The agenda was duly posted as prescribed by the Brown Act. CALL TO ORDER Vice-Chairperson Delgadillo called the meeting to order at 5:02 p.m. Patrick Matson, Human Resources Director took roll call. Vote 4/0. 4 ,,,i'; ;;,, ty ' �LJi ot{ CITY OF LYNWOOD SENIOR BUILDING INSPECTOR/ASSISTANT BUILDING OFFICIAL DEFINITION Under general direction of the Director of Community Development, coordinates and conducts the field inspections of buildings, structures and installations in various stages of construction, alteration and repair for conformance to codes and laws; enforces building, plumbing, electrical, occupancy and zoning ordinances and codes; assists in the review of building plans and specifications; provides assistance by coordinating and administering professional service contracts with outside services providers; ensures safe work practices, work quality and accuracy; serves as technical resources for assigned staff and the Director of Community Development; performs other duties as required. DISTINGUISHING CHARACTERISTICS The Senior Building Inspector/Assistant Building Official is distinguished from the plan check, permit review, building inspection, and code enforcement positions by its breadth of responsibility for the division-wide operations. The Senior Building Inspector/Assistant Building Official is differentiated from the Director of Community Development which has broader accountability for the planning and building divisions. SUPERVISION RECEIVED/EXERCISED Receives direction from the Director of Community Development. May exercise lead supervision over field, technical and office support personnel. EXAMPLE OF DUTIES: ESSENTIAL FUNCTIONS (include but are not limited to the following) • Performs field inspections of single and multifamily residential, commercial and industrial buildings and installations during rough to finished stages of construction, remodeling, and repair; • Inspects structures in the community development areas, mobile homes and mobile home parks; • Inspects motels and hotels for conformance to code; SENIOR BUILDING INSPECTOR/ASSISTANT BUILDING OFFICIAL PAGE 2 • Inspects foundation, excavation, concrete, framing, plastering, plumbing, heating, air conditioning and electrical installations; • Ascertains that permits have been obtained for the work being performed; • Checks stud, joist, rafter spacing and other structural member factors; examines grade, quality and treatment of lumber, concrete, wire and composition; • Checks underground installations of conduit and wiring; checks installation of electric panels, fixtures, lighting outlets, control equipment, motors and air conditioning equipment; • Performs electrical surveys of buildings, equipment and loads and provides information regarding violations; • Ascertains conformance with applicable codes and pertinent provisions of City ordinances, state and County health ordinances; • Confers with architects, contractors, builders and the general public in the field and office; • Interprets and explains requirements and restrictions; • Investigates and resolves complaints regarding unauthorized building and ordinance violations; • Maintains records and prepares necessary reports; • Assists in the preparation of cases for legal action; • Stays abreast of changes in codes, laws, ordinances and City policies; • Assists in coordinating activities with other City offices and departments; • Leads divisional work activities including plan checks, building inspections, code inspections, and permit applications; • Assists in the research and development of new programs and policies related to solar permits, green building standards, records management practices, and other types of standards to support the department director or given City Council work plans; • Confers with architects, engineers, builders, developers and property owners in interpreting code requirements and policy guidelines; SENIOR BUILDING INSPECTOR/ASSISTANT BUILDING OFFICIAL PAGE 3 • Reviews and approves plans and specifications for proposed development and identifies technical issues and compliance concerns; • Assists in the preparation of requests for proposals (RFP's) and administers contracts for professional services QUALIFICATIONS Knowledge of: • Building construction plans and specifications, methods and materials and proper inspection methods; • Building, electrical and related codes and ordinances enforceable by the City, specifically including uniform building and plumbing codes, National Electrical Code, zoning ordinances and State and County health codes; • International Building Code; • California Green Building Standards Code; • California Energy Code; • California Disability Access Codes; • Uniform Life Safety Regulations; • Plan check practices, methods, and techniques; • Architectural and engineering principles and practices; • Construction methods and techniques; • Principles of supervision