February 27, 1974
A Special Meeting of City Council was held this evening
at 7:30. P.M. for the purpose of:
CONSIDERING A 10% PAY INCREASE FOR POLICE OFFICERS
The Meeting was presided over by Mayor Hendrix and a quorum
of the following councilmen was present: Edward Towns, Earl
Anderson, Edward Jung, Walter Parker, Ernest Hosti and Karen Losey.
City Attorney Lance Smith was also present.
Following the formal opening, a motion was made by Council-
man Walter Parker that a 10% pay increase be approved by Council.
The motion was seconded by Councilman Hosti who requested a brief-
ing from Mr. Jung, Finance Chairman, as to how we stood on our
funds.
Mr. Jung answered that we were in bad need of funds and
though he was not against the pay increase, he felt it should
not be given at this time due to our lack of funds. He then
recommended that this raise be put in the 1974 budget, if funds
are available. Councilman Anderson stated that all of the city
employees needed a raise and perhaps by May 1, 1974 an across the
board raise could be given to all employees.
Mr. Jung then made an amendment to the motion that, if funds
are available, the raise be put in the 1974 budget for the fiscal
year beginning May 1, 1974. The amendment was seconded by Council-
man Earl Anderson. Under discussion, Councilman Walter Parker
stated that he did not know the relationship of the pay scale of
some of our other departments to similar departments in other
municipalities but, he said, our police department needed to be
raised somewhat to come in the general area with the County and
the City of Savannah.
Councilman Towns stated that according to a survey by the
Georgia Municipal Association, the police department salaries
of Savannah Beach were above the state average. The Mayor then
asked Councilman Jung to re -state his amendment. Mr. Jung
stated his amendment was to grant a pay raise of 10% beginning
with the new fiscal year on May 1, 1974; provided some other
expenditure can be adjusted to make the funds available.

A vote was then taken on the amendment to the main motion.
The vote was five in favor of the amendment and one against
Mr. Parker voting "NO "., And, with the amendment prevailing,
the main motion was lost.
There being no further business, the meeting was adjourned
to the next regular or special called meeting.
