Minutes of the Meeting
August 28, 2013
Meeting called to order by Lucia Kincheloe at 4:04 pm.
Present: Bruce Dawson, Cary Gampher, Don Govang, Tom Hartman, Shannon Kempf, Lucia
Kincheloe, Cindy Layton, Rick Mahalevich, Gail Strope, Lara Underwood. Guests: Jeremy
Cover, Carrie Carroll.
New Commissioner, Lara Underwood, was welcomed by Lucia.
Cindy moved and Tom seconded approval of the July minutes and the August agenda. Both
carried on a voice vote.
New Business: There was discussion about Councilman Bob Scrivner’s ideas about the
Spanish American War Statue at the roadside park on the 2,500 block of Missouri Blvd. Cindy
moved and Don seconded a Motion of support for the city to obtain the Spanish American War
Memorial Components located on the 2,500 block of Missouri Blvd. The motion carried on a
unanimous voice vote.
Lucia updated the commission on the funds still in the budget, which currently is $5,100. Liquor
license, artist’s payments and mural printing should spend the budget down in time for the close
of the Fiscal year. The Foundation has $5,700 currently.
Councilwoman Carrie Carroll addressed the Commission about possible council and public
concerns involving the placement of the sculpture in a round-about. She and Councilman Rick
Mahalevich encouraged the Commission to have a discussion that revisited on the location
options. After a fruitful discussion involving immediate and long-range public art considerations,
Cary moved and Cindy seconded that the Howeth sculpture will be placed at the round-about on
Stadium near Menards. The motion carried unanimously on a voice vote.
Fund-raising Event: Shannon is amending the permit for the 100 block of High Street (Cork)
and will check into trash handling. Lucia will notify Downtown Merchants’ Association of the
street closing and the event. Posters and ads are going up. Commissioners volunteered for
either set-up or take-down at the event.
Cap City Cinema invitations for the September 17 event are available through Lucia. The
Foundation put in $1,000 to be a founding member.
Bruce and Lucia will get the flags up the week before the event, replacing the damaged ones
with new ones.
Rick Mahalevich updated the Commission on pertinent City Council Actions: restoration of
$2,500 to the commission budget (for now), this week Council will vote on the ordinance
allowing 3 commissioners who live outside the city. The city art instillations list and future site
list were discussed.
