HomeMy Public PortalAbout2022.009 (01-18-22) RESOLUTION NO. 2022.009 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AMENDING THE FISCAL YEAR 2021-22 CAPITAL IMPROVEMENT PROGRAM BUDGET AS FOLLOWS: 1) INCLUDE ALVADA STREET, SAN CARLOS AVENUE, SAN JUAN AVENUE, SAN LUIS AVENUE, SAN VICENTE AVENUE AND THORSON AVENUE STREET AND SIDEWALK IMPROVEMENT PROJECT (CIP NO. 4011.68.103); PRIORITY 2 STREETS IMPROVEMENT (CIP NO. 4011.68.104); AND TRAFFIC SAFETY ENHANCEMENT PROJECT (CIP NO. 4011.68.105); 2) INCREASE THE BUDGET FOR PRIORITY 2 STREETS (CIP NO. 4011.68.104) IN THE AMOUNT OF $334,332 USING THE CORONAVIRUS RESPONSE AND RELIEF SUPPLEMENTAL APPROPRIATIONS ACT FUNDING; 3) CORRECT THE EXPENDITURE LINE ITEM ERROR FOR THE NEW TRAFFIC SIGNAL AT LONG BEACH BOULEVARD AND LOUISE STREET PROJECT (CIP NO. 4011.68.038); 4) ADDING A NEW PROJECT ENTITLED WELL 11 ASSESSMENT AND DRINKING WATER IMPROVEMENT PROJECT; AND 5) ADDING A NEW PROJET ENTITLED CITY PARK,MEGA PLAYGROUND PROJECT WHEREAS, on April 20, 2021, Alvada Street, San Carlos Avenue, San Juan Avenue, San Luis Avenue, San Vicente Avenue and Thorson Avenue Street and Sidewalk Improvement Project was included in the City's FY2021-22 Annual Action Plan for the use of CDBG in the amount of$376,000; and WHEREAS, on June 15, 2021, the City Council approved to include 1) Alvada Street, San Carlos Avenue, San Juan Avenue, San Luis Avenue, San Vicente Avenue and Thorson Avenue Street and Sidewalk Improvement Project, 2) Priority 2 Streets Improvement; and 3) Traffic Safety Enhancement Project in the FY22 CIP Budget to be funded by SB1 Fund (Fund 2121); and WHEREAS, on July 20, 2021, the City Council adopted the City's Biennial Budget for Fiscal Year 2021-22 (FY22) and Fiscal Year 2022-23 (FY23) which included a Capital Improvement Program (CIP) Budget); and WHEREAS, the budgets for the above mentioned projects were reflected in the FY22 transfers ins and outs between funds, however, the expenditure project budget for each of the projects were omitted; and WHEREAS, on June 1, 2021, the City Council approved to exchange the Coronavirus Response and Relief Highway Infrastructure Programs Funding with Local Funds provided through Los Angeles County Metropolitan Transportation Authority (Metro); and 1 WHEREAS, Metro requires the City to submit a project for the Coronavirus Response and Relief Highway Infrastructure Programs Funding and Priority 2 Streets Improvement can utilize this funding source; and WHEREAS, since the adoption of the budget, staff noticed omissions and corrections needed for the FY22 CIP Budget. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS: Section 1. That the City Council approve to amend the FY22 Adopted CIP Budget as follows: • Include the following projects in the FY22 Capital Improvement Program Budget: 1) Alvada Street, San Carlos Avenue, San Juan Avenue, San Luis Avenue, San Vicente Avenue and Thorson Avenue Street and Sidewalk Improvement Project (CIP No. 4011.68.103), 2) Priority 2 Streets Improvement (CIP No. 4011.68.104); and 3) Traffic Safety Enhancement Project (CIP No. 4011.68.038) in the FY22 CIP Budget. • Increase the budget for Priority 2 Streets (CIP No. 4011.68.104) in the amount of $334,332 to include funding from the Coronavirus Response and Relief Supplemental Appropriations Act. • Correct the error in the line item for Traffic Signal at Long Beach Boulevard and Louise Street (CIP No. 4011.68.038). • Add a new project entitled Well 11 Assessment and Drinking Water Improvement. • Add a new project entitled City Park Mega Playground. Section 2. That the City Council approves the following amendments, corrections and appropriations to fund the projects.
