AUTHORIZATION TO AMEND THE EXISTING CONTRACTS WITH THE LAWTON GROUP AND
ROBERT HALF INTERNATIONAL INC., EXTENDING THE TERMS AND INCREASING
COMPENSATION FOR PROFESSIONAL TEMPORARY EMPLOYMENT SERVICES (FUNDING
SOURCE: GENERAL FUND)
SUMMARY
Due to vacancies and on -going staff leaves of absence, the City of Claremont contracts with The
Lawton Group and Robert Half International Inc. for professional temporary staffing services. The
Lawton Group and Robert Half International Inc. provide accounting staff to assist with sanitation
billing, audit preparation processes, and other accounting tasks.
In March 2022, the City entered into an agreement with The Lawton Group for a total of $25,000. In
June 2022, the City entered into an agreement with Robert Half International Inc. for a total of
$25,000. These agreements were entered into under the City Manager's authority and they both
expire on August 31, 2022.
Contract staff continues to be necessary to maintain operations. Accordingly, staff recommends
amending the current contracts to extend the terms four additional months and to add funding in the
amounts of $31,000 for The Lawton Group and $52,000 for Robert Half International Inc. to fully
cover the costs of temporary staffing through December 31, 2022.
RECOMMENDATION
Staff recommends that the City Council authorize the City Manager to execute amendments to the
existing contracts with The Lawton Group and Robert Half International Inc. for professional
temporary employment services, extending the terms by four additional months through December
31, 2022, and adding funding in the amounts of $31,000 for The Lawton Group and $52,000 for
Robert Half International Inc. to fully cover the costs of temporary staffing through December 31,
2022.

ALTERNATIVES TO RECOMMENDATION
In addition to the recommendation, there are the following alternatives:
• Request more information from staff.
• Do not authorize the amendments.
FINANCIAL REVIEW
This purchase is a professional service that does not require bidding and complies with all City and
State purchasing guidelines. Contract documents will be available for review in the City Clerk's office.
The costs associated with continuing professional temporary employment services through
December 31, 2022, is $31,000 for The Lawton Group and $52,000 for Robert Half International Inc.,
and will be covered by the cost savings from vacant positions within the Financial Services
Department. The City will not be obligated for employee benefit costs through the California Public
Employees' Retirement System (CaIPERS), or other associated employee benefits, since the
requested services will be performed by contract staff.
The staff cost to prepare this report is estimated at $485 and is included in the operating budget of
the Financial Services Department.
ANALYSIS
In March 2022, the City entered into an agreement with The Lawton Group to provide temporary
Accounting Assistant services through June 30, 2022 for total compensation of $25,000. The term of
this agreement was subsequently extended to August 31, 2022. Additionally, in June 2022, the City
entered into an agreement with Robert Half International Inc. to provide temporary Senior Accounting
Assistant services for a total compensation of $25,000. These agreements were entered into under
the City Manager's authority. Due to ongoing vacancies and staff leaves of absence, contract staff
continues to be necessary to maintain operations without interruption to the community.
The proposed amendments will allow the City to receive approximately 38 hours of Accounting
Assistant services per week to support the sanitation billing functions, as well as 38 hours of Senior
Accounting Assistant services per week to support the auditing and reporting functions of the
department through the end of the year.
RELATIONSHIP TO CITY PLANNING DOCUMENTS
Staff has evaluated the agenda item in relationship to the City's strategic and visioning documents
and finds that it applies to the following City Planning Documents: Council Priorities, Sustainability
Plan, Economic Sustainability Plan, General Plan, and 2022-24 Budget.
CEQA REVIEW
This item is not subject to environmental review under the California Environmental Quality Act
(CEQA). Under CEQA Guidelines section 15378(b)(5), continued administrative activities and
organization activities that will not result in a direct or indirect physical change in the environment are
not CEQA projects. Entering into a contract for consulting services is an organizational activity of the

government, and will not result in a direct or indirect physical change in the environment.
Even if it was determined to be a CEQA project pursuant to CEQA Guidelines section 15061 (b)(3),
CEQA does not apply to this item because there is no potential for causing a significant effect on the
environment. Entering into a contract for consulting services will not, in and of itself, result in any
physical changes to the environment. Therefore, no additional environmental review is needed at this
time.
