REGULAR COUNCIL MEETING, MAY 19, 2014
CALL TO ORDER
The Regular Council Meeting of May 19, 2014, was convened at 6:00 P.M. by Eric
Struemph.
ROLL CALL
The following Council Members were present for the roll call:
Present: Branch, Bray, Costales, Graham, Henry, Mihalevich, Schulte, and
Scrivner
Absent: Hussey and Prather
A quorum was declared present.
ADOPTION OF THE AGENDA
A motion was made by Councilman Scrivner to adopt the agenda with an amendment to
add a presentation by Councilman Schulte, seconded by Councilman Bray, and
approved unanimously.
PRESENTATION BY COUNCILMAN SHAWN SCHULTE
Councilman Schulte distributed and read a prepared letter of resignation from his seat
as Ward 2 City Councilman, effective May 30 , 2014, making this his last Council
meeting. Councilman Schulte explained the reason for his resignation was due to his
moving from Ward 2 into Ward 5. Following his announcement, comments were made
by the Mayor and Council regarding Councilman Schulte’s three years of service on the
City Council, and offered their well wishes for his future endeavors.
Mayor Struemph asked Associate City Counselor Jeremy Cover to explain the process
by which the Council will elect a Council Member to complete the remainder of
Councilman Schulte’s term. Mr. Cover explained the timeli ne as set forth in the City
Code which would allow for that seat to be filled by the July 7 City Council meeting.
MISCELLANEOUS AGENDA ITEMS

Mayor Struemph recognized members from a Boy Scout troop in the audience and
asked them to introduce themselves and identify their troop. Members of Troop 2 from
First Presbyterian Church were presented City Coins by Mayor Struemph, and
congratulated upon their achievements.
PUBLIC HEARINGS
Amended Preliminary PUD Plan for 3550 Country Club Drive
A staff presentation was made by Janice McMillan, Director of Planning and Protective
Services, explaining the background of the PUD Plan. She then answered questions
asked by the Council. Following her presentation, the following persons came forwar d to
testify on the issue:
In favor:
Mr. Bob Goodrich of Goodrich Theaters, made a presentation regarding the proposed
addition of a theater screen and upgrades to existing theater auditoriums, seating, and
existing facilities at the Capital 8 Theaters. Following his presentation, he answered
questions.
No one came forward to speak in opposition to the proposed PUD Plan.
Mayor Struemph declared the evidentiary portion of the public hearing concluded and
stated the Council will now take up the associated pending bill.

APPOINTMENTS BY THE MAYOR
Mayor Struemph recommended the following appointments to City Boards and
Commissions for Council approval. He noted that there are three new Parks &
Recreation Commission appointments, and asked Councilman Henry to explain the
need for these appointments. Councilman Henry stated that making the appointments at
this time will prevent having to call a special meeting of the Commission.

A motion was made by Councilman Henry to approve all appointments as
recommended by Mayor Struemph, seconded by Councilman Schulte, and approved
unanimously by the following roll-call vote:

PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS
Bill Lockwood, Director of Parks, Recreation, and Forestry Department, made a
presentation regarding the Jefferson City Disc Golf Club which explained the
contribution made by that organization over the past years to the local community food
bank. He then stated that two members of that organization, Stan Balke and Ron
Braman, were present, and that they had been recognized by the statewide
organization for their efforts. He re-presented that award to Mr. Balke and Mr. Braman,
and thanked them for their continued efforts and contributions to our community.
Bill Betts, Interim Finance Director, made a monthly finance report to the Council, and
showed the public where to find financial information which is now made available on
the City’s website. He answered questions asked by the Council.
Ms. Brenda Hatfield, Citywide PTO, made a presentation inviting all ten Council
Members to become involved in the PTO organizations in the schools throughout the
various City wards. She offered to help them determine which schools would be in each
of their wards.
Mr. Randy Allen introduced County Commission Kris Scheperle and Mr. Russ
Volmert with Arcturis who made a presentation regarding the Lafayette Interchange
Enhancement Project. Following the presentation, both Mr. Scheperle and Mr. Volmert
answered questions asked by the Mayor and Council. Councilman Scrivner reminded
the Council that this presentation will also be made at the May 22 Public Works and
Planning Committee meeting.
ANNOUNCEMENTS BY THE MAYOR, COUNCIL, AND STAFF
Planning & Protective Services Department Director Janice McMillan announced that
the Heritage Week events would be held on Tuesday, May 20, at 4:00 P.M. in the City
Council Chambers, and invited the public to attend.
Councilman Graham announced that he and Fourth Ward Councilman Glen Costales
would host a Ward 4 Town Hall Meeting on Saturday, June 14, at the Capital West
Event Center, 1315 Fairgrounds Road, beginning at 10:30 A.M. The public is invited to
discuss any topic.

President Pro Tempore Scrivner stated that the following items were presented to the

A motion was made by Councilman Schulte for approval of the Consent Agenda as
presented, seconded by Councilman Graham, and approved unanimously by voice
