ADOPTION OF A RESOLUTION AMENDING SALARY SCHEDULES FOR FULL-TIME JOB
CLASSIFICATIONS FOR FISCAL YEARS 2022-23 (RETROACTIVE TO JULY 1, 2022) AND 2023-
24 TO ADD THE POSITION OF PERSONNEL SERVICES SPECIALIST (FUNDING SOURCE:
GENERAL FUND)
SUMMARY
As part of the adopted 2022-24 operating budget, the City Council approved the reclassification of a
Personnel Services Coordinator position to a Personnel Services Specialist position. Retroactive to
July 1, 2022, this position will be added to the Claremont Administrative and Technical Support
Employees' Association (CATSEA) and covered under the terms of the existing Memorandum of
Understanding (MOU) with CATSEA.
The California Public Employees' Retirement system (CaIPERS) requires that pay rates for each job
classification be available on a publicly available pay schedule, duly approved, and adopted by the
governing board. As such, the salary schedules for full-time job classifications for 2022-23 and 2023-
24 must be amended to add this position. The City Council's approval of the amended salary
schedules will comply with this CaIPERS requirement.
Staff recommends that the City Council adopt a resolution (Attachment) amending the salary
schedules for full-time job classifications for 2022-23 (retroactive to July 1, 2022) and 2023-24, to add
the position of Personnel Services Specialist.
RECOMMENDATION
Staff recommends that the City Council adopt A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CLAREMONT, CALIFORNIA, ADOPTING AMENDED SALARY SCHEDULES FOR FULL-
TIME JOB CLASSIFICATIONS FOR FISCAL YEARS 2022-23 (RETROACTIVE TO JULY 1, 2022)
AND 2023-24 TO ADD THE POSITION OF PERSONNEL SERVICES SPECIALIST.

FINANCIAL REVIEW
As part of the adopted 2022-24 operating budget, the City Council approved the addition of one
Personnel Services Specialist position and the elimination of one Personnel Services Coordinator
position in the Administrative Services Department budget. The incumbent Personnel Services
Coordinator has been reclassified to the Personnel Services Specialist position. The additional cost
associated with this reclassification has been included in the Administrative Services Department's
operating budget for 2022-24.
The staff cost to prepare this report is estimated at $646 and is included in the operating budget of
the Administrative Services Department.
ANALYSIS
As part of the adopted 2022-24 operating budget, the City Council approved the reclassification of a
Personnel Services Coordinator position to a Personnel Services Specialist position. Retroactive to
July 1, 2022, this position will be added to the Claremont Administrative and Technical Support
Employees' Association and covered under the terms of the existing MOU with CATSEA.
The salary range for the Personnel Services Specialist position is $4,943 - $5,971 in 2022-23 and
$5,044 - $6,093 in 2023-24. The salary schedule for 2022-23 is effective retroactive to July 1, 2022,
and the salary schedule for 2023-24 is effective July 1, 2023.
The California Public Employees' Retirement system requires that pay rates for each job
classification be available on a publicly available pay schedule, duly approved, and adopted by the
governing board. As such, salary schedules for full-time job classifications for 2022-23 and 2023-24
must be amended to add this position. The City Council's approval of the amended salary schedules
will comply with this CalPERS requirement.
Staff recommends that the City Council adopt a Resolution amending the salary schedules for full-
time job classifications for 2022-23 (retroactive to July 1, 2022) and 2023-24, to add the position of
Personnel Services Specialist.
LEGAL REVIEW
The resolution being considered by the City Council has been reviewed and approved as to form by
the City Attorney.
RELATIONSHIP TO CITY PLANNING DOCUMENTS
Staff has evaluated the agenda item in relationship to the City's strategic and visioning documents
and finds that it applies to the following City Planning Documents: 2022-24 Budget.

CEQA REVIEW
In accordance with the California Environmental Quality Act (CEQA), the adoption of amended salary
schedules for full-time job classifications is not subject to environmental review. Under CEQA
Guidelines Section 15378(b)(2), continued administrative activities and maintenance activities for
personnel -related actions are not CEQA projects. Additionally, pursuant to CEQA Guidelines Section
15061 (b)(3), CEQA does not apply to this action because there is not potential for causing a
significant effect on the environment. Therefore, no additional environmental review is needed at this
time.

RESOLUTION NO. 2022-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CLAREMONT,
CALIFORNIA, ADOPTING A RESOLUTION AMENDING SALARY SCHEDULES FOR
FULL-TIME JOB CLASSIFICATIONS FOR FISCAL YEARS 2022-23 (RETROACTIVE
TO JULY 1, 2022) AND 2023-24 TO ADD THE POSITION OF PERSONNEL SERVICES
SPECIALIST
WHEREAS, the California Public Employees' Retirement system (CaIPERS)
requires that pay rates for each job classification be available on a publicly available pay
schedule, duly approved, and adopted by the governing board; and
WHEREAS, as part of the adopted 2022-24 operating budget, the City Council
approved the creation of the Personnel Services Specialist position; and
WHEREAS, the Salary Schedules for full-time job classifications for Fiscal Years
2022-23 and 2023-24 must be amended to add the Personnel Services Specialist
position; and
WHEREAS, the City Council's approval of the amended Salary Schedules will
comply with the CaIPERS requirement.
NOW THEREFORE, THE CLAREMONT CITY COUNCIL DOES HEREBY
RESOLVE:
SECTION 1. That the amended Salary Schedules for full-time job classifications
for Fiscal Years 2022-23 and 2023-24, unless revised, attached hereto as Exhibits 1 and
2, are approved and incorporated by this reference as if fully set forth herein.
SECTION 2. That the amended Salary Schedule for full-time job classifications
for Fiscal Year 2022-23 (Exhibit 1) becomes retroactive to July 1, 2022.
SECTION 3. That the Mayor shall sign this Resolution and the City Clerk shall
attest and certify to the passage and adoption thereof.
PASSED, APPROVED, AND ADOPTED this 26t" day of July 2022.
