A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD,
COUNTY OF LOS ANGELES, STATE OF CALIFORNIA APPROVING
THE CREATION OF A HOMELESSNESS PLAN "STREET TO HOME
HOMELESS PLAN"
WHEREAS, homelessness across the Nation, the State of California, and Los
Angeles County in the City of Lynwood has trended an increase; and
WHEREAS, the City of Lynwood desires to participate in, and maximize
coordination and cooperation with, the regional strategies, systems and resources
addressing homelessness; and
WHEREAS, the Los Angeles County Board of Supervisors, in response to dramatic
increases in homelessness in the County, created the Homeless Initiative (HI), and
dedicated County funds to address homelessness; and
WHEREAS, in March 2017, voters across the County approved Measure H, a 1/4
percent sales tax increase to provide an ongoing revenue stream — an estimated $355
million per year for ten years — to fund services, rental subsidies and housing to address
homelessness; and
WHEREAS, since 2017 the County has consistently provided funding opportunities
through the Councils of Government for cities' with City Council approved homeless plans;
and
WHEREAS, the Gateway Cities Council of Governments (GCCOG) convenes
member cities to develop collaborative strategies around common regional issues, including
homelessness; and
WHEREAS, the City of Lynwood is an active member of the GCCOG and is located
within Service Planning Area (SPA) 7; and
WHEREAS, annual funding from the County of Los Angeles is awarded to GCCOG
to provide programs to assist people experiencing homelessness in the SPA 7 region; and
WHEREAS, the "From Street to Home" Homelessness Plan would benefit the City of
Lynwood, as it would better inform and guide the City's homeless strategy, strengthen
partnerships, coordinate resources, and open the City to wider funding opportunities.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, DETERMINE, ORDER AND RESOLVE AS FOLLOWS:
Section 1. The City Council of the City of Lynwood finds the recitals set forth above are
true and correct and incorporated herein as if set forth in full.

Section 2. The City Council of the City of Lynwood approves the "From Street to Home"
Homelessness Plan for the City of Lynwood, which will assist residents who are at risk
of homelessness or surviving homelessness, through the exploration and/or
implementation of the following goals:
Goal 1: Prevent Homelessness
Goal 2: Expand Access to Crisis Housing and Emergency Shelters
Goal 3 Expand Homeless Outreach and Engagement Services
Goal 4: Expand the Supply of Affordable and Permanent Supportive Housing
Goal 5: Increase Education about Homelessness and Available Resources
Goal 6: Increase Access to Supportive Services
Section 3. The City Council of the City of Lynwood hereby authorizes the City Manager,
or his designee, to take necessary steps, to identify the appropriate timeline for
implementation. An annual review of progress, and appropriate adjustments as needed,
will take place with the first review by the end of January 2023.
Section 4. The City Clerk shall certify to the passage and adoption of this Resolution and
shall enter it into the book of original resolutions.
