HomeMy Public PortalAboutCharter Review Committee Minutes 04-18-1989 CHARTER REVIEW COMMITTEE April 18, 1989 The eighth meeting of the Charter Review Committee was held on April 18, 1989, at 7: 00 p. m. at City Hall. All members were present, Lloyd Leach gave the invocation. The minutes of the last meeting were read. Lloyd Leach made a motion to approve the minutes, which passed unanimously. { Elizabeth Sheppard made a motion to delete the 60 days grace period for paying back-taxes that we previously had approved for Section 5. 02 QUALIFICATIONS since paid-up taxes is no longer a requirement for seeking office. The motion passed unanimously, In order to conform to state law, Dorothy Hurdle made a motion to delete, in Section 5. 02 QUALIFICATIONS, the requirement of having paid-up taxes in order to run for office. She inserted that "the candidate shall also meet all qualifications as provided in all other sections of this Charter. " The motion passed unanimously. Lloyd Leach made a motion not to put any further restrictions on the issuance of certificates of obligations as discussed in Section 6. 03 POWERS AND DUTIES OF CITY COUNCIL, item (4) (b) . The motion passed unanimously. Elizabeth Sheppard made a motion to amend Section 16. 02, B. REFERENDUM by allowing voters 60 days in which to turn in referendum • petitions. The motion passed unanimously. Dave Ragan made a motion that no further changes were needed to the Charter from page 59 to the end. The motion passed unanimously. Dorotby Hurdle made a motion that no additional changes be made to the Charter. The motion passed unanimously. Dorothy Hurdle made a motion that Elizabeth Sheppard type up the proposed charter amendments in a form to be presented to the City Council and later to the voters, The motion passed unanimously. The meeting was adjourned. Respectfully submitted, VdtliAC,6Ciftlpipo..44,4 Elizabeth Sheppard, Secretary Attest : �Q Tom Harvey, Chairman ^ I PROPOSED CHARTER CHANGES ADDED APRIL 18, 1989 SECTION 5. 02 QUALIFICATIONS (Amend the first sentence of this section to read as follows: ) Each of the five Councilmembers and Mayor shall, on the date of the election, be at least twenty-one (21) years of age, a citizen of the United States of America and a registered, qualified voter of the State of Texas; and shall reside and shall have resided for at least one year preceding the election at which he is a candidate, within the corporate limits of Richland Hills [ ; and shall not be in arrears in the payment of any taxes or other liability due the City, or be disqualified by reason of any provision of any other section of this Charter] . The candidate shall also meet all qualifications as provided in all other sections of this Charter. A person who does not possess . , . SECTION 16. 02 B. REFERENDUM (Aniend the first sentence to read as follows: > Registered, qualified voters of the City of Richland Hills may require that any ordinance or resolution passed by the City Council be submitted to the voters of the City for approval or disapproval, (except levying taxes, setting rates for services, adoption of a budget, or any subject where State Law requires a public hearing) by submitting a petition for this purpose within [ thirty (30) ] sixty (60) days after final passage of said ordinance or resolution or within [ thirty (30) ] sixty (60> days after its publication.
