HomeMy Public PortalAbout20140421-1-CURRENTCOUNCIL1 REGULAR COUNCIL MEETING, APRIL 21, 2014 FIRST MEETING – CURRENT COUNCIL CALL TO ORDER The Regular Council Meeting of April 21, 2014, was convened at 6:00 P.M. by Mayor Eric Struemph. ROLL CALL The following Council Members were present for the roll call: Present: Branch, Graham, Henry, Hussey, Mihalevich, Prather, Schulte, Scrivner, and Tergin Absent: Bray A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilman Bob Scrivner to adopt the agenda as published, seconded by Councilman Shawn Schulte, and approved unanimously. MISCELLANEOUS AGENDA ITEMS a. Mayor Struemph presented a proclamation for “Missouri Elks for Drug Awareness Week” to Ms. Trish Rector and Mr. Bill Farr, Exalted Ruler of Elks #513. Mr. Farr thanked the Mayor for the proclamation and made brief comments about the Elks’ involvement in the community. b. Mayor Struemph presented a proclamation for “Kite Month” to Bob Black a nd Andrew Schmidt who accepted and made brief comments. c. Mayor Struemph presented a proclamation for “Arbor Day” to Parks and Recreation Director Bill Lockwood who accepted and thanked the City for the proclamation which is needed for the City to maintain its “Tree City USA” status. d. Chief Roger Schroeder introduced the following new hires to the Jefferson City Police Department:  Communications Operator Lori Nichols  Communications Operator Shelby Kehr 2 REGULAR COUNCIL MEETING, APRIL 21, 2014 FIRST MEETING – CURRENT COUNCIL  Police Officer Benjamin Hempelmann  Police Officer John Lehman  Police Officer Aldo Rubio  Police Officer Jacob Schnakenberg  Police Officer Jeffrey Skinner Following introduction of the new hires, Mayor Struemph welcomed them to the Jefferson City Police Department and wished them well in their career and thanked them for their service to our City’s safety. PUBLIC HEARINGS Councilman Ken Hussey announced he is recusing himself from discussion or voting on the 3507 Amazonas Drive issue. a. Amending Preliminary PUD Plan for Property addressed as 3507 Amazonas Drive Following a staff presentation on the issue by Planning and Protective Services Director Janice McMillan, no one came forward to speak in favo r of, or in opposition to, the proposed PUD Plan. Mayor Struemph declared the evidentiary portion of the public hearing concluded and announced the Council will now take up the associated pending bill. 2013-154, sponsored by Councilman Mihalevich, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, APPROVING A PRELIMINARY PUD PLAN AMENDMENT FOR PROPERTY LOCATED AT 3507 AMAZONAS DRIVE; DESCRIBED AS PART OF THE SOUTHWEST QUARTER OF THE SOUTEAST QUARTER OF SECTION 4, TOWNSHIP 44 NORTH, RANGE 12 WEST, JEFFERSON CITY, COLE COUNTY, MISSOURI Bill 2013-154 was read third time by title, placed on final passage , and passed by the following roll-call vote as Ordinance 15253: Aye: Branch, Graham, Henry, Mihalevich, Prather, Schulte, Scrivner, and Tergin Nay: None Abstain: Hussey 3 REGULAR COUNCIL MEETING, APRIL 21, 2014 FIRST MEETING – CURRENT COUNCIL b. Bill 2013-155 was read third time by title, placed on final passage , and passed by the following roll-call vote as Ordinance 15254: Aye: Branch, Graham, Henry, Hussey, Mihalevich, Prather, Schulte, Scrivner, and Tergin Nay: None MINUTES AND REPORTS RECEIVED AND FILED Mayor Struemph announced that the following minutes and reports had been received and were on file for review in the City Clerk’s office: a. Environmental Quality Commission, February 18, 2014 b. CAMPO Technical Committee, March 6, 2014 c. Historic Preservation Commission, March 11, 2014 d. Planning & Zoning Commission, March 13, 2014 e. Transportation & Traffic Commission, March 12, 2014 f. Certification of April 8 Election to City Clerk by Cole and Callaway County Clerks COUNCIL COMMITTEE REPORTS 4 REGULAR COUNCIL MEETING, APRIL 21, 2014 FIRST MEETING – CURRENT COUNCIL Administration Committee – Councilwoman Tergin made her final report on this Committee and thanked the Council members and staff with whom she had worked while Chairman of the Committee. All other reports were postponed until after the new Committee appointments are approved. APPOINTMENTS BY THE MAYOR There were no appointments recommended at this time. PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS Parks and Recreation Director Bill Lockwood made a video presentation honoring staff member Angie Toebben, the recipient of the Associate Fellow Award from the Missouri Park and Recreation Association. One or two such awards are given out statewide each year, and Ms. Toebben was one of the two recipients for 2014. Ms. Toebben accepted the award as well as the congratulations of the Mayor and City Council for her hard work and dedication to the City. ANNOUNCEMENTS BY THE MAYOR, COUNCIL, AND STAFF Ms. McMillan announced the dates for the annual Bulky Items Trash Pick-Up to occur west of Jefferson Street during the week of April 28 – May 2, and east of Jefferson Street the week of May 5-9. Information about that event and the items which can be picked up can also be seen on the City’s website’s meeting calendar for those pick-up dates. Planning & Protective Services Department Director Janice McMillan announced that the Landmark Awards Ceremony would be held on Tuesday, May 20, at 4:00 P.M. in the City Council Chambers. PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS There were no presentations made at this time. 5 REGULAR COUNCIL MEETING, APRIL 21, 2014 FIRST MEETING – CURRENT COUNCIL CONSENT AGENDA Mayor Struemph stated that the following items were presented to the Council for their approval by consent at this time: a. Minutes of City Council Meetings: April 7, 2014 A motion was made by Councilman Henry for approval of the Consent Agenda as presented, seconded by Councilman Branch, and approved unanimously by the following roll-call vote: Aye: Branch, Graham, Henry, Hussey, Mihalevich, Prather, Schulte, Scrivner, and Tergin Nay: None BILLS PENDING 2013-152, sponsored by Councilman Graham, entitled: AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING SECTION 19-401, (MOTOR VEHICLES AND TRAFFIC), SCHEDULE (J), (PARKING PROHIBITED), SUBPARAGRAPH (A), OF THE CODE OF THE CITY OFJEFFERSON, PERTAINING TO A PORTION OF WEST McCARTY STREET. NEW BUSINESS No New Business came before the Council at this time. 7 REGULAR COUNCIL MEETING, APRIL 21, 2014 FIRST MEETING – CURRENT COUNCIL UNFINISHED BUSINESS Mayor Struemph presented outgoing Councilwoman Tergin with a plaque and ke y to the City for six years of service on the City Council. Following the presentation, comments were made by the Council to Councilwoman Tergin to thank her for her service. Councilwoman Tergin concluded with her comments regarding her service on the Council. ADJOURN SINE DIE Mayor Struemph declared the meeting adjourned Sine Die at 7:07 P.M. and announced that the following newly-elected City Council Members would be sworn into office by the Honorable Patricia S.
