Reviewed by: City Manager: AP Finance Director: NB 2023 COMMUNITY BASED ORGANIZATION GENERAL SERVICES AND HOMELESS SERVICES PROGRAM FUNDING (FUNDING SOURCE: AMERICAN RESCUE PLAN ACT FUND) SUMMARY The Community Based Organization (CBO) Grant Program provides financial assistance to non-profit agencies that deliver critical services to Claremont residents. Two funding categories exist - General Services and Homeless Services. The Community and Human Services Commission has reviewed fifteen applications for General Services funding and five applications for Homeless Services funding. The Commission recommends that $86,650 in available General Services funds be distributed to the fourteen organizations and $36,500 in Homeless Services funds to the five organizations identified in the attachment to this report. Additionally, one-time funding in the amount of $23,500 is proposed to be allocated to the City's Family and Senior Emergency Services Funds. The General Services category funds programs strengthen the social, family, and/or economic fabric of the Claremont community. The Homeless Services category funds programs assist in the prevention of homelessness and provide services to individuals who are currently homeless. RECOMMENDATION Staff recommends that the City Council: A. Review and approve the 2023 Community Based Organization (CBO) funding recommendations made by the Community and Human Services Commission, consisting of $86,650 for General Services programs and $36,500 for Homeless Services programs, listed in the attachment to the staff report; and B. Approve the Community and Human Services recommendation for $23,500 to be allocated to the City's Family and Senior Emergency Services Funds. Amend the funding recommendations. B. Request additional information from staff. FINANCIAL REVIEW The CBO Program was established by the Claremont City Council in 1989 and assigned to the Human Services Commission (now the Community and Human Services Commission) to review and allocate funds annually to nonprofits serving the Claremont community. The program was originally funded with a combination of Community Development Block Grant (CDBG) funds and the City's General Fund. In April 1993, the City Council approved funding the CBO program solely with the General Fund due to extensive CDBG reporting requirements. Funding amounts have since varied through the years. In 2007, the City Council approved funding of homeless programs in the amount of $60,000. In 2019, the City of Claremont faced a large budget deficit and funding for the CBO program was discontinued. On May 10, 2022, the City Council voted to authorize funding from the American Rescue Plan Act (ARPA) to reinstate the CBO program, with $86,650 allocated for General Services and $60,000 allocated for Homeless Services. ARPA funding will fund the CBO program for calendar years 2023 and 2024. The staff cost to prepare this report and administer the program is estimated to be $2,212 and is included in the operating budget of the Human Services Department. ANALYSIS The City's Community Based Organization Grant Program has two primary components - an annual application process and an on -site evaluation for approved grant programs. City staff distributed a request for applications in July 2022 to all grant applicants who had applied for funding during the last three years the program was active. City staff also distributed applications to a list of organizations who had contacted the City to express interest in applying for the program and to a list of nonprofit organizations that serve the Claremont community. A press release was posted on the City of Claremont's website and sent to local newspapers, and the information was posted on the City's social media accounts. Seventeen agencies submitted applications for General Service grants. Two agencies did not provide the required documents and were disqualified, and one agency withdrew their application during the review process. The remaining fourteen agencies requested funding totaling $119,100 for $86,650 in available funding. Five agencies submitted applications totaling $36,500 for the $60,000 in available funding for Homeless Services grants. A total of twenty-one individual agencies submitted applications for twenty-two programs. In September 2022, the Community and Human Services Commission was given agency applications to review and submit requests for additional information from applicants. At their October 2022 meeting, the Commission was presented with its requested information from agencies. At a special meeting on November 2, 2022, the Commission met to discuss funding allocations, consider CLAREMONT Page 2 of 4 Printed on 11/17/2022 powered by LegistarTM the grant proposals, and develop the funding recommendations outlined in the attachment to this report. Proposals were evaluated based on criteria that included the number of Claremont residents or students served, how the proposed programs aligned with City Council Priorities, and how well the programs fit the current needs of the community. While some of the recommended programs served a large group of local residents or students, other programs served relatively few, but were considered to be deeply impactful for those recipients. General Services The current budget allocates $86,650 to General Services programs. The Community and Human Services Commission has recommended funding all eligible programs for the 2023 calendar year within the approved budget. Recipients, programs, funding requests, and funding recommendations are outlined in the attachment to this report. Homeless Services The current budget allocates $60,000 to Homeless Services programs. Family and Senior Emergency Services Funds After funding all eligible homeless services requests in full, the Community and Human Services Commission voted to allocate the remaining $23,500 in Homeless Services funds as a one-time funding source to the City of Claremont's Family and Senior Emergency Services Funds. These funds are used to provide last -resort assistance to thoroughly screened Claremont residents who are unhoused or are at risk of becoming unhoused. Examples of assistance provided by the Family and Senior Emergency Services Funds include rental assistance and the payment of past due utility bills. CEQA REVIEW In accordance with the California Environmental Quality Act (CEQA), this matter is covered by the general rule that CEQA applies only to projects that have the potential for causing a significant effect on the environment in accordance with Section 15061(b)(3) of the Guidelines. Therefore, CEQA does not apply, and no environmental review is needed. COMMUNITY AND HUMAN SERVICES COMMISSION RECOMMENDATION At its October 13, 2022 meeting, the Community and Human Services Commission discussed the CBO funding criteria process and at its November 2, 2022 special meeting, the Commission made funding recommendations and unanimously agreed to forward the 2023 calendar year funding requests listed in the attachment to the City Council for final consideration and approval.
