Adoption of the agenda as printed or amended As no amendments were noted the agenda stands as printed. 3. Approval of Minutes for the Meeting of May 3, 2010 As no additions, deletions or amendments were noted the minutes stand as written. 4. Public Comment Opportunity No public comment was received. 5. Scheduled Reports a. Airport Activity Report —Airport Manager Mr. Craft reported on the following items: Traffic operations for May 2010 were 1,985 for a year to date total of 9,751 operations. Statistics for the Columbia Regional Airport were not available. Y Our Air Traffic Control Tower was one of 14 control towers to be nominated for the Willie F. Card Outstanding Service Awar-A for contract towers. The winner will be announced in June. On Saturday, June 12, area car dealerships will be holding their annual car sale at Capital Mall. A plane towing a banner will depart that day from the airport between 10:30 - 11:30 a.m. and between 1:00 - 2:00 p.m. ➢ On June 19, 2010 the YMCA will hold their annual Father's Day 5K run at the airport. y During the July 4 celebration the Police Department will place "no parking" signs on the south side of the road leading to the treatment plant and to the South Hangar, as well as the south side of Old Mokane Road. The Police Department will also close the airport entrance road at Hibernia Road. Tenants will be allowed access to the airport, however the general public will be restricted. All gates will be locked except for the gate at the South Hangar. A new cantilever gate will be installed at Jefferson City Flying Service. Senate Bill 1000 that proposed to divert $2 million from the State Aviation Trust Fund into the general revenue fund was defeated by the legislature. MinuteslAirpod Advisory Committee June 7, 2010 Mr. Craft explained that the FAA pays 82 percent of the cost of staffing our control tower which is based on a benefit/cost ratio; the City pays 18 percent of staffing costs, plus the operational costfor the tower. The Missouri Department of Transportation reimburses the City 50 percent of local expenses for the tower. He stated that the total eligible expenses for the period of November 1, 2008 to October 31, 2000were $78.828.81ofwhich K4oOOTwill reimburse the City $30.814.41. Mr. Craft explained that the reimbursement program will not be funded in FY201 0 due to declining aviation fuel sales tax revenue. He stated that the State Aviation Trust Fund is funded by aviation fuel sales tax. Mr. Rvovk inquired of the financial impact caused by an aircraft based at our airport but claimed by another airport. In response, Mr. Craft explained that at this time there is no financial impact. He stated that at this time the F/V\ is trying to obtui.� accurate data of which aircraft is based where. Mr. Craft explained that the F/V\ has talked about tying Airport Improvement Program (A|P)fundinA to the number of aircraft based at an airport however nothing has been determined at this time. He stated that the Airport currently has 52 based aircraft out of which they receive credit for 47. Mr. Craft explained that the airport does not receive credit for four (4) military aircraft and the one aircraft claimed by the airport in Gulf Shoroa, Alabama. He stated that in the future the F/V\ may allow dual residency. b F8O Mr. Shorthose reported that traffic numbers are up compared to this time last year. He explained that fuel sales have remained constant, aswell. Mr. Shorthnseexpressed his appreciation for the new gate. o. Friends nfthe Airport As Mr. Mehrhoff was absent, no report was given. 6. Old Business None. New Business A. Missouri River Authorized Purposes Study /MR4P31 Mr. Rynyk distributed the Missouri River Authorized Study(K4RAPS) Guido. K4c Rvovk reported that he attended a meeting held bythe Army Corps of Engineers on Tuesday, June 1, 2010 regarding the Missouri River Plan. He stated that since the airport is in the floodplain this proposed plan mayor may not affect us. Mr. 0ycyk explained that the plan proposes more water upstream for recreation purposes and less water downstream for navigation purposes. He stated that Senator Kit Bond and Senator Ike Skelton expressed their concerns of the proposed plan. Mr. Rycyk explained that the public comment period is in effect until September 20, 2010. Mr. Gentry inquired whetherthe proposed plan will impact airport operations. In response, Mr. Rycyk stated that h*isnot aware ofany impacts otthis time. Hocommented that the Committee might want hz look into this further if it is going to cause more flooding. Mr. Morgan commented that ifthe Army Corps ofEngineers' intends to increase recreation to the north that will mean less water here which will not contribute to more flooding and affect airport Mr. PonfoN explained that if you are gong to have flooding it in more likely duo to rainfall in the downstream portion of the basin which is not controlled by the upstream reservoir. He stated that we need anassured amount ofdownstream flow for municipal water supply purposes, irrigation and hydro- electric powergeneration. Mr. Penfold explained that we have missed for years improving the lower part of the Missouri River for recreational purposes. He stated that a studyfrom the 1980's shows revenue of $30hn$40million annually for Missouri alone. &0nuteolAkrpmdAdvisory Committee June 7, 2010 Mr. Craft reported that he attended a portion of that meeting as well and expressed concerns about flooding. He explained that the amount of water that is released from the dams above Sioux City, Iowa does not affect us at all. Mr. Craft stated that the rainfall between here and Kansas City is what really affects us the most. He explained that the purpose of this study is to modify the 1944 legislation that created how the river iamanaged today. Mr. Shorthose suggested that Committee members comment individually as opposed as a group. Mr. Rycyk concluded that the consensus of the Committee is to take no official action. B. Update on the Capffa/View Drainage DistriotlCedar City Drainage District Merger Mr. Craft explained that the Capital View Drainage District and the Cedar City Drainage District have merged and adopted the name of Capital View Drainage District. He stated that the next step is to annex those properties that were previously not members of either drainage district. Mr. Craft explained that once those properties are annexed an independent evaluation is conducted to calculate the benefit of the levee protection for each property so that the tax nate may be established. He stated that an engineering firm will survey the levee to determine its actual height, and towhat elevation flood protection is provided. He added, the Army Corps of Engineers is currently in the process of surveying all of the levees in Missouri. Mr. Craft explained that it may be possible to increase the height of the levee in order to bring it all up to the highest existing elevation, thus increasing flood protection. 8. Other Business A. Mr. Rvovk invited Committee members to attend the next meeting of the Evening Rotary Club scheduled for June 29, 2010 at 5:30 p.m. at Grace Episcopal Church, where Lonnie Schneider will present aprogram onHonor Flights. Q. The next meeting is scheduled for Tuesday, July 6, 2010 at 10:30 a.m. in the Airport Conference Room. This will accommodate Monday, July 5, 2010 which is a City Holiday. 10.
