November 21, 1973
The regular monthly meeting of Savannah Beach City Council
was held this afternoon at 3:00 P.M. at City Hall with Mayor Allen
Hendrix presiding and a quorum of the following councilmen present:
Edward Towns, Ernest Hosti, Walter Parker, Earl Anderson and Edward
Jung. Also present were City Attorney Fred Clark, Police Chief
John Price and City Marshall L. E. Elliott.
Visitors and petitioners present at the meeting were Mrs.
Mildred Falligant, Mr. James Fabrikant, Mr. Harry Andris, Mr. Henry
Glisson, Mr. and Mrs. Robert Losey, Mr. Charlie Hill, Mrs. Alpha
Hendrix, Perry A. Zittrauer, Jr. and Mr. W. Lance Smith.
Following the Invocation by Mr. Elliott, Mayor Hendrix asked
everyone to join in the Pledge of Allegiance to the Flag.
The Minutes of the Meeting of October 17, 1973 were approved
as written.
Mr. Harry Andris appeared before Council seeking relief on a
sewer problem he had encountered at the house he is building on
Eighteenth Street. Mayor Hendrix stated that he would check into
this with Mr. Robbie Kent to see what can be done about it.
Mayor Hendrix read a Resolution paying tribute to the late
Jimmy Brown, former Mayor of Savannah Beach.
R E S O L U T I O N
Councilman Edward Jung moved that the Resolution be adopted.
The motion was seconded by Ernest Hosti and unanimously carried.
Mayor Hendrix also announced the death of Mr. Dave Weitz,
Savannah Beach merchant who died recently. In his remarks concerning
Mr. Weitz, Mayor Hendrix stated that he (Mr. Weitz) brought new life
to Sixteenth Street.
Bills of the various departments for the Month of October,
1973, were approved for payment.
Mr. James Fabrikant, Chairman of the Board of Registrars stated
that the vacancy on the Board created by the resignation of Mrs.
Register had still not been filled and he was hesitant to recommend
anyone but if Council still wanted him to come up with a name he
would do so by next council meeting. Mayor Hendrix told Mr.
Fabrikant that, if possible, he would like to have his recommendation

by next Wednesday, November 28th, at which time we were having a
special council meeting to adopt the new Sand pune Ordinance.
Mr. Edward Jung, Finance Chairman, stated that each year the
City makes a contribution to the Savannah Beach Chamber of Commerce
and they wanted to do it this year; however, he said that since this
was the lean part of the year so far as finances were concerned. He,
therefore, moved that we give the Chamber $500.00 at this time and
another $500.00 later on if our finances warrant it. The motion
was seconded by Councilman Parker and unanimously carried.
Councilman Jung announced that our digest of real property
valuations had been received from Chatham County and it revealed a
total valuation of all Savannah Beach property of $19,467,330, as
compared with a valuation of $13,509,305 for all of our property for
last fiscal year (1972 -1973) He then moved that this tax digest be
accepted. The motion was seconded by Councilman Anderson and
unanimously carried.
Councilman Jung stated that in order to lessen the burden on
our tax payers due to increased valuations in most cases, he wished t
make a motion that in accepting our new tax digest, we set our miller-;
rate at 28 mills instead of 30. This motion was seconded by Council
Anderson and unanimously carried.
Following a discussion of the bad condition of the ditch in
Jaycee Park, Mayor Hendrix instructed the Clerk to write a letter to
Mr. Tom Coleman, Chairman of the County Commissioners and Mr. Matt
Matthews who is on the Board of County Commissioners and ask them to
come down and discuss this situation with Councilman Towns.
in regard to the sale of the Tybrisa property, Mayor Hendrix
stated that he had set up a meeting on next Friday night at 7:30 PM.
for the business people and any other interested people who cared to
come for the purpose of discussing the master plan for the property
has been prepared by Mr. Edmund Maddox. He stated further that this
plan needed to be approved by City Council. Councilman Hosti moved
that this plan be adopted as a basic plan since it was flexible and
could be changed at the discretion of Council. The motion was seconp
by Councilman Towns. Under discussion of the motion, Mr. Perry
Zittrauer, former councilman, questioned council's right to tell a
prospective purchaser what he could build on the property. Councilmar
Anderson brought out that any proposed development would have to be
approved by Council. Mr. Anderson also stated that we have lost
thousands of dollars on this property and that we should never have
bought it and that he wanted to re- emphasize that this was a tentati,.
plan and if we get a chance to sell the property we should do it eve
though the purchaser does not put just exactly what we would like
him to put there. He also said we should get rid of it as quick as
we can The Mayor then put the question to a vote and it was approv:
by a vote of four to one, Councilman Anderson casting the negative vc

