HomeMy Public PortalAboutCharter Review Committee Minutes 02-21-1989 CHARTER REVIEW COMMITTEE February 21, 19. 39 411 The fifth regular meeting of the Charter Review Committee was held on February 21, 1989, at 7: 00 p. m. at City Hall . All members were present except Pat Jermyn, Vicki Hamilton and Jack Watson. Lloyd Leach gave the invocation. The minutes of the last meeting were read. Richard Gladstone' s motion to approve the minutes was passed unanimously. Richard Gladstone made a motion to amend Section 6. 03 POWERS AND DUTIES OF CITY COUNCIL to include in item (4) the issuance of "certificates of obligation subject to the notice, petition and election provisions as provided within Article 271 . 041, Certificate of Obligation Act, Revised Civil Statutes of the State of Texas. The motion was approved unanimously. • There was discussion regarding amending Section 6. 03 item (6) to include task forces as official city bodies. Elizabeth Sheppard made a motion to table discussion regarding a task force until more information is obtained regarding the applicability of the Texas Open Meetings Law to such a group. The motion passed unanimously. Richard Gladstone will check into this for the committee. Dorothy Hurdle made a motion to amend Section 6. 04 -- 3. POWERS AND DUTIES OF THE CITY MANAGER, item (h) as follows: "The Grievance Committee shall meet not less than fifteen (15) days and not more than thirty (30) days after a grievance has been filed with the City 411 Secretary. " The motion passed unanimously. Dave Ragan made a motion to leave January as the month to appoint Grievance Committee members. The motion passed unanimously. Elizabeth Sheppard made a motion to leave Section 9. 04 COMPETITIVE BIDDING as written. The motion passed unanimously. • The committee will begin with Section 12. 06 INDEPENDENT AUDIT at the next meeting. Lloyd Leach made a motion to adjourn, which passed unanimously. (b) (new item) certificates of obligation subject to the notice, petition and election provisions as provided within Article 271. 041 , Certificate of Obligation Act, Revised Civil Statutes of the State of Texas. SECTION 6. 04 CITY MANAGER 3. POWERS AND DUTIES OF THE CITY MANAGER h.
