1. Introductions
Chairman Rycyk called the meeting to order at 10:30 a.m. and asked everyone present to
introduce themselves. He then congratulated Mr. Smith on his election to President of the
Missouri Society of Professional Engineers.
2. Adoption of the agenda as printed or amended
Approved as printed.
3. Approval of Minutes for the Meeting of June 6, 2011
As no additions, deletions or amendments were noted the minutes stand as written.

Mr. Craft reported the Wings of Freedom tour went over really well and exceeded
expectations.
The EAA Chapter is sponsoring two events:
o Mike Kehoe will sponsor the Tri-Motors event which will be giving rides.
Also a 1929 Ford Model A will be on display on September 19 through 21,
2011. Chairman Rycyk informed the members that the JC Evening Rotary
Club will be having a lecture at 5:30 p.m. on Tuesday, September 20,
2011 surrounding the Ford Tri-Motor and would like to use the Airport
Conference Room. The lecture will include a walk-through of the plane.
o October 1st is the Airport Open House. A B25 Bomber from St. Charles.
This is a World War II plane. The cost of rides will be $425 per person.
Mr. Craft explained that the parking lot resurfacing will be done this budget year
as part of the City’s overlay project.
Mr. Craft reported that the contractor (MO Builders) received the notice to
proceed in July for the replacement of the Air Traffic Control Tower roof. The last
contact he had with the contractor they were delayed due to the excessive heat.
Mr. Morgan stated there needs to be an explanation on the Air Traffic
Comparison Chart to state that Columbia, Cape Girardeau, Joplin and Branson
fly commercial. Also St. Joseph is a school for airport students. These are similar
size airports, but not comparable due to not having commuter or scheduled
airline service or a military training base.

Mr. Shorthose was absent from the meeting
c. Staff Liaison Report
Mr. Smith explained due to reorganization, Public Works is now responsible for
the Airport. He stated this will give the ability to shift resources on occasion from
other divisions within the Public Works Operations Division. Councilman Schulte
requested he report the request for the additional full time position for the airport
was not approved, however, there was an increase in the seasonal salaries for
the Street Department to help out.
The new FEMA flood study that changed the limits of the floodway at the Airport
has been reviewed by Burns and McDonnell and the City has requested a
meeting with FEMA. This is very important to the City for future FAA funding.
The Super Levee (L142) layout was reviewed by Don Fontana. There is currently
no funding for the levee.
7. Old Business
a. Airport Budget for 2011-2012
Mr. Smith reported the budget was passed out of the Finance Committee but has

not been approved by the City Council at this time.
b. Young Eagle Flights
Mr. Craft stated that he reported on these items under the Airport Managers
Report.
c. Airport Open House / Fly-In
Mr. Craft stated that he reported on these items under the Airport Managers
Report. Mr. Smith stated there could be a traffic message board available for this
event.
8. New Business
a. Discussion of Airport Relationship with the Chamber of Commerce
Committee members felt it would be a good idea to invite the Chamber of
Commerce to get together with the pilots, business owners and customers of the
Airport and allow them to do a presentation to the Chamber. This could be done
through a Chamber Connections or with the JC Flying Service. Mr. Morgan
stated a presentation could be done for the Chamber and then invite them to
have their next Chamber Connections at the Airport facilities. Mr. Gentry stated
he and Mr. Shorthose would volunteer to work on a presentation.
Chairman Rycyk moved and Mr. Morgan seconded to support the idea of Mr. Gentry
organizing a presentation to the Chamber of Commerce, motion carried.
Mr. Smith stated the presentation should also be given to the City Council.
9. Other Business
a. Angel Flight Program
Mr. Gentry explained this program is health care and humanity support for those
that cannot afford air transportation for medically related need. He encouraged
others to participate in the program.

Monday, December 5, 2011 at 10:30 a.m. in the Airport Conference Room.

Mr. Rycyk moved and Mr. Gentry seconded to adjourn the meeting at 11:50 a.m.