and evaluation; • Code enforcement principles and practices; • Shoring, grading, and storm water management plan standards; • Research and analysis techniques; • Conflict management techniques. SENIOR BUILDING INSPECTOR/ASSISTANT BUILDING OFFICIAL PAGE 4 • Acceptable safety standards in building construction work; Safe work practices; Ability to: • Perform building inspections, enforce regulations, examine workmanship and materials and detect deviations from plans, regulations and standard construction practices; • Read and interpret building plans, specifications and building codes; • Make arithmetical calculations quickly and accurately; • Apply technical knowledge of building trades work; • Communicate effectively, both orally and in writing; • Advise on standard construction methods and requirements; • Promote and enforce safe work practices; • Prepare reports and maintain records; • Establish and maintain cooperative work relationships with builders, contractors and the general public; • Enforce necessary regulations with firmness and tact; • Oversee the operations and activities of the Building and Safety Division; • Read and interpret complex plans and specifications; • Maintain I.C.C. certification through continuing education programs; • Participate in the establishment of division and/or department goals, objectives, and methods for evaluating achievement and performance levels; • Respond to issues and concerns from the community; • Respond to issues and concerns from contractors, homeowners, and the community in general; • Follow written and oral directions; observe safety principles and work in a safe manner; SENIOR BUILDING INSPECTOR/ASSISTANT BUILDING OFFICIAL PAGE 5 • Communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships. TRAINING AND EXPERIENCE Experience: Five (5) years of responsible building construction, building inspection, code enforcement, plan checking, and model code development experience is required, including at least two years of lead or supervisory experience; preferably in a governmental agency. Education: Graduation from an accredited four-year college or university with a Bachelor's degree in Civil Engineering, Architecture, Industrial Technology, or a related field is required. Bachelor's degree requirements may be substituted for candidates who possesses seven (7) years or more of related experience. SPECIAL REQUIREMENTS Possession of a valid California Class C driver's license issued by the California State Department of Motor Vehicles and a good driving record. Certification from the International Code Council (ICC), International Conference of Building Officials (ICBO) or equivalent organization as a Combination Building Inspector and Plan Check Examiner is required. Certification as a Plumbing, Mechanical or Electrical Inspector is required. Ability to work on call, extended hours, weekends or holidays in order to respond to inspection requests. FLSA STATUS: EXEMPT SALARY SCHEDULE BAND: G61 PHYSICAL TASKS AND ENVIRONMENTAL CONDITIONS While performing the duties of this class, the employee is frequently required to sit, stand, and walk, and regularly operate a motor vehicle. Finger dexterity and light grasping is required to handle, feel, or operate computer hardware and standard office equipment; and reach with hands and arms above and below shoulder level. The employee occasionally lifts and carries records and documents typically weighing less than 25 pounds. During inspections, the SENIOR BUILDING INSPECTOR/ASSISTANT BUILDING OFFICIAL PAGE 6 employee inspects commercial and residential sites, walks on uneven terrain, climbs ladders and stairs and accesses temporary or construction access points. While performing the duties of this class, the employee is regularly required to use oral and written communication skills; read and interpret specifications; analyze and solve problems; use math and mathematical reasoning; establish priorities and meet deadlines; and interact appropriately with property owners, vendors, contractors, general public, and others in the course of work. The employee frequently works in an office environment with controlled temperature settings. The noise level is moderate, typically below 70 decibels. The employee occasionally works in a field environment and is required to drive in traffic to various project and meeting sites and may encounter dust, debris, and variable weather conditions. In the field, the employee is exposed to traffic and motor vehicle fumes, mechanical and/or electrical hazards, construction noise up to or above 80 decibels, and potentially hazardous physical substances. The employee may interact with upset owners, contractors, developers, and other parties in interpreting and enforcing departmental policies and procedures. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations. This job specification should not be interpreted as all-inclusive.
