All members of the subcommittee were present. 2. Airport Operations and Budget The subcommittee reviewed the 2010-2011 airport budget. Revenue generators for current airport operations was disouased, which includes rents/leases and a fuel flowage fee. Mr. 8hodhone commented about the differences inairport operations across Missouri. He said the model that Jefferson City adopted provides fora privately -owned Fixed Bene CJpena1or/FBO\ Mr. Shorthnse said it was around 1900 when the City turned over the operation of the FBO to a private individual. He said other jurisdictions retained their fixed base openstiono, such an the Spirit ofSt Louis Airport, inwhich the County owns the airport and fuel [ornn, and sells fuel to the five FBD's, collecting a flowage fee in the process to generate revenue for airport operations, He Con1inued, Jefferson Qh/ Flying Service collects a OovveOe fee on behalf nfthe City. but the City doesn't own or maintain the fuel farm. Mn. k8cK4i||on said Jefferson City Flying Service has o kernendouo business presence at the airport which has generated 8 significant economic impact through its avionics shop and aircraft maintenance work. Mc ShoMh0oe inquired about ei[p0d staff assignments. Mr. Craft says, including himself, there one two staff assigned to the airport; the number was reduced by one for the 2009 Usou| year. Ms. McMillan commented that Mr. Craft now spends most nfhis time on airport and terminal maintenance. He and Gary K|obba are o{the airport all -hours during inclement weather; arid spring to fall, Mr. Craft opens the terminal for meetings and 5Krunn/mxa|kn hosted by community organizations. When asked to oonopona airport staffing with Columbia Raginna|, Mr. Craft said that Columbia Regional has 17 employees. Mr. Shorthooe commented that he is aware of several differences in the level of maintenance services, including that in Columbia the airport staff maintains the areas around hanQers, whereas the hangar owners are responsible for that task inJefferson City. Chairman Rycyh stated that he wished to address the Council's budget committee atone of their earliest meetings regarding the economic benefit the airport provides. He said an additional $00.000 in the airport budget would allow the third staff person {o be restored, which would relieve stress on the remaining two employees. Mr. Ryoyk moved the committee request an additional $OO.O0Oto restore the third employee 10the airport. Mr. 8hnrthosooeconded.
