Approval ofMinutes for the Meeting ofDecember 8'2U1O As no additions, deletions or amendments were noted the minutes stand as written. 4. Public Comment Opportunity A. Lt. Colonel Mark Randazzo, Construction and Facilities Management Officer with the Missouri Army National Guard, introduced himself and explained that he is responsible for maintenance at the armories and flight facilities. B. Mr. Tom Soheppem. Pn*aNan\ of the Experimental Aircraft Association (EAA) Chapter 429, explained that he is working on an event for the Airport Open House and Fly -in scheduled for Saturday. October 1. 2011. He stated that he would like to involve the Air Force by having them bring in o static display and possibly n parachute demonstration. Mr. Sohepporuexp|ained that the Air Force requires security, ambulance and medical personnel and firefighting personnel for a static display and parachute demonstration. He stated that he would also like to display a banner onthe overpass over Highway 54/G3aweek inadvance. Ms. McMillan advised Mr. Soheppnru to contact K8oDOT about hanging banners from the overpass. K8uMiUon explained that at this time the airport budget does not have funds to participate in this event, however a request could be made to the administration. She stated that if the event is authorized, security would have to be coordinated with the Police Department and Uns protection with the City Fire Department. Mr. Rycyk inquired whether Uhnns is an approximate dollar figure on who( kind of funding is needed. Mr. Sohepperaexp|oined that the EAAhuo held thoirOy'ins in the past with no funding. Mr. Suheppersexp|oined that it would really help them by getting the word out. Mr. Shorthose inquired at what point does the City legal department need to become involved as this event expands. Ms. McMillan said she will discuss this with the Law Department. Mr. Srheppern explained that the Air Force requires that the event sponsor provide reimbursement for hotel, fuel, transportation arid meals. He stated that lie will need iosee what the EAAwants to budget, Mr. Gentry moved and Mr. Shodhoseseoondod |oendorse this event inprincipal. The motion passed unanimously. Ma. McMillan explained that if the Committee wanted to sponsor events that involve funding. they should be included in the airport budget. Ms. McMillan explained that the next scheduled Airport Advisory Committee meeting is June G. so the Committee may wish to hold e special meeting in April to discuss the budget and any other items thotcome up through the course nf today's meeting. Mr. Hartley moved and Mr. Gentry seconded (oschedule a special meeting on yWonday. April 4. 2011 in order to discuss this matter and any other issues that arise during today's meeting. The motion passed unanimously. 5. Invited Guests K4a. Lillian Kinard, Allied VVaaba, spoke regarding cardboard recycling. Ma Kinard suggested if Allied Waste was involved it would be best ifone tenant was responsible for the container with the remaining tenants reimbursing them. Mo. Kinard explained a second option is for the city to assume responsibility for the progronn She suggested a m/ao\e stream analysis be done tosee how much cardboard iagenerated. Mr. Shorthoue commented that Jefferson City Flying Service generates a fair amount of cardboard. When asked about the cost of the service, Ms. Kinard said the cost depends on the waste stream. She cited as an example o four -yard container emptied once per weak vvnu|d coat $58.00a month. Mr. LuackenoUe inquired how the public could be restricted from using hfor a dumpaher. Ms, Kinard suggested that cardboard recycling containers be placed away from public areas so they are not readily accessible. She cautioned that if the containers are readily accessed by the public, it will become trash dumpaterwhioh will contaminate the cardboard. Mr. Shor|hose inquired about fencing the dumpater area. Mu. Kinard explained that properly constructed fences aro acoeptah|e, but that ge\no present prob|emofor servicing the containers Mr. Shmthoae utskxj that hewould like some time to contact the other tenants to see if they are interested in pursuing this. Salute boVeterans Airnhow Mr. Ghodhosenopmrtad that his Air Show contact was not receptive to splitting the Ai/chow between Columbia and Jefferson City atthis time especially since they have already secured events for this year. Cardboard Recycling Container Ms. yWoK4i||an advised that the City uunnu( take