A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
AWARDING AN AGREEMENT TO INFRASTRUCTURE ENGINEERS TO
PROVIDE CONSTRUCTION MANAGEMENT AND ,INSPECTION
SERVICES IN THE AMOUNT $371,056 FOR THE LYNWOOD URBAN
BIKE TRAIL (4011.68.046 AND 4011.68.084) AND TO WILLDAN
ENGINEERING TO PROVIDE CONSTRUCTION MANAGEMENT AND
INSPECTION SERVICES FOR THE FERNWOOD AVENUE PARK
PROJECT IN THE AMOUNT OF $377,488 (4011.68.037)
WHEREAS, The City received funding from the State of California Natural
Resources Agency through the Urban Greening Grant Program in the amount of
$2,853,000 and received $841,180 from the San Gabriel and Los Angeles Rivers and
Mountains Conservancy (RMC) for the Lynwood Urban Bike Trail and Water Quality
Improvements Project (Bike Trail); and
WHEREAS,the City received a grant from the San Gabriel and Los Angeles Rivers
and Mountains Conservancy (RMC) in the amount of $1,692,575 for the Fernwood
Avenue Development and Water Quality Improvement Project (Fernwood Avenue Park);
and
WHEREAS, in April 2021, staff issued a Request for Proposals (RFP) for
construction management and inspection services for the above mentioned projects; and
WHEREAS, eight firms responded to the RFP; and
WHEREAS, staff from Public Works and Recreation and Community Services
established a short list of consultants based on the assigned score and this short list of
consultants included Willdan Engineering and Infrastructure Engineers; and
WHEREAS, after further review, staff recommends that Willdan Engineering be
awarded the construction management and inspection services for the Fernwood Avenue
Park and that Infrastructure Engineers be awarded the Bike Trail Project.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER AND RESOLVE AS FOLLOWS:
Section 1. That the City Council authorizes the Mayor to execute an Agreement
with Willdan Engineering attached hereto as Exhibit A in a form approved by the City
Attorney for the construction management 'and inspection services for the Fernwood
Avenue Park Project.

Section 2. That the City Council authorizes the Mayor to execute an Agreement
with Infrastructure Engineers attached hereto as Exhibit B in a form approved by the City
Attorney for the construction management and inspection services for the Lynwood Urban
Bike Trail.
Section 3. That the City Council authorizes the City Manager to approve
additional services for a not to exceed amount of 5% of the contract price.
Section 4. That this Resolution shall take effect immediately upon its adoption.
Section 5. That the City Clerk shall certify to the adoption of this Resolution.
