MINUTES OF FEBRUARY 17, 1976
Motion by Robert Franklin, seconded by Arthur Theis to approve the minutes of February 17
as submitted.
Motion carried unanimously
1. TRANSPORTATION STUDY
Emil Jubert reported that the Hennepin Co. Transportation Study Committee had completed
their work and would have no further meetings. Resolution were presented for Council action;
One approving the county -wide roadway concept and the second approving the concept with
comments and recommendations.
Council tabled action until March 16.
2. 8:00 P.M. CURFEW PUBLIC HEARING
Discussion of present curfew ordinance Sec. 510 which provides for a 9:00 P.M. curfew for
ages 15 and under. Police Chief Hoover stated that a curfew could be used as a lever if a
situation involving young people should arise. Residents discussed various alternatives.
Robert Franklin suggested 10:00 P.M. for 14 years of age and under and 12:00 for 15 through
17 year olds. Discussion of the fact that many young people work later than 12:00 and that
portion should not be included.
Motion by Robert Franklin, seconded by Arthur Theis to set curfew hours at 10:00 (prevailing
time) for 14 years and under.
Motion carried. Voting No, Donald Desyauriers
Robert Franklin will draw up an ordinance for the March 16th meeting.
3. DOCKSIDE INN
Attorney Schieffer explained that complaints had been turned over to County Attorney and
that warrants are being issued against Dennis Sazenski. A representative of McKesson"s
Distributing stated that they have a considerable amount of money owed to them by the
establishment.
Robert Baldwin, Corporation officer, explained that the problems are with the management
and that Mr. Sazenski has not been seen for 2 weeks. They have secured the building and
have sufficient building insurance and Mr. Anderson the purchaser is out of town. They
are also working with new people to take over management and apply for the licenses.
Discussion of suspending and or revoking the present licenses. Attorney explained the
legal procedures involved.
Motion by Robert Franklin, seconded by Arthur Theis to hold a hearing on March 16, 1976 at
8:30 P.M. to consider revocation of various licenses held by Dennis Sazenski of the Dockside
Inn Inc. and to suspend all licenses because of the revocation by the insurance carrier of
the On -Sale Bond and to attempt to find out how creditors will be paid off.
Motion carried unanimously
4. COMMUNITY DWitLOPMENT BLOCK GRANT 1+' OS
Report by Donna Roehl on monies that will be made available through area banks for grants
and loans to repair homes and the information that must be supplied to HUD when making
application for grant money. The County has stated that they will include Medina's applicat-
ion for fire truck purchase as HUD has niether approved nor disapproved the idea in verbal
questioning. Also advice to have alternate projects ready for consideration if the fire
protection application is rejected. Information given by Julius Dorweiler, Hamel Fire
Chief, regarding statistics to be included in the aplication.
Motion by Robert Franklin, seconded by Arthur Theis to approve Resolution 76-8, authorizing
submission of Medina's grant application to Hennepin County with the inclusion of the
following: For purchase of fire truck for the city, the entire amount of grant money.
If that project should be disallowed then to consider the following: $5700 for upgrading
the Hamel area water supply; $4000 park expansion in the Independence Beach area; $2000
park expansion in the Medina Morningside area; $3000 completion and implementation of the
city's comprehensive plan.

Motion carried. Voting No, Wayne Neddermeyer. Felt that Medinalh.s to much land already off
the tax rolls that is being used for parks.
5. LAND DIVISION ORDINANCE
Attorney Schieffer explained difficulties that have arisen when residents were asked to
combine lots in the Independence Beach area and when the division of Mr. Pieh's lot
was requested. Discussion of the necessity of a survey when land is surrounded by ex-
isting homes. Attorney felt that a survey should be required but it would create pro-
blems, especially in the Independence Beach area.
Motion by Donald DesLauriers, seconded by Robert Franklin to refer the ordinance to the
Planning Commission and ask them to discuss Subdivision 1-A and the necessity of surveying.
Also refer Mr. Nelson and Mr. Pieh to the Planning Commission.
Motion carried unanimously
6. PLANNING COMMISSION MEMBERS
Gerald Dykhoff and Anne Dorweiler have asked not to be reappointed to the Planning Commission.
Steve Tillmans and Tom Anderson stated that they would serve if appointed. Nancy Laurent
also agreed to serve.
Motion by Arthur Theis, seconded by William Reiser to reappoint Robert Linkenheil to the
Planning Commission.
