the Public Works Facility. The tour ended at 7:45 p.m. #2 2017-2018 DRAFT FISCAL YEAR BUDGET Mr. Allen Persons, Public Works Director, gave a presentation highlighting the Street Department including personnel, vehicle maintenance, streetlight maintenance, street sign production and installation, property maintenance, technology, snow removal and ice control, and the Forestry program. Mrs. Traci Pleckham reviewed the proposed 2017-2018 General Fund expenses for the Street Department. Mr. Jon Proulx, Planning Director, gave a presentation highlighting the Planning Department's responsibilities such as Plan Commission, Zoning Board of Appeals, Historic Preservation Commission, Advisory Task Force on Economic Development, façade grants, sign permits, zoning inquiries, SSA inquiries, environmental initiatives, and Economic Development. Mr. Proulx also reviewed staffing and suggested concluding the contract with Retail Strategies. Mrs. Traci Pleckham reviewed the proposed 2017-2018 General Fund expenses for the Planning Department. Village of Plainfield Meeting Minutes—January 23, 2017 Page 2 Mrs. Traci Pleckham reviewed the proposed 2017-2018 General Fund expenses for the Administration/Finance Departments including Legislative, Administrative, Community Relations, Facility Management, Human Resources, and IT Program. Mr. Ken Goska gave a presentation highlighting the Building/Code Enforcement Department including the organization chart, objectives, residential permits, commercial permits, inspections, miscellaneous permits, and code enforcement. Mrs. Traci Pleckham reviewed the proposed 2017-2018 General Fund expenses for the Building/Code Enforcement Department. Mrs. Pleckham reviewed the estimated revenues for the proposed 2017-2018 General Fund. There was some general discussion regarding the tax levy. Trustee Lamb moved to adjourn to Executive Session as permitted under the Open Meetings Act, under Section 2 (c)(3) to discuss the selection, appointment, performance, discipline, or removal of a public official, not to reconvene. Second by Trustee Bonuchi. Vote by roll call. O'Rourke, yes; Peck, yes; Wojowski, yes; Bonuchi, yes; Lamb yes. 5 yes, 0 no. Motion carried.