responsibility for a cardboard recycling program at this time uathere are nofunds budgeted, The two remaining options are h/(1)ask one of the airport tenants to collect the cardboard and take it to New World Recycling or (2) pursue something on an individual or collective basis with Allied Waste. Mr. Shorthose moved and Mr. Hartley seconded to request Allied VVaaba to conduct vvasba a1nsam recycling survey with the private business owners at the Airport. The motion passed unanimously. LeademhipJetfemonCity As Mr. Naught was absent, no report was given. d Young Eagle Flights Mr. Hartley reported that the |000| chapter ofthe Experimental Aircraft Association (EAA) is planning the following events this year: (1)the Airport Open House and Fly --in on October 1. 2011� and (2)the spring pancake breakfast and open house in Fulton this spring. Mr. Hartley stated that a third even( is yet to be determined. He commented that the biggest obstacle the EAA Chapter has isgetting the word out tothe community about this event. My. McMillan suggested asking EAA members contact other civic organizations in the comrnUnity and use Facebook to reach the younger crowd. New Business a Budget Discussion The operation and maintenance of the airport was discussed. Mr. Shor|hoae commented that the airport tenants see that Mr. Craft is spreading himself too thin. He inquired what it wmuN take for this Committee toassist ingetting the third person back. Mr. Ryuyk naquoab*d that Ma. McMillan report edthe April meeting about whether we wouN ask the City Council to transfer the third employee book to the airport division. Ms. McMillan explained that the rationale was to reduce the airport operational budget and thereby reduce the subsidy to the airport. She stated that this action did reduce the subsidy to the airport but it also placed u tremendous burden on the two remaining staff that maintain and keep the airport pen in all weather conditions. yWc. [WoK4iUon emphasized that the normal duties are significant for two people but on top of that, various groups want to use the airport for weekend events like 5K runs. Airport staff must open the terminal for restroom use and make auna itgets cleaned and locked upafterwards. Mr. Shorthose stated that he does not see how Mr. Craft can put in week after week and Elise work his days off like this past Saturday for the 5Krun. Hecommented that when YOU take the entire airport facility and make two people run it, it is a downhill slide. b. Ail -poll PtzjedUpdate Staff distributed anupdated Airport Improvement Project List. K4a. McMillan explained that the following airport projects were being proposed for the C|P work program: (i)replacement uf(3) in -pavement runway edge lights; (2) replacement of the rotating beacon |k)h(; (3) roof replacement on the air iraOiccon\xd tower; (4) unsok seal, seal coat or overly the public parking lot-, and (5) renovation of the airport terminal building (including a new HVAC system). She stated that these projects would require |ouo| fundinQ, as they are not eligible for state or federal grants. Ma. MoK4i||on explained that Mr. Craft is moving forward on the first three items, and that the Public Works Section could include the airport parking lot in the 2011 or 2012 summer overlay program. Renovations to the terminal building could occur in 2011 or 2012. Ms. McMillan explained that we typically reserve those funds to use as |uoa| match for grants however we do not have any grants to use those funds for at this time, and tile projects are desperately needed. Mr. Craft explained that the airport buildings are becoming increasingly difficult to maintain due to age and condition. He shyh*d that the HVAC system was put in after the 1993 flood and is not sufficient to heat and cool the entire building. Mr. Craft said the soffit is a plywood type of material that is starting to rot and has had to be replaced in some areas. He stated that tile blue panels along the bottom of the building are warped and failing off due to damage from multiple floods. Mr. Craft commented the building should be more presentable since it is the airport Mirluhaa,Air»ndAdvisory Conxnitteu March 7, 2010 terminal building for the State CopUoi He explained that he is moving forward on replacing the rotating beacon light and the roof for the air traffic control tower, as well as the in -pavement runway lighting fixtures. Mr. Rycyklnquin*d whether we will need to ask for additional