Meeting Date: March 3 , 1994
Present Were: Committee members Pat Jermyn, Lester Strother,
Michael Logan, Donald Acker,Jean Spieker, staff rep. Terri
Willis,City Secretary, Paul Wieneskie, City Attorney.
Minutes:
1. First order of business was election of officers. Michael Logan
was nominated for Chairman by P. Jermyn, seconded by J.Spieker,
carried unanimously. Donald Acker was nominated for Vice-Chairman
by L.Strother, seconded by J.Spieker, carried unanimously. Jean
Spieker was nominated for secretary by M.Logan, seconded by
L.Strother, carried unanimously.
2 . At Chairman Logan's request Paul Wieneskie covered a basic
outline of our purpose as well as information pertinent to our
committee.
Items covered:
a. Our recommendations for changes to the City Charter, if any,
will be forwarded to the City Council for their consideration.
b. The next date for amendments to the charter will be in 1995, 24
months after the last changes.
c. The constraints on our recommendations will be of law and prac-
ticality.
d. We are to try and envision the outcome of our recommendations in
a variety of circumstances.
e. TML has a list of "may do except as provided in charter" . He
will obtain a copy for our use, as well as other material he feels
will be helpful.
Mr. Wieneskie stated his support for our efforts and that he will
help the committee in any way possible. He will attend any
meetings at which we request his presence. Notification will be
through Chairman Logan, or T.Willis.
3 . The committee discussed the following:
a. Notice to the citizens for their input, newsletter is one
suggestion.
b. Charters from cities of similar size and demographics for com-
parison may be useful.
c. It was agreed we will start at the beginning of our charter,
review each section and discuss any individual suggestions we may
have.
4 . Volunteer time sheets were handed out and reviewed.
5.Chairman Logan reviewed our mission.
6. It was agreed the first Thursday of each month will be our
meeting night. Our next meeting will be April 7, 1994 at 7: 30 P.M.
in the Council chambers. The meeting adjourned at 8 : 30 P.M.
