AWARD OF CONTRACT TO CT&T CONCRETE PAVING, INC. FOR THE GREEN STREET
AMERICANS WITH DISABILITIES ACT (ADA) IMPROVEMENTS PROJECT, CIP NO. 2022-02

SUMMARY
The City of Claremont's budget includes an annual Capital Improvement Project (CIP) to address
American with Disabilities Act (ADA) needs in areas throughout the City. The 2022 CIP will address
accessibility needs along Green Street, between Spring Street and College Avenue, adjacent to
Oakmont Elementary School. Project improvements will include new drive approaches with adequate
ADA access, the removal and upgrade of an existing mid -block crosswalk and associated curb ramps
to meet current ADA standards, and the removal and replacement of any damaged sidewalk to meet
ADA standards.
The City received seven bids for the Green Street American with Disabilities Act (ADA) Project, CIP
No. 2022-02. The lowest responsive bidder was CT&T Concrete Paving, Inc. of Diamond Bar, with a
bid of $80,100.
RECOMMENDATION
Staff recommends that the City Council award a contract to CT&T Concrete Paving, Inc. in the
amount of $80,100 for the Green Street ADA Improvements Project, authorize a ten percent project
contingency in the amount of $8,010, for a total contract amount of $88,110, and authorize the City
Manager to execute the agreement.
ALTERNATIVES TO RECOMMENDATION
In addition to the recommendation, there are the following alternatives:

Reject all bid proposals and direct staff to solicit new proposals.
Refer the matter back to staff for additional information.

Funding for this project is included in the 2022-2024 CIP Budget.
The cost associated with the preparation of this staff report is estimated at $553 and is included in
the operating budget of the Community Development Department.
ANALYSIS
The City of Claremont performs an annual CIP project to address ADA needs in areas throughout the
City. The 2022 CIP will address the accessibility issues on Green Street, between Spring Street and
College Avenue, adjacent to Oakmont Elementary School.
In 2021, Engineering Division staff was contacted by an Oakmont Elementary School parent with
concerns regarding the lack of ADA accommodations along Green Street in front of the school's
property. Staff investigated this concern and determined that there is inadequate accessibility around
the existing Oakmont Elementary drive approaches leading to the school's parking lot. It was also
determined that the handicap ramps serving the existing mid -block crosswalk do not meet current
ADA standards. Staff used this information to prepare the proposed project.
On June 28, 2022, the City received the following bids for this project:

Due to the nature of this project, as well as material costs fluctuating with the COVID-19 pandemic,
the engineer's estimate ranged from $70,000 to $90,000. The lowest responsive bid received was
from CT&T Concrete Paving, Inc. Staff is familiar with CT&T Concrete Paving, Inc.'s work, as they
have previously performed work for the City with the 2020 Sidewalk Mitigation Project.
The following improvements will be constructed to correct the identified ADA issues at this location:

• Two new drive approaches on the south side of Green Street at Oakmont Elementary.
o The existing drive approaches will be removed and replaced using current standards
that contain a sidewalk "wraparound" adjacent to the drive approach to provide ADA
accessibility.
• The two handicap ramps that serve the existing mid -block crosswalk will be removed and
replaced as follows:
o The existing handicap ramps do not meet current standards. To meet the current ADA
standards, the ramps will be slightly relocated to the east to provide the appropriate
space to meet the ADA standards that are required for this type of handicap ramps.
• The existing mid -block crosswalk will be removed and slightly relocated to properly align with
the two new handicap ramps.
o The existing crosswalk will be removed using a two-inch grind and pave to eliminate
conflicting striping with the new crosswalk.
o A new mid -block crosswalk will be constructed with high visibility standards using yellow
thermoplastic "ladder" striping, appropriate for school zones.
• Existing signage will be removed and relocated to align with the new crosswalk.
• The handicap ramp located at the southeast corner at the intersection of Green Street and
Spring Street will be removed and replaced to meet current ADA standards.
o The handicap ramp at the northeast corner will remain as it currently meets ADA
standards.
o The existing handicap ramps at the intersection of Green Street and College Avenue
are not part of this project, as they will be addressed with the upcoming College Avenue
at Green Street Bike and Pedestrian Safety Improvements Project.
• Any damaged sidewalk on Green Street will be removed and replaced to meet standards.
RELATIONSHIP TO CITY PLANNING DOCUMENTS
Staff has evaluated the agenda item in relationship to the City's strategic and visioning documents
and finds that it relates to the following: City Council Priorities, Sustainability Plan, General Plan, and
the 2022-2024 Budget.
CEQA REVIEW
The Green Street ADA Improvements Project is exempt from the California Environmental Quality Act
(CEQA) pursuant to Section 15301 of the CEQA guidelines. This Class 1 exemption allows for the
maintenance and repair of topographical features with negligible or no expansion. The project will
perform maintenance work on existing infrastructure (asphalt, curb, handicap ramps and gutter). The
work being performed is within existing right-of-way areas and will not expand the capacity of the
roadway infrastructure.
