2017 Hazard Mitigation Plan for Tybee Island
Tybee Island, Ga. – (July 11, 2017) Chatham County and its municipal governments are required to complete a Pre-Disaster Hazard Mitigation Plan by the Disaster Mitigation Act of 2000.
Local Governments that complete their Pre-Disaster Mitigation Plan will remain eligible for Federal Mitigation Funding. The purpose of the plan is to identify pre-disaster hazards and
attempt to correct them in advance of storms or other disasters so as to lower the risk of injury to citizens and reduce property damage.
This plan has been created over a period of time by CEMA and appointed members of each municipality. The plan is revised and approved by FEMA every 5 years. The entire plan is approximately
213 pages. Chatham County and each municipality have recognized and recoded possible hazards within their boundaries that they consider, if corrected, may reduce the hazards from a
storm or other disaster.
As part of our Community Rating System for our Flood Rating under CRS Activity #510, a progress report must be made available to the Public and governing body. The City Manager and the
Emergency Management Coordinator reviewed each item under the Tybee Island section of the plan and labeled the status of each item at the present time. This 2017 Tybee Island progress
report, obtained from the 2015 Chatham County Hazard Mitigation Plan, is detailed in the included text box.
A part of the CRS Activity #510 is how it is advertised to the public for their viewing, how it was presented to the governing body, and how it was released to the press. The entire
Chatham County Hazard Mitigation Plan can be found on the CEMA web-site at http://www.chathamemergency.org/hazard-mitigation-plan.php. A copy of the Tybee Island Progress Report is
on file in the TEMA Office for public viewing. The Tybee Island Progress Report will also be available on the Tybee Island municipal web site at http://cityoftybee.org/207/Emergency-Management.

Tybee Island Action Steps:
P-1 –Assist Tybee Nursing Home in applying for hardening project
Status- Deleted –The City does not have authority over Nursing Homes in the area
P-2 – Conduct engineering studies to harden Tybee Island Lighthouse and Fort Screven
Status – Deleted – This is not a City Property
P-3 – Research availability of temporary housing for Island residents
Status – Completed – Research indicates that temporary housing on the Island is not practical based on the potential scenarios.
P-4 – Put a plan in place for removal of records and documents from lower levels of buildings that may be flooded following a storm surge
Status – Completed – A policy has been put into place to remove records from the lower levels of critical facilities based on evacuation plans.
PP-1 – Assist Tybee nursing home in applying to construct safe room (s)
Status – Deleted – The City does not have authority over Nursing Homes in the area
PP2 – Evaluate Critical Facilities and recommend appropriate storm surge retrofit protection measures
Status – Completed – The study was completed and recommendations were made for specific facilities for elevation or equipment needs
PP-3 – Study potential effects of hazards on cemeteries
Status – Deleted – There is no active cemeteries located within the City of Tybee Island
PP-4- Acquire or elevate repetitive loss properties. If properties are acquired they could be demolished and land preserved as open space
Status – New – There are 9 properties on the current repetitive loss list and these properties have had 2 or more floods in a 5 year period resulting in a dollar loss of $2,500.00 or
more
PP-5 – Elevate the 3 city potable water well pump houses (#78 van Horn, #111 Butler Avenue, # 105 14th Street)
Status – New –Work will consist of the construction of an elevated building (Pump house) to house the motor, pump; pump control panel and generator with diesel fuel tank. The Chlorine
Tank will still remain on ground level under the new elevated building.
NRP-1- Protect existing sand dunes –
Status – Deferred – This is a continuous effort in which the City seeks federal funding to protect its coast line.
NRP – 2 – Build additional sand dunes
Status – Deferred – This is a continuous effort by the City to protect their coast line.
NRP 3 – Regulate dock construction to reduce damage to native marsh grass
Status – Deleted – This is regulated by State Law
SP-1- Remove submerged hazards from North Beach (Pieces of old jetties protrude at low tide but are covered at high tide creating a safety hazard for swimmers).
Status – Completed
SP-2 – Install tide flex valve at 3rd Street, Venetian Drive, Chatham Avenue and Alley # 3
Status – Completed- The city’s drainage is tidal influenced, these valves have been installed and keeps the tide from filling up our pipes allowing us to retain more storm water
ES-1 – Install public announcements systems to be placed at each beach entrance on Tybee Island
Status – Completed -4PA alert systems were installed and equipped with audio and voice that can be heard throughout the Island
ES-2- Upgrade generators at Pump Stations
Status – Completed
Es-3 – Add redundancy to utility lines into Tybee Island
Status – Deferred – The City is working with GA Power to continue this endeavor and anticipates completion in 2020
ES-4 – Purchase portable generators for stationing at each of the Three Tybee Island gas stations and other uses as needed
Status – Completed – The generator is located at Police Station gas pump for fueling of all of the City vehicles
ES-5 – Conduct additional hazard mitigation training for the Fire Department
Status – Completed – Two City wide hazard mitigation exercises have been conducted with personnel from each City Department participating
