ATTENDANCE The following Council Members were present when the meeting convened: Present: Branch, Bray, Graham, Henry, Hussey, Mihalevich, Prather, Schulte, and Scrivner Absent: Tergin A quorum was present. DISCUSSION OF AGENDA ITEMS Councilman Larry Henry stated he would make a liaison report on the Historic Preservation Commission. Councilman Ralph Bray stated he would give the report on the last Finance Committee meeting since Chairman Schulte missed that meeting. City Counselor Drew Hilpert stated he would like to make announcements about the conference center schedule. Human Resources Director stated she would make an announcement about the ‘Welcome Reception’ for City Administrator Steve Crowell. ADJOURNMENT The meeting adjourned at 5:55 P.M. 1 REGULAR COUNCIL MEETING, MARCH 17, 2014 CALL TO ORDER The Regular Council Meeting of March 17, 2014, was convened at 6:00 P.M. by Mayor Eric Struemph. ROLL CALL The following Council Members were present for the roll call: Present: Branch, Bray, Graham, Henry, Hussey, Mihalevich, Prather, Schulte, Scrivner, and Tergin Absent: None A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilman Shawn Schulte to adopt the agenda, seconded by Councilman Rick Prather, and approved unanimously. MISCELLANEOUS AGENDA ITEMS Mayor Struemph presented a proclamation for “Fair Housing Month,” to Jefferson City Area Board of Realtors President Joanie Forck. Ms. Forck thanked Mayor Struemph and made brief comments regarding a poster contest which would be presented late r in the meeting. PUBLIC HEARINGS a. Rezoning 2.24 Acres at 1407 and 1411 Southwest Blvd from C-O to C-1 Following a staff presentation made by Planning & Protective Services Director Janice McMillan, no one came forward to testify in opposition to, or in favor of, the proposed rezoning. Mayor Struemph declared the evidentiary portion of the public hearing concluded and announced that the Council will now take up the associated pending bill. 2 REGULAR COUNCIL MEETING, MARCH 17, 2014 2013-145, sponsored by Councilman Mihalevich, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, CHANGING, AMENDING, AND MODIFYING THE ZONING MAP OF THE ZONING CODE OF THE CITY OF JEFFERSON, BY REZONING 2.24 ACRES FROM C-O OFFICE COMMERCIAL TO C-1 NEIGHBORHOOD COMMERCIAL, FOR LAND ADDRESSED AS 1407 AND 1411 SOUTHWEST BOULEVARD, DESCRIBED AS PART OF LOT 24 OF SWIFT AND THOMPSONS SUBDIVISION, IN JEFFERSON CITY, COLE COUNTY, MISSOURI. Bill 2013-145 was read third time by title, placed on final passage , and passed by the following roll-call vote as Ordinance 15244: Aye: Branch, Bray, Graham, Henry, Hussey, Mihalevich, Prather, Schulte, Scrivner, and Tergin Nay: None MINUTES AND REPORTS RECEIVED AND FILED Mayor Struemph announced that the following minutes and reports had been received and were on file for review in the City Clerk’s office: a. Public Safety Committee, January 30, 2014 b. Plumbing Board of Review & Examiners, November 19, 2013 c. Transportation & Traffic Committee, January 8, 2014 (Minutes since November, 2013 available upon request to City Clerk’s Office) d. CAMPO Technical Committee, February 6, 2014 e. Animal Control Section Monthly Report for February, 2014 f. Historic Preservation Commission, February 11, 2014 g. Code & Contact Issue Report for February, 2014 h. Parks and Recreation Commission, February 11, 2014 i. Electrical Board of Review & Examiners, January 22, 2014 Mayor Struemph asked Human Resources Director Gail Strope to make an announcement at this time. Ms. Strope invited the Mayor and Council, staff, and public to attend a “Welcome” reception to meet City Administrator Steve Crowell. The event was scheduled to be held Thursday, March 20, from 4:30 to 6:00 P.M. in the Boone - Bancroft Room. 3 REGULAR COUNCIL MEETING, MARCH 17, 2014 COUNCIL COMMITTEE REPORTS Administration Committee – Councilwoman Tergin announced that the next meeting would be held Wednesday, April 2, at 8:00 A.M. Finance Committee – Councilman Ralph Bray, Vice-Chairman, announced that the next meeting will be held on Thursday, April 10, at 7:30 A.M. Public Safety Committee – Councilman Rick Prather reported that the next meeting will be held on