The Charter Commission meeting was called to order Tuesday January21 .
1986 , at 7:00 p.m. by Chairman Paul Daniels. This meeting was held
according to the Texas Open Meeting Law. Notice was properly posted.

Those absent , Bridges and McBrayer. Black arrived at 7: 15 and Shephard
at 8 :05 p.m.
Paul Daniels acknowledged a letter received from Mayor Ragan and each
commissioner was given a copy.
Smith moved, Logan seconded, the minutes be approved as written. Vote
for was unanimous.
Time was spent checking the newest Tentative Copy of the Charter for
deletions and/or errors. A question arose about Section 14.01 . Smith
moved , Logan seconded, thatrmembers: of =theePlahning .and Zoning Commission
be required to be property owners. Vote for was 6 , 4 against , 2 abstained.
Shepard moved , llarve'seconded, we repeal having the City Council approve
and issue Commercial and Industrial building permits; leaving the de-
cision to the City Manager. Vote for was 10, Black and Agan against.
Shepard moved , Black seconded, that the sentence "Initiative power may
be used to enact a new ordinance or to repeal or amend sections of an
existing ordinance" preface Section t6.02. Vote for 11 , :1 opposed.
Harvey--moved, Leach seconded, we accept the suggested cover for the
Charter. Vote for unanimous.
Agan moved , Logan seconded, we meet Tuesday, January 28, at 8:00 p.m.
Vote for unanimous.
