RESOLUTION AUTHORIZING AND DIRECTING THE MAYOR TO
EMPLOY HENRY C. MILLIKIN ON AN HOURLY BASIS OF
FIFTEEN ($15.00) DOLLARS PER HOUR FOR THE LABOR
TO PULL THE SCREEN AND PUMP AND MAKE THE NECESSARY
REPAIRS, THE COST OF REPAIRING THE EQUIPMENT, IF
ANY, AND THE COST OF ANY PARTS OR EQUIPMENT, IF
ANY, TO BE BORNE BY THE CITY, AT ITS EVERGREEN
WATER WELL.
WHEREAS, the Evergreen Water Well is inoperative and whereas,it can not
be definitely determined what is causing the well to be inoperative without
pulling the pump and screen; and
WHEREAS, it is impossible to prepare plans and specifications for this
work other than on an hourly basis and whereas an emergency exists and that
it is imperative that thw well be repaired immediately because of fire hazard;
and
WHEREAS, the Council has made an investigation and determined that the
hourly wage rate for such work in this area is Fifteen ($15.00) Dollars per
hour minimum, and that some contractors charge in excess of this amount.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE TOWN
OF RICHLAND HILLS, TEXAS THAT:
Section 1. The Mayor be and he is hereby directed to enter into a contract
with Henry C. Millikin to pull the screen and pump in the Evergreen Water
Well on the basis of Fifteen ($15.00) Dollars per hour and that as soon as
the said pump and screen have been pulled that he consult with the City's
Consulting Engineer and the City Water Superintendent and that he, the
Mayor, be further ordered and directed to enter into a contract for the
purchase of any new equipment needed as agreed upon between the Mayor,
the Consulting Engineer and the Water Superintendent and that any repairs
necessary for any equipment be made and that he obtain the lowest price
possible for such repairs and equipment taking into consideration the
quality of the materials and the repairs.
Section 2. That the Mayor be and he is hereby directed to do all things
requested of him in this resolution. at the earliest possible date con-
sistent with good business practice taking into consideration the danger
involved in there being a shortage of water in the area surrounding the
Evergeen Plant in case of a fire.
Section 3. An emergency is hereby declared to exist and that it is necessary
that the above work be performed immediately and that it would be dangerous
to await the advertising for bids for the above described work.
