A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
APPROVING A SECOND AMENDMENT TO AVANT GARDE, INC.
PROFESSIONAL SERVICES AGREEMENT INCREASING THE NOT TO
EXCEED COST FROM $110,000 ANNUALLY TO $227,240 ANNUALLY
ON THE PROJECT MANAGEMENT AND AD HOC COMMITTEE
SUPPORT; EXPANDING THE SCOPE OF WORK TO INCLUDE FUND
MANAGEMENT, AND AUTHORIZING AN APPROPRIATION OF $70,000
TO THE STREET DESIGN PMP (CIP NO. 4011.68.052) FROM MEASURE
M FUND (FUND 2350
WHEREAS, on September 17, 2019, the City Council approved a Professional
Services Agreement (Agreement) with Avant Garde, Inc. (Avant Garde) to provide labor
compliance services; and
WHEREAS, on January 21 , 2020, the City Council approved a First Amendment
to the Agreement; and
WHEREAS, Avant Garde has continued to provide services to the City on capital
improvement projects in the areas of labor compliance, project management, outreach,
and support to the Infrastructure Ad-Hoc committee; and
WHEREAS, Public Works Department needs assistance with capital improvement
projects; and
WHEREAS, Avant Garde has the experience, capability and expertise to assist
City staff.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. The City Council of the City of Lynwood hereby finds and declares
that the foregoing recitals are true and correct, and incorporates them herein as findings
and as a substantive part of this Resolution
Section 2. That the City Council authorize the Mayor to execute the Second
Amendment to the Agreement with Avant Garde, Inc. attached hereto as Exhibit A in a
form approved by the City Attorney.
Section 3. The Second Amendment shall increase the not to exceed cost from
$110,000 annually to $227,240 annually for project management and Ad Hoc Committee
support.
Section 4. That the City Council approve the following appropriation:

Section 5. This Resolution shall take effect immediately upon its adoption.
Section 6. The City Clerk shall certify as to the adoption of this City Council
Resolution.
