The meeting was called to order by the Chairman, Paul Daniels, at 7:00 p.m.
This meeting was held in accordance with the Texas Open Meeting Laws. Noti-
fication was posted by the City Secretary. Black and Logan were absent.
idges moved , Smith seconded, the minutes be approved as written. Vote for
was unanimous.
Smith moved that since there has been a desire that the Charter be made public ,
we make available to the local newspapers copies, that are tentative at this
time , with the understanding they will print the complete Charter with no
editorial comment as part of the Charter. It is possible changes will be
made later. Harvey seconded. Harvey also moved to suspend debate. Smith
seconded. Vote for Smith' s motion was 11 , Agan and Donohoo against.
Bridges moved that 6 copies of the Tentative Charter, not to be copied or
checked out , be placed in the City Library and 4 in the City Secretary's
office. Smith seconded. Vote for was unanimous. Sheppard amended Bridge 's
motion that citizens be allowed to copy any portion of the Charter. Ray
seconded. Vote for was 9 , 3 against.
Under new business we allowed time for citizen input. Only four, asked to
be heard. Dan Harris, Timothy Mitchell and Mr: and-Mrs; Spieker.
Sheppard moved we have another public hearing for citizen input on Dec. 17.
Agan seconded. Vote for 6 , 6 against. Clements abstained. Motion died.
Leach moved we make some changes in Section 6.02. Smith seconded. Vote
for was unanimous. This was in Article VI. ( See attachment to Tent.Charter)
i cle V, Section 5.08. Pay moved,and Agan seconded, for 1 regular meeting
o_ City Council per month, and others as necessary. Vote for was 7, 4 against,
Smith, Adams , Bridges and Daniels against.( Attachment to Tent. Charter)
Article V, Section 5.07. Leach moved, McBrayer seconded, a change in the
wording of Election Judges. Vote for unanimous. ( See attachment for Tent.
Charter)
Leach moved to define qualified voter, but withdrew his motion.
Leach moved and Bridges seconded that Article IX , Section 9.02, the words
"or City Manager" be stricken in both paragraphs. Vote for was unanimous.
Sheppard moved, Ray seconded, to define "Qualified Voter"

5.06 of Article V. "A qualified voter as herein used is onen who d ais aqualified
voter in the State of Texas, who has resided in the corporate limits of the
City of Richland Hills for at least thirty ( 30) days.""Vote for 8, 4 against.
Adams, Smith, Bridges and Leach;
Ray seconded
Article V, Section 5.03. Sheppard moved/there be no number for the mayor
and Places 2 and 4 be elected in even number of years, and Places 1 , 3 and 5
be elected in odd number years. Vote for was unanimous.
1602 A. Sheppard moved, Adams seconded, to add after Secretary "within 5
days. " Vote for unanimous.
1L _ A. Bridges moved, leach seconded, the numbers on a petition be lowered
from 350 to 250. Vote for was 9 , 4 against. .Harvey, #gan, Ray and Donohoo.

Page 58 , Line 14, Sheppard moved, McBrayer seconded , change to 15.02 and
15.03. Vote for unanimous.
^,02 R. Sheppard moved the 30 day time for submitting a petition be changed
45 days. There was no second. notion died.
6.04 'G. Bridges moved , Adams seconded, we accept Logan' s proposal for a
Srievance Committee, with a few changes. Vote for 9 , 3 against.
Bridges moved to adjourn, Leach seconded, at 10 p.m. and meeting next time
will be Dec. 12 , at 7:00 p.m. Riley Fletcher will be with the Commission
at this meeting.

Page 7, 2nd. line ,"insert in case of tie" after shall be entitled to vote.
,ge 7, 11th.line, after the word Council, insert the following "take command
2 all departments and goverrc.the City by proclamation and maintain order,
and enforce all laws. The Mayor shall have the same responsibility as other
members of the Council in all Litigations, Endictments, and all other legal
actions filed against the City of Richland Hills. The Mayor assumes these
responsibilities upon taking the oath of office amd cannot be relieved of
same." Delete"take command of the police ,"etc. . . .
Page 7, second paragraph, 2nd.line , after the word- Councilmember.s inset-
"by the Council" .
Page 6. Before 5.08. Insert :
5.0g ELECTION JUDGES AVD OTHER ELECTION OFFICIALS
The election judges, and other election officials for
conducting all city elections, shall be appointed by the
City Council. The election judges shall conduct the elections
determine , record and report the results as provided by the
election laws if Texas.
Because of the above , 5.08 ( per the Tent.Charter) will become 5.0 and
5.06 will be 5.07. Also, because of voters qualifications, insert ,
5.06 and the heading"QUALIFIED VOTER." Insert the motion in the minutes
of Dec. 5th, 12 paragraph.
