April 17, 1974
The Regular Monthly Meeting of Savannah Beach City
Council was held this afternoon at 3 :00 P.M. with Mayor Allen
Hendrix presiding and a quorum of the following councilmen present:
Edward Towns, Karen Losey, Ernest Hosti, Walter Parker, Earl
Anderson and Edward Jung. City Attorney Lance Smith was also
present. Also the following councilmen -elect were present at the
meeting: Mr. Joe Agnew, Mr. Jim Bond and Mr. Edward Fahey.
VISITORS AND PETITIONERS present at the meeting were Mr.
Jim Fabrikant, Mrs. Joyce CAllison, Mr. Richard Grosse, Mr. Weis
Snell, Chief John Price, Sid McKissic, Mr. Ed Fahey, Jr., Mr. Joe
Booth, Mr. David Sims and Mrs. Mildred Falligant. Also Mr. Barry
Caldwell, operator of the Sewage Treatment Plant and a group of
employees of the Sewer and Water Department were in attendance.
The Minutes of the Meetings of March 20th, March 28th and
April 2nd - 1974 were approved as written.
A group of employees of the Savannah Beach Water and Sewer
Department with Mr. Barry Caldwell acting as spokesman, appeared
before Council to request a salary increase, stating one was long
overdue. Mr. Caldwell stated further that they did their job
as well as it could be done and felt that they were entitled to
a raise. Mayor Hendrix recommended that the group get together
with Mr. Kent, their Superintendent, and Mr. Towns, the Chairman,
and see if something could be worked out. Councilman Towns,
Chairman of the Sewer and Water Committee, stated that he had
been contacted by Mr. Kent, who requested a raise for the employees
of this department. He said that he told Mr. Kent that this
raise could not be considered until May 1st at which time a new
fiscal year would begin. Mayor Hendrix recommended that in the
future requests such as this should be taken to the Superintendent
who would handle these things for them.
Sgt. Jim Shelley of the Air National Guard appeared before
Council on behalf of the Employers Support the Guard Program. He
stated that the support they needed was for the employer of
members of the Guard to allow these people to fulfill their two -
weeks annual active duty obligation without using up their vacation
time.
Mr. David Sims appeared before Council on behalf of Mr.
Joe Booth whose application for an alcoholic license to operate the
Kittens Korner was denied by Council based upon the unfavorable
recommendation of the Chief of Police. He requested reconsideration
of this application based upon the fact that both Chatham County
and the City of Savannah granted him a license. Also, because even

though his record revealed many charges, there were actually only
a few convictions and these were for minor charges. City Attorney
outlined the action leading up to the issuance of this license
amd recommended that in any discussion concerning the applicant,
that his character not be involved. It was then decided to take
this matter up later on in the meeting.
A letter from Mr. Richard Grosse was read by the Clerk.
Mr. Grosse was also in attendance at the meeting. In his letter,
Mr. Grosse complained about several matters such as motorcycles
racing on the beach, several apparent violations of our zoning
ordinance, caution signs for motorists driving vehicles in a
residential area, etc. Following the reading of his letter, Mr.
Grosse elaborated on his complaints. Mayor Hendrix requested Chief
Price to look into these complaints, especially the motorcycles
running on the beach. He stated further that if it is felt signs
are needed, we will put them up.
The Clerk read a letter from Mr. Weis Snell tendering his
resignation as Curator of the Tybee Museum, effective May 1, 1974.
His letter also included the resignation of his wife as one of
the Museum attendants. Along with his resignation, Mr. Snell
submitted a list of suggestions that he felt would be helpful for
the success of the Museum in the future. Mr. Snell's resignation
was accepted with regret.
BILLS OF THE VARIOUS DEPARTMENTS for the month of March
were approved for payment.
Finance Chairman Edward Jung presented Budgets for the
Fiscal Year beginning May 1, 1974 and ending April 30, 1975 for
the General Fund and the Water -Sewer Department.
He first read the projected revenue and expenditures for
the Water & Sewer Department.

Councilman Jung then moved the adoption of this Budget.
It was seconded by Councilman Towns and unanimously carried.
Councilman Jung then read the projected appropriations and
expenditures for the General Fund.

Councilman Jung moved the adoption of this budget. The
motion was seconded by Councilman Parker and unanimously carried.