Thursday, April 3, at 7:30 A.M. Public Works & Planning Committee – Councilman Bob Scrivner announced that the next meeting will be held on Thursday, March 20, at 7:30 A.M. Parks and Recreation Commission Liaison – Councilman Shawn Schulte reported on the March 11 meeting of the Commission and announced that the next meeting would be held on Tuesday, April 15. Other Committee / Liaison Reports – Councilman Larry Henry announced that the next meeting of the Historic Preservation Commission would be held on Tuesday, April 8. APPOINTMENTS BY THE MAYOR There were no appointments recommended at this time. PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS South School Annual Essay Contest Councilman Shawn Schulte announced that the winners, teachers, and family members were present tonight for a presentation of the seventh annual South School Essay Contest founded by Former Councilman Rich Koon, who was also present at the meeting. The theme of this year’s contest was "You Should Visit Jefferson City". The winners were: 1st Place: Amirtha Mukudan from Ms. Massman's 5th grade class 2nd place: Xander McGowin from Ms. Thompson's 5th grade class 4 REGULAR COUNCIL MEETING, MARCH 17, 2014 Mayor Struemph congratulated Amirtha and Xander and presented each with a City Coin. He then asked them to sit at the Mayor’s podium to read their essays to those in the Council Chambers and the television viewing audience. Fair Housing Poster Contest Ms. Jayme Abbott made a presentation regarding the Jefferson City Area Board of Realty and their partners’ Fair Housing Poster and Journalism Contest. This year’s theme was “FAIR HOUSING: OPENING DOORS—UNLOCKING DREAMS.” The poster contest was open to 4th, 5th, and 6th grade students, and the essay contest was for high school juniors and seniors. Ms. Abbott then announced each winner and displayed their entry on an overhead presentation. Each student came forward to accept a City Coin and congratulations from Mayor Struemph. Ms. Abbott announced that all the entries would be on display at the Fair Housing Expo at the Capital Mall on April 4, 2014, and invited the public to attend. Recognition of Master Gardeners Parks, Recreation & Forestry Department Director Bill Lockwood made a present ation honoring Master Gardeners. He then introduced the following three members of that organization who had contributed over the years to its growth and success, and thanked them for that contribution: Mr. Donnie Whitener Mr. Jim Schwieterman Mr. Steve Stacey Mr. Lockwood then announced that the Master Gardeners will host their first annual River City Fall Festival on Cedar Island in October, and invited the public to attend. ANNOUNCEMENTS BY THE MAYOR, COUNCIL, AND STAFF Planning & Protective Services Department Director Janice McMillan announced two public meetings of the Metropolitan Planning Organization which will be held on March 25 and March 26. She invited the public to attend, and noted that more information about the events could be found on the City’s website. 5 REGULAR COUNCIL MEETING, MARCH 17, 2014 Ms. McMillan announced the dates for the annual Bulky Items Trash Pick-Up which will be held west of Jefferson Street the week of April 28, and east of Jefferson Street on the week of May 5. Information about that event and the items which ca n be picked up can also be on the City’s website’s meeting calendar for those pick-up dates. City Counselor Drew Hilpert announced that the Council will hold a Special Council Meeting on Monday, March 24, from 5:30 to 7:00 P.M. in the Council Chambers to hear a presentation by Mr. Randy Allen, and also from the public, regarding the two Conference Center proposals. He stated that the information which the Council has received from the two developers will be shared with the public and media within the next day or so, and that anyone wishing to speak at the March 24 meeting can sign up to do so by calling or emailing the City Clerk, or by signing up at the door on the night of the meeting. The intention at this time is for the Council to consider the comments received from the public before they discuss and vote on the issue at the April 7 Regular City Council meeting.
