A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
APPROVING THE GRANT AGREEMENT BETWEEN THE CITY AND
THE SAN GABRIEL AND LOS ANGELES RIVERS MOUNTAINS
CONSERVANCY FOR THE LYNWOOD URBAN BIKE TRAIL & WATER
QUALITY IMPROVEMENTS PROJECT AND AUTHORIZING THE CITY
MANAGER OR HIS DESIGNEE TO EXECUTE THE GRANT
AGREEMENT AND ALL OTHER DOCUMENTS NECESSARY TO
COMPLY WITH THE PROVISIONS OF THE GRANT
WHEREAS, the City received funding in the amount of $2,853,000 for the
construction of the Lynwood Urban Bike Trail Project (CIP No. 4011.68.046) along
Caltrans excess land adjacent to the 1-105 Freeway from Birch Street to Atlantic Avenue;
and
WHEREAS, in 2018 the City Council approved the design of the extension of the
Urban Bike Trail Project, named Bike Trail Extension (CIP NO. 4011.68.084)from Atlantic
Avenue to Wright Road; and
WHEREAS, based on the estimate on the construction cost, staff identified a
shortfall in funding for the construction and applied for a grant with the San Gabriel and
Lower Los Angeles Rivers and Mountains Conservancy (RMC); and
WHEREAS, on June 21, 2021, the RMC Board approved to award a grant to the
City in the amount of $841,180 for the Lynwood Urban Bike Trail and Water Quality
Improvements Project; and
WHEREAS, the budgets for the Lynwood Urban Bike Trail Project (CIP No.
4011.68.046) and Bike Trail Extension (CIP NO. 4011.68.084) are included in the FY22
and FY23 proposed Capital Improvement Program budget; and
WHEREAS, this grant fund will assist the City with much needed funds to fully
construct the Lynwood Urban Bike Trail and the Bike Trail Extension.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. That the City Council authorizes the City Manager to execute the
Grant Agreement with the San Gabriel and Lower Los Angeles Rivers and Mountains
Conservancy attached hereto as Exhibit A for the Lynwood Urban Bike Trail and Water
Quality Improvements Project.
Section 2. That the City Council authorizes the City Manager or his designee to
file, approve, sign and/or submit necessary reports, documents, agreement

amendments, payment requests, etc. with the San Gabriel and Lower Los Angeles Rivers
and Mountains Conservancy to comply with the provisions of the Grant Agreement.
Section 3. This resolution shall take effect immediately upon its adoption.
Section 4. The City Clerk shall certify as to the adoption of this City Council
Resolution.