Councilman Earl Anderson, speaking about the new parking
decals, stated that the use of both the regular and the complimen-
tary decals should be controlled by Council. He stated further
that all of our residents and property owners who have designated
Savannah Beach as their address on their car registration should
receive one decal for each car registered up to two. And for
those property owners who did not register their car from a
Savannah Beach address, they would be entitled to purchase a
decal for an agreed upon sum. There would also be a limit of two
on these decals. Councilman Anderson then moved that our existing
decal Ordinance be amended so as to allow residents and property
owners a free decal for each car up to a limit of two that is
registered from a Savannah Beach address. And those residents and
property owners whose cars are not registered from a Savannah Beach
address be allowed to purchase up to two decals for the sum of
$7.50, and that unanimous consent be given to adopt this amendment
on first and second reading at this meeting. The motion was seco eel
by Councilman Parker and unanimously carried.
O R D I N A N C E
Mayor Hendrix announced that the next item of business was
the proposed offer to purchase the Tybrisa property. He then
called upon Councilman Towns for any information he might have on
this proposed purchase. Councilman Towns stated that Mr. J. T.
McCusker of Knoxville, Tennessee had made a proposal on behalf of
a group to purchase the property and was supposed to have put
it in writing and mailed it but so far it had not been received.
Councilman Towns stated further that he did not feel that he
could afford to comment on it until he saw it in writing. Mayor
Hendrix stated that if anything was received on this or any other
proposal to purchase this property we would call a special meeting
if necessary to hear them out.
ANIMAL ORDINANCE: Concerning theAnimal Ordinance which
Council had been working on , Councilman Earl Anderson announced
that a meeting was held at 2:00 P.M. today in City Hall and was
attended by Mr. Harbison of the Chatham County Health Department,
Mrs. Strange and Mrs. Mood and many of our residents. Mr. Anderson
stated further that it was a real good meeting. He stated that
the principal thing that came out of the meeting today was
that plans are being made to notify all animal owners to come
to a meeting with the members of City Council, Mr. Harbison, and
other interested citizens to continue work on this Ordinance. Mr.
Anderson stated that the Ordinance they were working towards was
more like the previous Ordinance wherein animals were allowed
within the city limits but only under certain conditions.
Councilman Anderson spoke on the need for carrying out
Mr. Snell's suggestions regarding the museum such as appointing a
commission to operate it and completely remove it from any politics.

Councilman Jung brought to the attention of Council
an amount of $360.00 still standing on our books which has
accumulated through the years from deposits made by water -
takers who have died or moved away, or cannot be located. He
moved that Council grant the necessary authority to adjust this
off and credit this amount to Income of Prior Years. The motion
was seconded by Councilman Towns and unanimously carried.
Councilman Jung informed Council that our required
annual audit was now due and that bids had been received from
three reputable firms to perform this work. He stated the bids
received were:

Councilman Jung stated that we have had work done by
Haskins & Sells and Spillane but not by Karp & Aaronson;
however, he stated that this firm was presently auditing the City
of Savannah and upon checking with Mr. Mendonza, Savannah City
Manager, received a good recommendation on the fine job this
firm was doing for the City of Savannah. Mayor Hendrix reminded
Council that all of these bids were real close but since a
member of one of these firms was a resident of Savannah Beach,
this being Charlie Spillane, he felt like we should show a little
favor to the local people and let the Spillane Company handle this
audit. Councilman Jung then moved that the job be given to
Karp & Aaronson for the sum of $7500, plus out-of-the-pocket
expenses not to exceed $300, and no more. The motion was seconded
by Councilman Anderson and unanimously carried. The Clerk was
requested to notify Karp & Aaronson that they had been given this
job in order that they could make their +preparations to begin
this audit.
City Attorney Lance Smith informed City Council that
after several discussions with some of the leaders in our work and
efforts to accomplish our Beach Erosion Control Project - from our
own engineers - from the Metropolitan Planning Commission - the
Corps of Engineers and the State Department of Natural Resources,
a proposal had been made that as we prepare to begin this
important work that City Council enact an Ordinance making a
new permanent committee to be known as "BEACH PROTECTION AND
DEVELOPMENT COMMITTEE" He stated that the thought behind this
was that we would then have a single person to represent the City
and stay on top of this project and act as a laison officer
between the City of Savannah Beach and the other governmental
entities. Mayor Hendrix stated that we had talked about this

and he felt it was very important to have someone out in the
field, so to speak. He stated further that this was referred
to as a 4.6 million dollar program when actually it was more like
a 20 million dollar program. He enlarged further saying that
what this amounts to is that immediately after he takes office,
the Mayor will appoint this as the seventh permanent committee
wherein a councilman will be appointed to be responsible for
this work and answer directly to the Mayor. Councilman Towns
moved the adoption of this Ordinance on FIRST READING. This
motion was seconded by Councilman Parker and unanimously carried.
The Clerk announced the award of a State Grant and the
offer of a Contract in the amount of $250,000 for a project for
pollution abatement consisting of Analysis of Sewer System,
Survey of Sewer System and Repairs to sewer lines as indicated
from survey and stated that it was now necessary for Council to
adopt a suitable Resolution authorizing Mayor Hendrix to repre-
sent the City of Savannah Beach and to enter into a Contract
with the Environmental Protective Division of the State Depart-
ment of Natural Resources. He them read the following Resolution:

