1. Introductions
Chairman Rycyk called the meeting to order at 10:30 a.m. and asked everyone present to introduce
themselves.
2. Adoption of the agenda as printed or amended
As no amendments were noted the agenda stands as printed.
3. Approval of Minutes for the Meeting of March 1, 2010
Mr. Gentry moved and Mr. Naught seconded to approve the minutes of the March 1, 2010 meeting.
4. Public Comment Opportunity
No public comment was received.
5. Scheduled Reports
a. Airport Activity Report – Airport Manager
Mr. Craft reported on the following items:
MoDOT is working on the southbound on and off ramps on the Missouri Bridge River. The
work began at 9:00 a.m. on Monday, April 5, 2010 and will end at 6:00 a.m. on Tuesday, April
6, 2010.
The traffic counts for March 2010 were 2,378 operations. The year to date total from January
1, 2010 to March 31, 2010 is 5,167 operations.
The Jefferson City Roadrunners will be hosting their annual 5k run on Saturday, April 17,
2010 at the Airport.
The Missouri Airport Managers Association and the Missouri State Aviation Council will meet
at their annual spring conference April 14-16, 2010 at the Lodge of the Four Seasons at the
Lake of the Ozarks.
The B-17 Bomber appearance at the Airport tentatively scheduled for July 12-17, 2010 has
been canceled. The local Experimental Aircraft Association chapter inadvertently missed the
application deadline.
The Wings of Freedom is considering Jefferson City as one of their stops for their 2010 tour.
The dates have not been determined at this time.
On April 6, 2010 the Columbia Regional Airport will go to all 50-passenger regional jets for
their scheduled airline service.
Columbia Regional Airport was notified on March 31, 2010 that the Department of
Transportation (DOT) intends to discontinue the subsidy for Delta Airlines due to their
continued success in offering scheduled airline service. Effective September 1, 2010 Delta
Airlines will be subsidy free. The Department of Transportation has been providing over $2
million in subsidies each year to the Columbia Regional Airport.

Mr. Rycyk mentioned that at a recent City Council meeting a question arose about a supplemental
appropriation for the Boundary Survey for the Airport Layout Plan Update. He inquired whether this was
discussed at a previous Airport Advisory Committee meeting. In response, Mr. Penfold mentioned that
he was not sure whether this was discussed with the Airport Advisory Committee however this was
discussed at a recent Public Works and Planning meeting. He explained that a new boundary is needed
to correct some inconsistencies in the previous survey and is required in order to complete the Airport
Layout Plan.
Mr. Craft explained that the last boundary survey was done in 2004 by the City’s Survey Crew and
Engineering Division. He stated that it is required to have an Exhibit A Property Map on file with MoDOT
in order to be eligible for grant funding. Mr. Craft explained that the previous boundary survey was
submitted and accepted by MoDOT on behalf of the Federal Aviation Administration. He stated that
within the last year MoDOT found that the property lines did not match and mandated that a new Exhibit
A be done. Mr. Craft explained that the City is required to contract with Burns & McDonnell the City’s
Airport Consultant for these services. He stated that the total project cost is $16,694 and is eligible for
95 percent reimbursement using the federal Airport Improvement Program. Mr. Craft explained that the
City’s share is $848.00 which represents a 5 percent local match.
Mr. Craft gave an update on the application process for the Willie F. Card Outstanding Service Award
for contract towers which is due at the end of May, 2010. He stated a two-page letter of
recommendation and at least five letters of recommendation from that tenants are required as part of
the application process. Mr. Craft noted that past winners and nominees have been contract towers that
are at airports with scheduled airline service.
b. FBO
Mr. Shorthose reported that January and February 2010 were off in terms of traffic numbers which
correlated into being off with fuel numbers. He explained that traffic numbers for January and February
2010 were less in terms of total gallons as compared to January and February 2009. Mr. Shorthose
stated that March 2010 saw a slight increase in fuel sales as compared to March 2009. He mentioned
that he is seeing a trend where people are starting to fly again especially smaller business travel. Mr.
Shorthose is hopeful that the avionic industry is going to see a slight rebound because the traffic
numbers are very respectable for the state of the economy. He stated that th eir maintenance and
avionics departments are staying busy and their charter flights are seeing a slight increase from 2009.
Mr. Shorthose reported that Jefferson City Flying Service was able to sign on with Sentient Jets to bid
on charter flights. He stated that they have bid on a couple of trips but have not been awarded any
flights at this time. Mr. Shorthose explained that a lot of the flights that Sentient Jets covers are when a
company may have taken passengers from Point A to Point B and will fly home empty. He stated that in
turn Jefferson City Flying Service might offer to drop off passengers in St. Louis at half the rate instead
of flying back to Central Missouri empty. Mr. Shorthose explained that over time they will get used to
their type of bidding system. He stated that charter travel is not a real popular means of travel in
Jefferson City.
c. Friends of the Airport
As Mr. Mehrhoff was absent, no report was given.
6. Old Business
a. Crop and Wildlife Management
Mr. Gentry reported that his report is complete and that this item may be taken off of the agenda. He
stated that the City is working on a cost analysis for a water tower as an alternative to the pond for fire
suppression.
Mr. Rycyk requested that Ms. McMillan prepare a report for the Committee on the costs for the
proposed alternative for ABB.
Mr. Gentry requested that Ms. McMillan give a follow-up report on any communications with Mr.
Crabtree regarding the concerns that he voiced at a previous meeting regarding geese strikes during
landings or take offs.

b. Airport Improvement Project List
Mr. Rycyk asked for additional input from Committee members on how to prioritize these projects or
on how to obtain funding for these projects.
With no additional discussion, he requested that this item be removed from the agenda.
7. New Business
A. Senate Bill 1000
Mr. Shorthose requested an update on Senate Bill 1000.
Mr. Craft reported that during State Aviation Day at the Capitol on March 24, 2010 participants
lobbied their legislators on behalf of the aviation community. He explained that SB 1000 proposes to
transfer money from various state accounts into the general revenue account. Mr. Craft stated that the
state aviation trust fund was a means of funding airport projects, such as our control tower. He
explained that the trust fund allots a total of $8 million a year to participating airports and is derived from
sales tax on jet fuel.
Mr. Penfold requested that City staff contact Mr. Tom Rackers for a status report on Senate Bill 1000.
8. Other Business
a. FY2009 FAA Contract Tower Operations
Mr. Craft gave a report on the traffic count data prepared by the FAA for all of the Air Traffic Control
Towers that participate in their Contract Tower Program. He explained that the data is based on the
FAA’s Fiscal Year which runs from October 1 to September 30. Mr. Craft stated that the report shows
traffic counts for Jefferson City at 25,918; St. Joseph at 29,790; Columbia at 25,422; Joplin at 23,295
and the new Branson Airport at 593. He explained that St. Joseph, Branson and Columbia are funded
100 percent and Jefferson City and Joplin are funded by a cost-share agreement.
9. The next meeting is scheduled for Monday, May 3, 2010 at 10:30 a.m. in the Airport Conference
Room.
10. Mr. Gentry moved and Mr. Shorthose seconded to adjourn the meeting at 11:25 a.m.