City Attorney Fred Clark read the proposed Sand Dune Ordinance
for the first time, Following the reading, Councilman Parker moved
that it be adopted on first reading. This motion was seconded by
Councilman Hosti and unanimously passed on first reading. Mayor Hendrix
announced that a public hearing and final reading of the Ordinance
would be held at a Special. Meeting of Council to be held on November 28
1973.
Mayor Hendrix announced that, in cooperation with the President
of the United States on the energy crisis and in an effort to conserve
power and fuel he was instructing the Clerk to write all City depart-
ment heads to restrict the use of city vehicles and possibly to turn
off every other light on the Strand. He requested Mr. Parker,
Mr. Hosti and Mr. Jung to look into this. Councilman Anderson moved
that we make every effort we can to conserve fuel and energy. The
motion was seconded by Councilman Parker and unanimously carried.
Mayor Hendrix stated that he would like to go on record with
the City employees that he did not want any of them involved in
politics as has been the case at times in the past. He stated also
that he wanted all of our employees to know hat their jobs were
secure. He said they could vote for whomeve they pleased but that
he did not want them to voice their opinion ither way.
Mayor Hendrix then called for the election to fill the vacant
seat on council. He said each councilman present had the right to
nominate someone and have his name placed on the table. Attorney
Fred Clark outlined the rules for the election as set out by the
court. He stated that the five councilmen only could vote and in
the event of a tie, the Mayor could vote.. He stated further that
if no one got a majority on the first ballot, a run -off vote would
be held for the two top vote-getters. Councilman Parker moved that the
balloting be secret. The motion was seconded by Councilman Hosti and
unanimously carried. The nominations were as follows:
Councilman Towns nominated Mrs. Karen Losey
Councilman Hosti nominated Mr. Eddie Fahey
Councilmen Parker, Anderson and Jung passed.
Each of the Councilman then voted on a paper ballot. Mayor Hendrix
requested the Clerk to act as teller and count the votes. The results
were as follows:
Mr. FAhey received two (2) votes
Mrs. Losey received three (3) votes
Mrs. Losey was then declared to be the winner and the new councilman.
Councilman Anderson moved for a unanimous vote for Mrs. Losey. The
motion was seconded by Councilman Towns but Councilman Hosti stated
that he would abstain. Councilman Parker stated that in the interest
of harmony on council, he would change his vote to one for Mrs. Losey.
The vote was then taken and it was 4 to 1 in favor of Mrs. Losey.

Mayor Hendrix then declared Mrs. Karen Losey duly elected
Councilman of the City of Savannah Beach to fill the vacancy on
Council created by the resignation of Mr. Perry A. Zittrauer, Jr.
There being no further business the meeting was adjourned
to the next regular or special called meeting.

R E S O L U T I O N
WHEREAS, THE CITY OF SAVANNAH BEACH, its officials
and citizens, were recently saddened by the death of JAMES
ALBERT BROWN on October 30, 1973' and
WHEREAS, JAMES ALBERT BROWN served as Mayor of
Savannah Beach for six honorable terms between 1956 and 1968
and-as an Alderman almost continually from 1944 until 1956;
and-
WHEREAS, while a public official and as a businessman
at Savannah Beach the said JAMES ALBERT BROWN was always advocating
progressive ideas for the benefit of the community; and
WHEREAS, the said JAMES ALBERT BROWN was a successful
businessman as owner and manager of the Tides Motel and the
DeSoto Beach Hotel and the former owner of the old Tybee Hotel;
and
WHEREAS, the said JAMES ALBERT BROWN was an active
member of Trinity Methodist Church at Savannah Beach; a member
and former President of the Savannah Beach Chamber of Commerce;
a member of the Savannah Beach Optimist Club; and a past President
of the Chatham County Municipal Association; and
WHEREAS, the said JAMES ALBERT BROWN was also a
good family man being survived by his widow, his son, his
daughter, his mother, three brothers and six sisters;

NOW, THEREFORE, BE IT RESOLVED that the CITY OF
SAVANNAH BEACH, TYBEE ISLAND, in Council Assembled does hereby
mourn the loss of its distinguished citizen, JAMES ALBERT BROWN.
BE IT FURTHER RESOLVED that a page be set aside in
the Minutes Book in memory of this deceased former public
official and a copy of this Resolution be duly noted and sent
to the widow of the said JAMES ALBERT BROWN.
THE WITHIN RESOLIUTION is hereby adopted and approved
this 2/ day of November, 1973.
