Introductions Chairman Rycyk called the meeting to order at 10:30 a.m. and asked everyone present to introduce themselves. 2. Adoption of the agenda as printed or amended Mr. Morgan moved and Mr. Hartley seconded to adopt the agenda as printed. 3. Approval of Minutes for the Meeting of February 1, 2010 As no additions, deletions or amendments were noted the minutes stand as written. 4. Public Comment Opportunity No public comment was received. 5. Scheduled Reports a. Airport Activity Report—Airport Manager Mr. Craft reported on the following items: Traffic operations for February 2010 were 1,798 and for January 2010 were 1,053. 'r Repairs were made to the Air Traffic Control Tower: (1) the toilet in the restroom was reset and the flooring will be replaced as time and personnel allows; and (2) the railing will be replaced as the weather allows. The estimated cost to replace the roof and rotating beacon is $6,000 per project. Jefferson City Flying Service has requested to replace the cantilever gate. Out of two bids received one estimate is $2,597. "r Senate Bill 1000 proposes transferring money from various state accounts into the general revenue account. A specific concern is the General Aviation Trust Fund which supports approximately 115 airports statewide including our airport. Our air traffic control tower receives operating assistance through the General Aviation Trust Fund. Currently the state aviation trust fund consists of $2.3 million dollars. i= The American Association of Airport Executives reports that the Obama Administration has directed Congress to review all federal programs including contract tower programs. The Balchen Post Award for Excellence in Airport Snow Removal is accepting nominations until March 21. 2010. Minutes/AirportAdvisory Committee March 1, 2010 Page 2 Mr. Craft explained that Midwest Air Traffic Services is accepting nominations for the Willy F. Card Outstanding Service Award for contract towers. He stated that they are requesting that we nominate our air traffic control tower this year. Mr. Martin explained that this award is more of a national recognition as opposed to financial assistance. Mr. Gentry commented that this award may help us receive acknowledgement from Senators Bond and McCaskill in terms of funding for a new control tower. Mr. Gentry moved and Mr. Lueckenotte seconded to direct Mr. Craft to move forward with applying for this award. The motion passed unanimously Mr. Gentry suggested requesting letters of supports from the tenants and Mr. Mehrhoff volunteered to contact the Friends of the Airport for their support. b. FBO Mr. Shorthose reported that February2010 showed an increase in traffic operations over January 2010 due to better weather. He stated that fuels sales for January 2010 were off approximately 10,000 gallons compared to this time last year, whereas fuels sales for February 2010 were off approximately 4,000 gallons compared to this time last year. c. Friends of the Airport Mr. Mehrhoff reported that the B17 Bomber will be visiting the Jefferson City Memorial Airport July 12- 15,2010. 6. Old Business a. Crop and Wildlife Management Mr. Gentry reported the results of his examination into this subject, saying that the primary issue is geese migrating between the Missouri River basin to the ABB pond, and not attraction to the crops, as previously perceived. Mr. Gentry explained that the ABB pond is used for fire containment until the Jefferson City Fire Department arrives. He suggested the most effective way to mitigate the geese problem would be to fill in the pond and build a water tower as an alternative option. Mr. Gentryexplained that no recommendation is needed from the Committee, but suggested a cost analysis for the water tower. He stated that the crops bring in approximately $60,000 of revenue for the City. Mr. Rycyk posed the alternative of placing netting over the pond that would act as a deterrent as opposed to filling in the pond. Mr. Craft explained that Police Chief Schroeder has offered the assistance of Officers for geese patrol at the Airport and will not permit non -city employees on airport property for geese abatement. Mr. Morgan left at 11:13 a.m. b. Airport Improvement Project List New structure to house the Airfield Voltage Regulators Mr. Craft explained that the ideal time to build anew structure for the airfield voltage regulators would be during construction of anew control tower. He stated that this project is included in the Airport Layout Plan and is potentially eligible for state grant funding. New Airport Fire Station Mr. Craft said an airport fire station would serve a dual purpose by responding to emergencies on the north side of the river and for airport emergencies. He stated that the Federal Aviation Administration will not mandate a fire station at the airport since we do not have scheduled airline service; and even if the FAA mandated a fire station it still would nnt be eligible for grant funding. Mr. Shorthose arrived at 11:20. Minutes/Airport Advisory Committee March 1, 2010 Page 3 Ms. McMillan explained that before the City would invest in a newfacility the service area has to be of a sufficient size and demand for services. Mr. Lueckenotte commented that residents could be eligible for a reduction in insurance if a fire station were in close proximity. Mr. Rycyk requested that Mr. Lueckenotte research the possibility of a reduction in insurance if there is a fire station at the Airport and report at the next meeting. New Maintenance/Snow Vehicle and New Front Deck Mower Mr. Craft reported that this equipment has been very well maintained by airport maintenance personnel, however they are showing wear and tear. He stated that replacement of both pieces of equipment is scheduled in 2012 and is included on the City's vehicle and equipment replacement plan. Airport Layout Plan Mr. Craft explained that the Airport Layout Plan is 95 percent complete with the exception of the airport property survey which is planned for spring 2010. Mr. Rycyk inquired of the status of the letter to Senators Bond and McCaskill encouraging funding for a new control tower. Mr. Gentry responded that he sent a mass email to the Friends of the Airport and others on federal funding laws and anecdotal facts about the airport to use if they wanted to write to our Senators. Mr. Mehrhoff stated that he faxed a letter to Senator McCaskill's local office and has not received a reply at this time. Airport Emergency Response Procedures. Mr. Craft explained that the airport follows the City's emergency response procedure since there is no scheduled air service. Mr. Craft explained that the Minimum Operating Standards & Airfield Familiarization & Drive Class Procedures are being updated as needed. Mr. Craft explained that development of Hangars 1 and 2 are on hold at this time. ATIS — AAIU Mr. Craft explained that this project is on hold until the Automated Terminal Information System (ATIS) is acquired to satisfy the FAA's requirement for only one frequency when broadcasting field conditions. Mr. Rycyk asked if Committee members had and any suggestions on how to prioritize these projects or ideas on how to obtain funding for these projects. He suggested continuing discussion to the next meeting. 7. New Business None. a. Other Business Mr. Gentry reported that he has been giving presentations on Angel Flights and how general aviation plays a part in the lives of the general public. He commented that Committee members have been informing the general public of the services and values our Airport provides. 9. The next meeting is scheduled for Monday, April 5, 2010 at 10:30 a.m. in the Airport Conference Room. 10.