money from the City Council for the terminal improvements. In response, Ms. McMillan explained sufficient funds have been allocated toairport projects in the City's Capital Improvement Program. Mr. Gentry inquired if there was a budget line item for marketing the airport. Mr. Craft responded the "advertising" line item could be used, however, it contains only $200. If there are bids or events that niust be published those expenses would corne out of advertising. Ms. McMillan responded that our airport does not currently have a promotional budget Mc 3horthoao moved and Mr. Gentry seconded to endorse the project /ist, including improvements to the terminal, HVAC system and parking lot, The motion passed unanimouu|y. 8. Scheduled Reports a. AilpodAntivityRVport —Aoport Manager Mr. Craft reported oil the following items: � Mr. K|ebba is working on clearing the trees u|unO the entrance road with occasional assistance from the Street Division, ArneranUE hired a tree clearing service to clear several trees that pose o hazard to their power lines. The Street Division has offered |ho use of their hi -lift to remove as many tree stumps as possible. At the direction of the Law Department, the City cannot assume any liability for the public cutting wood here. � The first of approximately six 5K runs planned for 2011 was held at the airport on 3mturday. March 5 Additional runs are scheduled for April 18. 2011 and tho first three Saturdays in June. � State Aviation Day is scheduled for March 29. 2011 at the Capitol. Our airport is one of the sponsors for o legislators' luncheon. The Missouri Department of Transportation will run a shuttle between the airport and the Capitol. ~ The Airport Manager's Association Conference will be field April 13-15 at Lake of \he Ozarks. � Airport staff along with Dave Hi|gediok and two survey crew members cleared over 21 inches of snow at the airport between February 1 and February 5 The airport closed at 10:30 a m on Tueuduy. February 1 and reopened at 1:15 p.m, on Thursdoy. February 5 Twehmuu Excavating was hired at a cost of $15.318 to assist in that effort. He expressed appreciation to the tenants who cleared areas in front of their hangars. � The Collings Foundation is considering our request to host the Wings of Freedom tour at the airport. We will be notified in late May whether wewill be one oftheir stops. Aircraft to be displayed include a B'24. B-17, B-51 and an ME202. � A C'5 airplane flew over Jefferson City on Thureday. March 8 on its way from Whiteman Air Force Base to Memphis, TN. Aorem/memberwas from Jefferson City. b. FBORepm/ Mr. Shorthuse reported that winter has been hard on (he F8Ojus( like everyone else in Central Missouri, He commended the airport staff and others who assisted with opening the airport in a timely manner after the February blizzard. Mr. Shorthuoe commented about increasing fuel primas having anegative effect onpleasure flights uawell aacorporate flights. Mr. Shorthose said the Friends of tile Airport group is now inactive. 8. Other Business a. Mr. Ryovk announced that the Evening Rotary Club will be touring the new county jail on March 8, 2011 at 530 p.m. b. Mr. Gentry reported that he helped form Cherokees to Oshkosh, LLC which is designed to get aircraft ho participate in muay arrivals atOshkosh Airven(una2011 We made our first effort last year with the 50m anniversary of the Cherokee airplane, The plan is to have mini -clinics MinutexlAitpmfAdviso/yCommittee March 7, 2010 around the country to help train pilots on loose formation flying. A mini -clinic is scheduled May 14-- 15 in Jefferson City. We. have approximately 30 aircraft registered sofar for this year's event, We have mini -clinics scheduled in Florida; Tennessee, Alberta, Canada-, and Jefferson City. c. Mr. Rycyk announced that Mr, Naught and Mr. Lueckenotte were re -appointed. d. K8a. K8uK4i||on said that FEMA will release new flood maps that propose significant revisions, and that portions of the airport and the wastewater txam1mon| plant will be included in the Ooudmmy. K4u. PWuK8iUan explained that a OoudwaydeaignuUon will prohibitfu|ure ynow|h, induding the construction of new hangars. She said that remodeling the existing terminal is probably still possible, however it is unlikely that a new terminal or expansion would be permitted. She said the Engineering Division is coordinating discussions with FEk4A. SEMA and other agencies on Thuraday. K8onch 10^ 2011.
