Reviewed by: City Manager: AP APPOINTMENTS AND REAPPOINTMENTS OF MEMBERS TO VARIOUS CITY COMMISSIONS SUMMARY The Architectural Commission works to enhance the quality of life in Claremont by guiding the design and redesign of physical elements and ensuring the harmonious composition and preservation of visual aspects of the City. It also encourages the preservation of the City's architectural, historic, and cultural resources. Composition of the Commission is established in Claremont Municipal Code Section 16.300.020, which states that one member shall be a licensed architect, two shall be from the design profession, and four may be appointed from the community at large. Two candidates are currently going through the background investigation process, and will be brought forward at the September 13, 2022 regular meeting. One additional seat remains unfilled. The Community and Human Services Commission is responsible for the City's provision of a variety of innovative community events, leisure activities and social services to meet existing and emerging needs; maintenance of parklands, streets and streetlights, public sidewalks and landscaping; protection and maintenance of City trees; trash collection and recycling; graffiti removal; and water quality. The reappointment of Deborah Scott Toux is recommended. The Planning Commission is established and created under and by the authority of the Government Code. It provides review and recommendations on land use issues that preserve the character of Claremont and the unique identities of specific neighborhoods; and it reviews and acts upon requests for development applying General Plan goals, policies, and codes with consideration given to environmental impacts associated with development. The appointment of Melinda Gonzales and Tom Anderson, and the reappointment of Isaac Rahmim are recommended. The Police Commission is charged with facilitating communication between the community and the Police Department; reviewing Police Department policies, procedures and practices; providing a CLAREMONT Page 1 of 3 Printed on 7/21/2022 forum to address concerns and commendations regarding the Police Department reviewing crime 7 trends and statistics, community -oriented policing and crime prevention programs; and reviewing and monitoring reported data on police stops and police logs to determine any patterns of conduct. The reappointments of Frank Bedoya, Becky Margiotta and Rafik Mohamed are recommended. At the July 12, 20227 City Council meeting, direction was provided to extend the temporary terms created by Ordinance No. 2020-07, and gradually reduce the number of commissioners to seven, through attrition when a new vacancy occurs. With the proposed reappointments, the Commission will be comprised of eight members, thereby moving towards the return to a seven -member body from the temporary nine -member composition. The Traffic and Transportation Commission is responsible for helping to promote a safe environment while traveling within the city; considering alternative modes of travel, including regional transportation systems; traffic hazard mitigation; providing bicycle and pedestrian -oriented development; mitigating traffic noise and maintaining good air quality; circulation and parking management; and long-range traffic plans. One candidate is currently going through the background investigation process, and will be brought forward at the September 13, 2022 regular meeting. The City Council Ad Hoc Selection Committee, comprised of Mayor Jed Leano and Mayor Pro Tempore Ed Reece, conducted interviews and are putting forward their recommendations for the City Council to confirm. RECOMMENDATION The City Council Ad Hoc Selection Committee recommends that the City Council make the following appointments and reappointments: Planninq Commission Appoint Melinda Gonzales to a term to expire August 31, 2026 Appoint Tom Anderson to a term to expire August 31, 2026 Reappoint Isaac Rahmim to a term to expire August 31, 2026 Community and Human Services Commission Reappoint Deborah Scott Toux to a term to expire August 31, 2026 Police Commission Reappoint Frank Bedoya to a term to expire August 31, 2026 Reappoint Becky Margiotta to a term to expire August 31, 2024 Reappoint Rafik Mohamed to a term to expire August 31, 2024 ALTERNATIVES TO RECOMMENDATION In addition to the recommendation, there are the following alternatives: A. Request additional information. B. Do not make the appointments. FINANCIAL REVIEW The staff cost to coordinate interviews and prepare this report is estimated at $1,176 and is included in the operating budget of the Administrative Services Department. CLAREMONT Page 2 of 3 Printed on 7/21/2022 RELATIONSHIP TO CITY PLANNING DOCUMENTS Staff has evaluated the agenda item in relationship to the City's strategic and visioning documents and finds that it applies to the following City Planning Documents: Council Priorities, Sustainability Plan, General Plan, and the 2022-24 Budget. CEQA REVIEW These appointments are not subject to environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and Section 15060(c) (3) (the activity is not a "project" as defined in Section 15378). CEQA Guidelines Section 15378(b)(2) excludes "[c]ontinuing administrative ... activities, such as ... personnel -related actions" and "general policy and procedure making" and Section 15378(b)(5) excludes "[o]rganizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment" from its definition of "project." Even if this item were a "project," it would be exempt from environmental review under CEQA Guidelines Section 15061 (b)(3)'s "general rule" that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Here, it can be seen with certainty that there is no possibility that this item, in and of itself, will have a significant effect on the environment. On its own, this action will not result in any physical changes to the environment.