Councilman Jung moved the adoption of this Resolution.
It was seconded by Councilman Ed Towns and unanimously carried.
Councilman Parker stated that since Mr. Elliott's resig-
nation, we needed someone badly to oversee the parking meters,
collect delinquent business licenses, check on truck decals, etc.
He stated further that he would like to put Mr. L. E. Taylor on
this job, stating that Mr. Taylor had a very good reputation
in the community and many years of service as a detective with
the City of Savannah. Mayor Hendrix referred this matter to
the Police Committee with the request that they get the job
filled so that this work could go on.
Council then took up the matte of reconsidering the
application for an alcoholic beverage license in the name of
Mr. Joe Booth, which had been deferred earlier in the meeting.
This applicant's record was looked at very closely again; also,
his written application. And, after a lengthy discussion, it
was again the feeling of the Police Committee that this license
should NOT be granted and they made this recommendation to Council.
Councilman Parker then moved that this application be denied. The
motion was seconded by Councilman Hosti and unanimously carried
There being no further business the meeting was adjourned
to the next regular or special called meeting.

AN ORDINANCE
AN ORDINANCE AMENDING CHAPTER 19, SECTION 19 -31 OF THE CODE
OF ORDINANCES, CITY OF SAVANNAH BEACH, TYBEE ISLAND, GEORGIA
SO AS TO ADD TO THE EXISTING ORDINANCE; TO PROVIDE FOR THE
PURCHASE OF DECALS; TO REPEAL CONFLICTING PROVISIONS AND
ORDINANCES AND FOR OTHER PURPOSES.
SECTION I.
BE IT ORDAINED BY THE MAYOR AND COUNCILMEN of the City of Savannah
Beach, Tybee Island, Georgia in regular monthly council duly assembled,
and it is hereby ordained by authority of the same that Section 19 -31
of Chapter 19 of the Code or Ordinances of the City of Savannah Beach,
Tybee Island, Georgia is stricken in its entirety and a new subsection
is inserted in lieu thereof, which shall read as follows:
Chapter 19, Section 19 -31 is amended to read as follows:
Such decals shall be issued to any person or family that are
property owners or residents of the City of Savannah Beach, Tybee
Island, Georgia, with the reservation that not more than two (2)
decals shall be issued to any one (1) family and shall be issued
for a period of only one (1) year beginning May 1st and effective
through April 30th of the following year, upon presentation of a
current, valid automobile registration of the State of Georgia
indicating registration and address from Savannah Beach, Tybee Island
Georgia; and, also indicating that the ad valorem thereon has been
paid to the City of Savannah Beach, Tybee Island, Georgia, or upon
the payment of Seven and 50/100 Dollars ($7.50) per decal.
SECTION II.
That all ordinances or parts of ordinances in conflict herewith
be repealed and the same are repealed.

A RESOLUTION
WHEREAS, the City of Savannah Beach proposes to construct a
project for the abatement of pollution, consisting of Analysis of Sewer
System, Survey of Sewer System and Repairs to sewer lines as indicated
from survey, and
WHEREAS, this proposed project is eligible for State Grant
assistance, and
WHEREAS, a STATE GRANT in the amount of $250,000 for the
construction of this project has been offered the City by the Environmental
Protection Division of the State Department of Natural Resources, and has
been accepted by the City.
NOW, THEREFORE BE IT RESOLVED By the Mayor and Council of the City
of Savannah Beach to enter into this contract with the Environmental Protective
Division of the State Department of Natural Resources and to perform all the
work in accordance with the terms of the contract and to comply with all
requirements and conditions of said contract.
BE IT FURTHER RESOLVED THAT William Allen Hendrix, Mayor of the City
of Savannah Beach, will be the representative of the City of Savannah Beach for
all required offered actions concerning the proposed project.
READ AND PASSED by a quorum of the City Council in open Council
Meeting this 17th day of April, 1974.
