REGULAR COUNCIL MEETING, JUNE 2, 2014
CALL TO ORDER
The Regular Council Meeting of June 2, 2014, was convened at 6:00 P.M. by Eric
Struemph.
ROLL CALL
The following Council Members were present for the roll call:
Present: Branch, Bray, Costales, Graham, Henry, Hussey, Mihalevich,
Prather, and Scrivner
Absent: None
A quorum was declared present.
ADOPTION OF THE AGENDA
A motion was made by Councilman Graham to adopt the agenda with an amendment to
add Resolution RS2014-11, Declaring June as Immigrant Heritage Month. The motion
to adopt as amended was approved by acclamation.
MISCELLANEOUS AGENDA ITEMS
Mayor Struemph recognized Troop Leader Eric Landwehr and his Scouts from Troop 6,
Immaculate Conception Church. Each Scout introduced himself and told the badge
towards which he is currently working. Mayor Struemph then presented each Scout a
City Coin and congratulated him upon his achievements.
City Counselor Drew Hilpert explained the timeline and the process to fill the vacant
Ward 2 City Council seat. The process will be completed and a new Council Member
will be elected and sworn into office at the July 7 City Council meeting. Nominations will
occur at the June 16 City Council meeting, and anyone wishing to be nominated should
contact a Council Member and request to be nominate d. The public was invited to
attend the Open House Public Forum that will be scheduled and ask any questions they
would like of each candidate.

APPOINTMENTS BY THE MAYOR
There were no appointments recommended at this time.
PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS
Interim Finance Director Bill Betts introduced Mr. Dale Siebeneck and Ms. Jo Moore of
Evers and Company who made a presentation regarding their firm’s audit of the City’s
finances. Following their presentation, they answered questions asked by the Mayor
and Council.
Ms. Ashley Varner, Mr. Doug Ward (Colton’s Steakhouse & Grill), Mr. Dennis Nickelson
(Jefferson City School Board), Father Steven Jones (Helias High School), and Rev.
Jeanie McGowan (Associate Pastor, First Baptist Church), made a joint presentation on
behalf of Citizens For JeffTran regarding the status of the City’s Transit system. Mayor
Struemph thanked them for their presentation, and indicated that several other citizens
are also signed up to speak under “Presentations from the Gallery” on this topic.
Following the presentation, Mayor Struemph asked City Administrator Steve Crowell to
coordinate a Council Work Session for Monday, June 30, to specifically discuss this
issue, and asked him to present his overview of the current situation with Transit, and
what the City can do in the future.

ANNOUNCEMENTS BY THE MAYOR, COUNCIL, AND STAFF
Interim Fire Chief Jason Turner announced that the annual Fire School is being held in
Jefferson City this week. Councilman Scrivner asked for information about how this
event positively impacts the City’s revenue. Chief Turner indicated he would get that
information to the Council by email this week.

Mayor Struemph stated that the following items were presented to the Council for their

A motion was made by Councilman Graham for approval of the Consent Agenda as
presented, seconded by Councilman Henry, and approved unanimously by voice vote.

PRESENTATIONS FROM THE GALLERY ON OTHER TOPICS
Mr. Charles Gaskin made a presentation on the issue of the qualifications and process
for filling the position of Fire Chief. Following the presentation, Mayor Struemph asked
City Administrator Crowell to explain the status of the process at this time. Mr. Crowell
stated the application period closed on Friday (May 30) and that he has not yet had an
opportunity to see the applications received. He will be appointing the selection
committee at some point in the next few days and will provide that information as soon
as it is completed.

At the conclusion of the presentations, Mayor Struemph asked City Administrator Steve
Crowell to bring a history of JeffTran to the Work Session which will be held on June 30.

GO INTO CLOSED SESSION
Mayor Struemph announced that, pursuant to Sec. 610.021 of the Revised Statutes of
Missouri, the Chair would entertain a motion to go into Closed Session to discuss the
following:

A motion was made by Councilman Costales, seconded by Councilman Henry, to go
into Closed Session at this time for the stated purposes, and approved unanimously by
the following roll-call vote at 8:33 P.M.:
