A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
AWARDING A SOLE SOURCE AGREEMENT TO AQUA-METRIC
SALES CORPORATION TO PROVIDE AMI DATA COLLECTION
SYSTEM AND LARGER AMI METERS, IN AN AMOUNT NOT TO
EXCEED $676,840.79
WHEREAS, the City owns standard meters citywide;
WHEREAS, most of these meters are averaging 20 years in age and are read
manually;
WHEREAS, aging meters past their service life impact accuracy on capturing
actual water usage;
WHEREAS, on August 8, 2018, August 21, 2018 and September 4, 2018, the
City Council approved the purchase of Sensus smart meters from Aqua-Metric Sales as
part certain street improvement projects approved for FY2018-19; and
WHEREAS, staff recommends to implement replacement of the existing standard
meters with smart meters for accurate reading, lower maintenance cost, decreased cost
of manual meter reading, and replacement of old technology and
WHEREAS, LMC 6-3.13(a)(2) allows for an exception to the competitive bidding
of any kind when supplies, equipment, services or contract could only be obtained from
only one source; and
WHEREAS, Aqua-Metric Sales Co. Inc. of Riverside, California is the sole
factory authorized representative for Sensus Metering Systems, Inc. products and
services in Southern California.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. That the City Council authorize the Mayor to execute the attached
Purchase Order Agreement with Aqua-Metric Sales Corporation attached hereto as
Exhibit A and in a form approved by the City Attorney.
Section 2. That the,purchase from Aqua-Metric Sales Corporation of the Smart
Water Meters is exempted from the formal bid purchase under the Lynwood Municipal
Code Section 6-3.13(a)(2) which allows for exception to competitive bidding of any kind
when supplies, equipment, services or contract could only be obtained from only one
source.

Section 3. This resolution shall take effect immediately upon its adoption.
Section 4. The City Clerk shall certify as to the adoption of this City Council
Resolution.
