HomeMy Public PortalAboutCharter Review Committee Minutes 11-21-1985 Page 1 Nov. 21 , 1985 The meeting of the Charter Commission was called to order at 7: 00 p.m. , November 21 , 1985, by Chairman Paul Daniels. The Vice Chairman, Secretary and Treasurer were present. Thirteen members were present. Those absent were James Black and Jean Donohoo.This meeting was held in compliance with the Texas Open Meeting Law. Proper notice was posted by the City Secretary. Bridges moved the minutes of the last meeting be approved as written. Clements seconded. 11 voted for, Bill Agan voted against , Tom Harvey abstained. The Chairman reported on possible qualified typists. Ray moved we ask the city to do the typing. There was no second. Then she askedthe motion be tabled. Agan seconded. Vote for was 3, 10 against. Bridges moved we use Cats Typing Service , 6557 Highview Terrace , Phone # 656-4610. Logan seconded. Vote for was 11 , Ray and Agan against ( 2) Leach suggested we insert Colleyville Article VII, Sect. 7.01 ( City Manager) , to become ArticleXVl , Sect. 4; all subsequent Sections to be moved up to the next numbers. Bridges moved to adopt. Smith seconded. Vote was 12 for, Agan abstained. In this same Section,regarding City Manager , Sheppard moved to delete the requirement of residency. Harvey seconded. Vote for was 7, 5 against. Ray moved to raise the tax limit to f 1 . 50. Agan seconded. Vote for 10, 3 against. Article XVI , Section 1 . Harvey moved to accept as written, except to in- clude "Initiative". Vote was unanimous. Smith moved we adopt "Initiative" ( of Hurst Charter ( page 33) , deleting references to the Hurst Charter. Leach seconded. Vote for unanimous. This would be A. (See attached copy) Section 2. Harvey moved to accept , with the changes: "Within 5 days" for the Secretary etc. , and "Within 10 days" for the City Council etc. , be inserted instead the word "immediately" . Logan seconded. Vote was unanimous. ( See attached copy) This would be B. Section 3 through 9. Harvey moved to accept as written. McBrayer seconded. Vote for was unanimous. ( See attached copy) • Bridges moved Article XVII be deleted. Agan seconded. Vote for was unanimous. Br .dges moved Art. XVIII be accepted. Smith seconded. Vote for was unanimous. ( See attached copy) Article XIX, and XX (with election date inserted) . Bridges moved to accept Logan seconded. Vote was unanimous. (See attached copy) Bridges read a preamble and moved it be accepted. Adams seconded. Vote was 6 for, 7 against. Bridges moved to meet Nov. 26. Logan seconded. Vote 10 for, Ray and Agan against, Elliott abstained. Bridges mtved to adjourn. Smith seconded. For that purpose the people of Richland Hills , in exercising their rights of self- government , do ordain the provisions set forth in the ensuing Charter of this City. This is just one more step of progress by the people of Richland Hills .
