HomeMy Public PortalAboutCharter Review Committee Minutes 11-14-1985 Page 1 Nnv. 14 , 1985 'V'eeting of the Charter Commission was called to order at 7:00 p.m. , November 14 , 1985, by Chairman Paul Daniels. The Treasurer and Vice President were present ; the Treasurer recorded the minutes in the ab— sence of the Secretary. This meeting is being held in compliance with ( the Texas Open Meeting Law. Proper notice was posted by the City Secretary. Nine members were present at the beginning of the meeting. Byrtie Adams, R.G.Elliott , Bill Agan, Mike Logan, James Black and Elizabeth Sheppard were absent. Black and Sheppard arrived later, about p.m. The minutes were approved as read. The wording "critical of" in the Nov 5th. minutes were requested to be chabged to "questioned" . .by request of Ray. Votes were 7 for,'.Smith against. The name North Richland Hills, in their charter, is to be changed to Richland Hills throughout the rest of the meetings , without voting this. Bridges moved , Harvey seconded. It was unanimous. Discussion re legality of workers required to live in the city. It was noted Article 1003 was repealed. The Charter can write it in to require all workers must reside in Richland Hills. The City Council has proposed to charge the Charter Commission S1184. 15 for the special election for Home Rule. Aletter from Dennis Woodard to Pauline Kempe qualified this. Bridges stated it was the tax payers re— sponsiblility; Smith reported had the City Council acted to hold the Home Rule election along with the April 1985 election, there would have been no special cost. A letter from the Mayor will advise the Commission of researching costs of copying. Brdiges moved to have each meeting for 3 hours a meeting, so as to com— plete our work; Smith seconded. 3 for, 6 against. Did not carry. The following Articles were voted one ARTICLE XI;_ Section 1 .
