The first meeting of the Charter Review Committee was held on
Tuesday, November 22, 1988 , at 7 p .m. at City Hall . All committee
members were present except for Elizabeth Sheppard, who arrived
shortly before the meeting was over due to extenuating; circumstances .
Dorothy Hurdle nominated Lloyd Leach to be Vice-Chairman of the
committee . Lloyd declined the nomination. Lloyd Leach nominated Doro-
thy Hurdle for Vice-Chairman; she was elected unanimously. Dorothy
Hurdle nominated Elizabeth Sheppard for Secretary , and she was elected.
Dave Ragan nominated Pat Jermyn as Assistant Secretary; she was
elected unanimously.
Dorothy Hurdle made a motion to have meetings on the first and •
third Tuesday nights beginning in January 1989 . It passed unanimously.
Lloyd Leach suggested that there be a cut-off time for the meetings .
Tom Harvey suggested meeting from 7:00 p .m. to 9 :00 or -9 :30 p .m.
Each committee member received a list of suggested charter chan-
ges from the mayor and city manager for the committee to consider. It
was suggested that committee members write down any charter changes
for consideration and be responsible for verifying the legal status
of same .
Lloyd Leach will bring in copies of Coppell ' s charter for the
committee to examine . He will also provide the committee with Robert ' s
Rules of Order.
Dorothy Hurdle suggested that the city secretary give a list of
addresses and phone numbers of the committee members to each member
of the committee . The city secretary will also type and mail copies
of the minutes to each member.
Dorothy Hurdle made a motion that the meeting adjourn. Dave Ragan
