City of Jefferson Cultural Arts Commission
Wednesday, November 20, 2013 ~ 4:00 PM-6:00 PM
City Hall, 320 E. McCarty Street ~ Boone-Bancroft Conference Room
1. Call to Order 4:05 p.m. – Lucia Kincheloe, Chairperson
2. Attendees: Bruce Dawson, Cary Gampher, Tom Hartman, Lucia Kincheloe, LuAnn Madsen, Gail
Strope, Lara Underwood, and Shannon Kempt. Guest: Jeremy Cover.
3. Agenda approved on voice vote.
4. October 23, 2013 Minutes approved with corrections noted by Tom Hartman re: artist’s liability vs.
City’s liability. Per phone conversation w/ artist, the liability for damages to loaned artwork may
remain with the artist.
5. New Business: Capital Arts’ requested a mini-grant of $500 for Art Exhibit: “For Men by Men”;
CAC approved $200 on voice vote.
6. New Commission Members: CAC discussed following individuals: Kyle Bellinger, Rachel Lundberg,
Gara Loskill, Debbie Bruner, Rosie Verslues, and Gus Wagner. Commission members familiar with
these individuals will make contact to encourage applications
7. Officer Discussion: Cindy Layton – Vice Chair; Don Govang – Secretary; Lucia Kincheloe – Chair.
8. Budget – no discussion.
9. Committee Reports
1. Public Art – no update.
2. Call to Artists-Art Mural Project/ART Logo Banner – these are in storage for spring
installation.
3. School Bus Project – no update. Soliciting ideas.
4. Downtown Sculpture Park – no update.
5. Round About Statue – no update.
10. Foundation Report: Event planner on board for June 2014. Intend to combine CAC Ice Cream event
with Old Munichberg June event. Planning underway.
11. Strategic Goal Setting for 2013/2014: CAC evaluated and ranked numerous prospective projects and
activities. The top ranking projects and activities targeted for 2014 are as follows:
1. Round About Statue-balance due-$1,200
2. Mini Grant to Capital Arts-$200
3. Install Art Mural and ART Logo Banners-$200
4. Chess/Checkers Table and Art Piece Installation-$200
5. Social Media-donated

6. Hire Grant Writer for NEA Fast Track Grant to Develop MSP Opportunities.-$1,000
7. Print New Mural-$1,800
8. Fountain development in Saffee’s walkthrough-$1,000
9. Encourage mini-grants for artist businesses at Village Square.
10. New Downtown Flags-$600
11. Remaining Budget to be allocated as voted upon.
