City of Jefferson Cultural Arts Commission
Wednesday, January 22, 2014 ~ 4:00 PM-6:00 PM
City Hall, 320 E. McCarty Street ~ Boone-Bancroft Conference Room
1. The meeting was called to order at 4:07 p.m. by Chairperson, Lucia Kincheloe. Members
present were Bruce Dawson, Don Govang, Tom Hartman, Lucia Kincheloe, Cindy Layton,
LuAnn Madson, Susannah Sodergren, Lara Underwood. Council liaison present: Rick
Mihalevich. Staff present: Janice McMillan and Gail Strope.
2. Motion to approve the agenda was made by Lara Underwood, seconded by Cindy Layton.
Motion approved on voice vote.
3. Motion to approve the minutes from the meeting of November 20, 2013 was made by Tom
Hartman and seconded by Don Govang. Motion approved on voice vote.
4. New business
(a) Lucia Kincheloe lead a conversation about the possibility of sponsoring a contest
called “Yes you can” that would provide designs to decorate downtown trash cans.
(b) Cindy led a discussion about the possibility of sponsoring musical interludes in the
Miller Performing Arts Center during the month of December.
5. Commission Membership. New Commission member, Susannah Sodergren, was introduced.
6. Budget. Lucia Kincheloe explained the new budget, which is $5,500 starting out. The November
meeting’s Strategic Planning Session covered where most of the funds would go.
7. Committee Reports. Tom Hartman gave the Public Art Committee report. The mural site was
again discussed, with Ron Dawson’s alternative sites being pondered. The Saffee’s walk-through
fountain possibility was discussed, as a possible tribute area to (as Lara Underwood put it)
“anyone affected by cancer.” The idea of selling tiles was mulled over. The possibility of a
project involving steel plates with cut-outs was discussed. The round-about sculpture is getting
closer. The city will look at creating a platform for it about a month out from placement. The
Marketing Committee had no formal report. However, Janice McMillan brought up the
possibility of City Bus Advertising, which could rotate between Boards and Commissions.
Susannah Sodergren agreed to take a look at the Web Site and to work with the Sub-Committee

to see if that or other Social Media would be preferable. New flags can be made with the
Cultural Arts Commission logo on one side and chalk art on the other. Cindy Layton suggested a
more formal schedule for hanging them. Susannah Sodergren reported that the Fund-Raising
Committee was considering having our Wine event coincide with another event. Lucia
Kincheloe discussed grant possibilities.
8. Foundation Report. The Foundation Report contained three items. Emily Mudd has been
brought on as the Ice Cream Festival Planner. Sponsors are being sought for a Cultural
film/speaker series. Finally, funding options are being explored for a second round-about
sculpture.
9. Strategic Planning Follow-up. No report.
10. Other Business. The Commission acknowledged Gail Strope for her tireless work with and for
the Commission. Councilman Mihalevich acknowledged Lucia’s receipt of the Kevin Meinhardt
Award for Distinguished Public Service to the City of Jefferson; and also explained the funding
process of the Lafayette Interchange project.
11. Next Meeting Date. Next meeting will be on February 26, 2014.
12. Adjournment. LuAnn Madsen moved and Lara Underwood seconded to adjourn. The meeting
adjourned at 5:40 p.m.