Motion carried unanimously
Mayor asked for nominations to fill vacancies: Donald DesLauriers nominated Tom Anderson;
Robert Franklin nominated Nancy Laurent; Arthur Theis nominated Steve Tillmans.
Motion by Robert Franklin, seconded by Wayne Neddermeyer to close nominations.
Motion carried unanimously
After casting ballots, clerk tabulated results.
Motion by Donald DesLauriers, seconded by Robert Franklin to appoint Nancy Laurent and Tom
Anderson to 3 years on Planning Commission, terms to expire March 1, 1979.
Motion carried unanimously
7. ANNE DORWEILER
Vocational -Technical School
Report by Anne Dorweiler that the Planning Commision will hold a public hearing on March 9th
to discuss the To -Tech application for rezoning of their property to allow them to begin
construction. They hope to have all applications approved at the April 6th Council meeting.
Planning Commission Seminar
Anne Dorweiler stated that she, George Wyse and Robert Linkenheil had attended the Planning
Commission seminar and will present a resume for the Planning Commission and Council.
8. HAMEL FIRE DEPARTMENT CONTRACT
Discussion with Julius Dorweiler, Hamel Fire Chief of suggested changes in present contract.
Mr. Dorweiler stated that they had seen an increaded need for -fire protection and responded
by ordering the large truck. He added further the large businessess and industry in Medina
that communities west of Medina do not have.
9. SIGN ORDINANCE
Discussion of the number of signs in Medina that do not conform to the newly drafted ordinance.
Number seems to be very minimui.l.
Motion by Donald DesLauriers, seconded by William Reiser to adopt Ordinance # 158, Regulation
of signs.
Motion carried unanimously
10. ENGINEER APPOINTMENT
Motion by Robert Franklin, seconded by Donald DesLauriers to appoint McCombs -Knutson as
City engineers for the year 1976.
Motion carried unanimously
11. POLICE SALARIES 1 9
Salary discussion with police officers and comparisons with surrounding communities. Jerome
LaFond felt that their schedule should compare with Maple Grove. Insurance benefits, clothing
allowances and other benefits were considered. Arthur Theis felt that a pay schedule should
Be made up and Robert Franklin felt the entire council should work on it.
Motion by Robert Franklin, seconded by Donald DesLauriers to adjust police salaries as
follows: Jerome LaFond to $955 per month, Michael Rouillard to $865 per month, both effect-
ive as of March 1, 1976.
Motion carried unanimously
12. ROAD POSTING
Motion by Donald DesLauriers, seconded by Arthur Theis to post the roads effective March 1,
1976. Motion carried unanimously
Discussion with Ron Duran on condition of city trucks and repairs that need to be completed.
Also discussed was the possibility of purchasing a new or used truck. Clerk was asked to
contact Leo Leuer to tell him that the pickup truck should be brought to the city garage so
that it can be used while he is not working.
13. CENSUS
Discussion of the possibility of a census being taken in Medina. Also discussion of the
letter received from Apple Valley regarding bill which would make special census information
legal in determining government aid.
Motion by Robert Franklin, seconded by Arthur Theis to approve Resolution 76-9, regarding
special census information.
Motion carried unanimously
14. METROPOLITAN TRANSIT COMMISSION
Discussion of prepared resolution regarding opposition to expansion of Metro Transit and
acquisition of the Medicine Lake Bus Lines.
Motion by Donald DesLauriers , seconded by Arthur Theis to approve Resolution 76-10.
Motion carried unanimously
15. BILLS
Motion by Arthur Theis, seconded by William Reiser to pay the bills; Order Checks # 5841-
# 5909 in tRe amount of $ 20,255.60 and Payroll #3953 - #3981 in the amount of $ 4,768.45.'
Motion carried unanimously
16. CLOTHING DAMAGE
Motion by Donald DesLauriers, seconded by Wayne Neddermeyer not to pay for damaged clothing
of Don Kuckacka damaged while assisting Leo Leuer making sewer repairs. Insurance company
will not reimburse the city and other employees are not paid for similar damages.
Motion carried unanimously
17. NORTHWESTERN BELL TELEPHONE
Motion by Robert Franklin, seconded by Donald DesLauriers to allow Northwestern Bell to bury
cable on Hackamore Rd.
Motion carried unanimously
Motion by Arthur Theis, seconded by William Reiser to adjourn.
Motion carried unanimously
