City of Jefferson Cultural Arts Commission
Wednesday, February 26, 2014 ~ 4:00 PM-6:00 PM
City Hall, 320 E. McCarty Street ~ Boone-Bancroft Conference Room
The meeting was called to order at 4:05 p.m. by Chairperson, Lucia Kincheloe.
Members Present: Debbie Brunner, Cary Gampher, Don Govang, Lucia Kincheloe, Cindy
Layton, Susannah Sodergren.
Council Liaison Present: Rick Mihalevich.
Staff Present: Janice McMillan.
Cindy moved and Debbie seconded approval of Agenda as distributed. Motion carried on voice-
vote.
Cary moved and Susannah moved to approve the minutes of January 22, as amended, Motion
carried on a voice-vote.
New Business: Trash can art project is no longer being considered.
Lucia introduced new Commissioner, Debbie Brunner.
Committee Reports:
Public Art Committee: 1) The mural will necessitate the use of a lift to be mounted and to
be removed. Cindy questioned if the city owns the property, can a city lift be used. Janice will
check. Lucia said the cost would be $360.00 each way rental, otherwise. Cary will also check to
see if other loaning opportunities might be possible. 2) Lucia updated the commission on
movement on the Saffee’s walk-through park project. 3) Tim Divine is close to completion on
his table. The Gundelfinger area will be the location of the sculpture park. 4) Permits are being
secured for the round-about sculpture. This project, also, has an anticipated completion
sometime this spring.
Marketing Committee: 1) The bus advertising won’t be feasible this year for
Environmental Quality. Other possibilities will be considered. 2) Susannah and Bruce are
leaning towards a “landing site” page, with more consideration placed on developing social
media instead. The commission empowered Susannah to check on PayPal and Janice will check
with Gail to see about the dominion annual charge. 3) The wine event plans are in full swing.

Crates and chairs are being considered for the auction items this year, with a “Wine and Design”
theme under consideration. MAC grant applications can’t be made until April.
Foundation Report:
1) Ice Cream Festival progress report was given by Cindy. Anji Gandhi might be the
new event planner. Central Dairy met with the committee and provided information
to contact other dairies. The location is not definite yet: Old Munichburg or the block
across the street from the capitol. Talks are on-going about the mosaic mural on the
wall across from Central Dairy. 2) Splash Park site selection process is still
underway. 3) Ron and Cary will head-up fund-raising for the next round-about
sculpture, once the first sculpture is complete and displayed.
Cary moved and Debbie seconded adjournment. Meeting adjourned at 5:25p.m.
